Amendment A05 makes the following changes to the solicitation:

1. Offerors are instructed to remove and replace Document 2 “Minimum Submission

Requirements List” with revised document of same name dated 07/22/2020.

2. Request for Information (RFI) received through July 21, 2020 are posted with responses. GSA requests that all other RFI(s) be submitted as soon as possible and no later than close of business Monday July 27, 2020.

3. The solicitation schedule remains as posted:

Is there a page limitation? Under SF330, Part I, Section F - Projects, it states to list only 2 to five projects? Typically, for the SF330 projects, we list 10 projects. Also, on many occasions, I have listed a project under the required 10 projects, and it has several task orders or projects under that specific GSA contract. Area we allowed to list multiple projects under the main contract for GSA?

Offerors are instructed to review the Request for

Qualifications for page limitations. Only five projects are required.

If we do not have an office in any of the zones, can we still submit our qualifications packages? Yes

Under SF330, Part H, Is this where you want our technical expertise and Design

Philosophy an methods? Is Section H only 5 pages?

Qualifications for Technical Expertise and Design Philosophy submittal requirements. See RFQ for page limitations.

4 Do we have to use the Arial font, or can we use a similar font to Arial?

Refer to Request for Qualifications for font requirements.

5 Is there a limit on the number of resumes that we should show?

Refer to Request for Qualifications for number of resumes.

Past Performance & Technical Expertise // We are responding to this RFQ with teaming members. Are SF330’s required for the teaming members as well? Are similar projects required to be submitted for teaming members as part of the technical qualifications (5 each), or just the prime small business A/E partner (5 total)?

Refer to Request for Qualifications for required submittals. Offerors are instructed to refer to amendment A05 for remaining questions.

Response Requirements // SF330 versus written qualifications package // GSA is asking for the SF 330.

GSA requires the SF330 for Statement of Qualifications submittals.

Are you asking for the complete and extended document with resumes, and projects? or just part II? Refer to the Request for Qualifications for requirements

If we are submitting an SF330 and the Written Qualifications narrative, how detailed does the 330 need to be? Most of the info we include in Section H will now be in the Written Qualifications. Refer to the Request for Qualifications for requirements

Written Qualifications Example Projects – Are these to be the same as the projects in Section F of the 330? See Amendment A05

11 Just verifying that resumes are to be included in BOTH portions of the package. See Amendment A05

Written Qualifications Package / Technical Qualifications Package // 1) In the

"Written Qualifications Package" section of the RFQ, there is a request for 5 Similar Projects completed within the past six years. Our understanding is that this is in addition to the projects included in Section F. Confirmed.

Are the 10 projects included in Section F of the SF330 also subject to the restriction of being completed within the last 6 years, or can these projects be completed at any time, allowing to show a greater breadth of experience in the SF330.

As a related question, can the 5 projects listed in the "Written Qualifications

Package" also be included as part of the 10 projects in the SF330, as long as these projects do meet the 6 year restriction? Confirmed.

It is noted that the "Technical Qualifications Package" is to include a "Minimum

Submission Requirements Checklist."). Is this a document that will be provided in an amendment? Answered by posting of amendment A03

If we submit for multiple zones, do we have to submit separate submittals for each zone or can we just mention in our cover letter which zones we are interested in?

Offerors are instructed to review amendment A05 for instructions for submitting for multiple zones.

It states to Ensure to include the resumes of Key Personnel for each proposed team member who will serve as Project Manager or, Designer(s) of Record/ Engineer(s) of Record (DOR and EOR), identified by individual discipline, architectural, electrical, mechanical, civil/structural, fire life safety, as well as the primary cost estimator. Can we list additional resumes and/or disciplines, such as hazardous materials, building envelope, etc.? Yes

During the presentation today, you stated that the solicitation number is now:, dated

July 7th, states 47PL0020R0002 as the solicitation number. See amendment A04

I am also confused about the original public notice date that is required on SF330, Part I. The publish date is June 29, 2020.

You mentioned today during the presentation that the size of the project is between

$250,000 and $500,000. Is that total construction costs or A/E fees?

Estimated average Estimated Cost of Constructed range is $250,000 to $500,000.

Does it matter if we don't have any offices yet in any of those locations but have the capability to work at another firm's offices that are on our team?

Contractor Teaming Arrangements are encouraged.

Will we gain any points for having an existing A/E IDIQ with GSA or several of them in the past in other regions?

Offerors are instructed to review the Request for

Qualifications for the criteria.

For SF330 Part Ii, it states the maximum page for subconsultants is six? What if we have eight subconsultants, do we not show all Part II's? Refer to amendment A05

Then it states that we need to include a narrative for Labor capacity, operational control and workload, which is two pages and ability and capacity to perform with is three pages. Does this response go into SF330, Section H, additional information as well?

Request for Qualifications.

1) On page 12 of the RFQ, under section VIII, it states: A/E Firms submitting qualification packages under this notice must be a small business firm with a main office and/or branch office in each of the geographic zone(s) they are interested in being considered for. Failure to address all evaluation criteria and provide required data may result in rejection of the statement of qualifications. - Does this mean, for example, that if we wanted to submit for Zone B (Eastern Washington, Eastern Oregon, and the state of Idaho) we would need to have an office in Washington, Oregon and Idaho? Likewise, if we wanted to submit for Zone C (Western Washington and remaining area of the state of Oregon) would we need to have a main office or branch office in Washington and Oregon? Or, is it acceptable to have just 1 office in Oregon should we submit for Zone B or Zone C?

Offerors will need to meet minimum requirements for licensing, otherwise refer to Scope of Work amended by A05.

Can the applying firm apply for more than one zone? If so, will the applying firm need to submit 2 separate qualification packages? Yes

Do our subconsultants have to have an active registration in the System for Award Management (SAM) (www.sam.gov) at the time of offer submission? For the SF330, Part II, are subconsultants allowed to have more than one Part II? It states the maximum page for the subconsultants is six, but if we have 8 subconsultants, can we submit a Part II for each subconsultant?

Under 2, Minimum staffing, you are only looking for three total from the prime? And you only want us to list our registrations for the Zones in A, B or C? Can we list other States that we are registered in? Is the minimum staffing just for the prime or can this be subconsultants too? For 3, Registration requirements, can we just check off which states your team members are registered in or does each one have to be registered in all of those states?

In Section F of SF330 you ask for 2-5 projects when Section F consists of 10 projects.

Are you asking that we don't include a total of 10 projects and just the 5 projects you specify?

Confirmed GSA is requesting a minimum of five (5) projects instead of ten (10).

Are you asking that these same 2-5 projects are also included in a separate section not within the SF330 Form? and what should the title of this section be called? See above

Are you asking that our team ONLY include Architect, Mechanical, Electrical, Fire Life Safety, Civil, Structural, and Cost Estimator, and you are not asking for any specialty service sub-consultants be a part of our submittal?

Offerors are instructed to review A/E IDIQ Scope of Work posted by amendment A05. GSA is requesting core disciplines only.

In the RFQ it states that Zone C is Western Washington and remaining area of the state of Oregon, but the Checklist says Zone C is Eastern Washington/Eastern Oregon.

Which one is correct as it will alter our preference if submitted as stated in the RFQ if the Checklist is correct?

If we have applied for licenses in Zone C, but are waiting for them, can we still submit for Zone C?

Licenses are required to be active at time of award, if selected

If our company doesn't have licensed staff in the Northwest/Arctic region yet, would this disqualify us from submitting on this contract? Architectural licenses can be obtained quite quickly. Yes, licenses are required.

If our firm and our team are not interested in Zone A, is it ok if we show our team without licenses in Alaska? In the Checklist, under 2, minimum Staffing of the Prime firm, it states that a minimum of 3 people need to be listed. Do all of those people have to be registered in all zones? Can one of these listed be a subconsultant from another firm?

License has to be in place in 1 state of each zone. A license is required for stamped drawings in the state where the project is located. Yes the consultant can be the licensed personnel.

Under Criterion 2, item 2 under Submission Requirements - You list three narrative items related to Specialized Experience and Technical Competence be included in Section H of the SF330, are these the only three items you want to see in Section H, or can we include additional information here?

The narrative items are amplifications to the base requirements of the SF330. Offerors are instructed to use complete the form in accordance with the instructions. The amplifications are in addition to the form.

For Criterion D - Past Performance, is the only items you want to see in this section are the past performance evaluations/reports from clients? You do not want the 2-5 projects shown again with each of these reports?

Interested parties are advised to review the small business size standards in FAR 19 and requirements established by the Small Business Administration

Would GSA consider proposals from Engineering firms (NAICS 541330) meeting that small business threshold ($16.5M) that includes architectural services from a subconsultant.
