ID Q3. Document: Request for Qualifications 3. GSA RESPONSES (RFQ)
AMENDMENT
NUMBER
Is there a page limitation? Under SF330, Part I, Section F - Projects, it states to list only 2 to five projects? Typically, for the SF330 projects, we list 10 projects. Also, on many occasions, I have listed a project under the required 10 projects, and it has several task orders or projects under that specific GSA contract. Area we allowed to list multiple projects under the main contract for GSA?
Offerors are instructed to review the Request for Qualifications for page limitations. Only five projects are required. A05
If we do not have an office in any of the zones, can we still submit our qualifications packages?
Yes. Offerors are instructed to review Section IV.E.2.a of the
Request for Qualifications, Geographical Considerations, which states in part "…if applicable, the Offeror's plans to establish such capabilities." A05 / A07
Under SF330, Part H, Is this where you want our technical expertise and Design
Philosophy (sic) an methods? Is Section H only 5 pages?
Offerors are instructed to review Request for Qualifications for
Technical Expertise and Design Philosophy submittal requirements.
See RFQ for page limitations. A05
4 Do we have to use the Arial font, or can we use a similar font to Arial? Refer to Request for Qualifications for font requirements. A05
5 Is there a limit on the number of resumes that we should show? Refer to Request for Qualifications for number of resumes. A05
Past Performance & Technical Expertise // We are responding to this RFQ with teaming members. Are SF330’s required for the teaming members as well? Are similar projects required to be submitted for teaming members as part of the technical qualifications (5 each), or just the prime small business A/E partner (5 total)?
Refer to Request for Qualifications for required submittals. Offerors are instructed to refer to amendment A05 for remaining questions. A05
Response Requirements // SF330 versus written qualifications package // GSA is asking for the SF 330. GSA requires the SF330 for Statement of Qualifications submittals. A05
Are you asking for the complete and extended document with resumes, and projects? or just part II? Refer to the Request for Qualifications for requirements A05
If we are submitting an SF330 and the Written Qualifications narrative, how detailed does the 330 need to be? Most of the info we include in Section H will now be in the
Written Qualifications. Refer to the Request for Qualifications for requirements A05
Written Qualifications Example Projects – Are these to be the same as the projects in Section F of the 330? See Amendment A05 A05

"Written Qualifications Package" section of the RFQ, there is a request for 5 Similar

Refer to Request for Qualifications for submittal requirements. A05
As a related question, can the 5 projects listed in the "Written Qualifications

NUMBER
During the presentation today, you stated that the solicitation number is now:, dated
July 7th, states 47PL0020R0002 as the solicitation number. See amendment A04 A05
I am also confused about the original public notice date that is required on SF330, Part I. The publish date is June 29, 2020. A05
You mentioned today during the presentation that the size of the project is between
$250,000 and $500,000. Is that total construction costs or A/E fees?
Estimated average Estimated Cost of Constructed range is $250,000 to $500,000. A05
Does it matter if we don't have any offices yet in any of those locations but have the capability to work at another firm's offices that are on our team?
Contractor Teaming Arrangements are encouraged. Refer to the
Request for Qualifications A05
Will we gain any points for having an existing A/E IDIQ with GSA or several of them in the past in other regions?
Offerors are instructed to review the Request for Qualifications for the criteria. A05
For SF330 Part Ii, it states the maximum page for subconsultants is six? What if we have eight subconsultants, do we not show all Part II's? Refer to amendment A05 A05
Then it states that we need to include a narrative for Labor capacity, operational control and workload, which is two pages and ability and capacity to perform with is three pages. Does this response go into SF330, Section H, additional information as well?
Offerors are instructed to review instructions in the Request for
Qualifications. A05
1) On page 12 of the RFQ, under section VIII, it states: A/E Firms submitting qualification packages under this notice must be a small business firm with a main office and/or branch office in each of the geographic zone(s) they are interested in being considered for. Failure to address all evaluation criteria and provide required data may result in rejection of the statement of qualifications. - Does this mean, for example, that if we wanted to submit for Zone B (Eastern Washington, Eastern
Oregon, and the state of Idaho) we would need to have an office in Washington, Oregon and Idaho? Likewise, if we wanted to submit for Zone C (Western
Washington and remaining area of the state of Oregon) would we need to have a main office or branch office in Washington and Oregon? Or, is it acceptable to have just 1 office in Oregon should we submit for Zone B or Zone C?
Offerors will need to meet minimum requirements for licensing, otherwise refer to Scope of Work amended by A05. A05
Can the applying firm apply for more than one zone? If so, will the applying firm need to submit 2 separate qualification packages? Yes A05
47PL0020R0001 Request for Information (RFI) & Responses A07 - 3 of 12
NUMBER
Do our subconsultants have to have an active registration in the System for Award Management (SAM) (www.sam.gov) at the time of offer submission? For the SF330, Part II, are subconsultants allowed to have more than one Part II? It states the maximum page for the subconsultants is six, but if we have 8 subconsultants, can we submit a Part II for each subconsultant?
Yes, subconsultants should register in the System for Award
Management A05
Under 2, Minimum staffing, you are only looking for three total from the prime? And you only want us to list our registrations for the Zones in A, B or C? Can we list other States that we are registered in? Is the minimum staffing just for the prime or can this be subconsultants too? For 3, Registration requirements, can we just check off which states your team members are registered in or does each one have to be registered in all of those states?
1. Refer to Request for Quals, section XX. Registrations for each working state. Refer to 330 for list of registrations (Part
II). Offerors may use 330 Form G (additional listings). A07 changes this response to direct interested parties to complete the Minimum Submission Requirements
Checklist as written This document to be read in context of the Request for Qualifications as a whole. A05 / A07
3. Document: Request for Qualifications
1. Is there a specific PPQ form that the GSA would prefer be used for this solicitation? Due to time constraints we have sent an example PPQ we have used on past Federal solicitations with the hope that it will be acceptable for this response.
Offerors are instructed to review Section VI.D.2. Submission
Requirement. GSA is not prescribing a past performance form of the
Request for Qualifications. A07
2. Is the PPQ to be sent in by the firm responding to the solicitation or should the
PPQs be sent directly to GSA? If sent to GSA, who should these be sent to?
Offerors are directed to review Section IX.B.4 of the Request for
Qualifications. Offerors are to submit past performance with the
Statement of Qualifications. A07
3. We would like to confirm that it is acceptable to respond for more than 1 zone?
That is our intent as we feel we are qualified for work in each zone and we would like to not be excluded from potential award in another zone should a competitor be chosen for a particular zone. We understand that only 1 award by zone is possible for a specific firm.
GSA affirms that firms may respond for more than one zone and that if selected, firms will only be assigned to one zone. A07
In Section H on the SF-330 - do the answers to these questions have to live in the
SF-330 form itself, or can we add a note saying to reference pages in our technical qualifications package?
GSA affirms that responses provided in the form of attachments to the SF 330 is acceptable. A07

1. In the RFQ under A. Criterion 1: Professional Qualifiations, 2. Submission
Requirements paragraph b. it states at the end of the paragraph: "Project Managers and EOR/DORs must be professionally registered or licensed, in the subject discipline, in the states for the Zone that the prime offeror is submitting qualifications. Offerors shall include at least one professionally registered, licensed, architect and engineer for the states in the secondary zones". If the Principal in
Charge is serving as the Architect of Record and the subconsultant Principal in
Charge is the Engineer of Record, is it possible to utilize a Project Manager that is not licensed in the primary and secondary zone? The documents will all be sealed by the respective discipline AOR and EORs.
GSA confirms that the team structure as described in the question is acceptable. A07

In Section F of SF330 you ask for 2-5 projects when Section F consists of 10 projects. Are you asking that we don't include a total of 10 projects and just the 5 projects you specify?
Confirmed GSA is requesting a minimum of five (5) projects instead of ten (10). A05
Are you asking that these same 2-5 projects are also included in a separate section not within the SF330 Form? and what should the title of this section be called? See response above A05 / A07
Are you asking that our team ONLY include Architect, Mechanical, Electrical, Fire
Life Safety, Civil, Structural, and Cost Estimator, and you are not asking for any specialty service sub-consultants be a part of our submittal?
Offerors are instructed to review A/E IDIQ Scope of Work posted by amendment A06. GSA is requesting core disciplines only. A05
In the RFQ it states that Zone C is Western Washington and remaining area of the state of Oregon, but the Checklist says Zone C is Eastern
Washington/Eastern Oregon. Which one is correct as it will alter our preference if submitted as stated in the RFQ if the Checklist is correct?
Offerors are instructed to use corrected Document 2 Minimum
Submission Requirements amended by A05 A05
On page 12 of the RFQ, under section VIII, it states: A/E Firms submitting qualification packages under this notice must be a small business firm with a main office and/or branch office in each of the geographic zone(s) they are interested in being considered for. Failure to address all evaluation criteria and provide required data may result in rejection of the statement of qualifications. -
Does this mean, for example, that if we wanted to submit for Zone B (Eastern
Washington, Eastern Oregon, and the state of Idaho) we would need to have an office in Washington, Oregon and Idaho? Likewise, if we wanted to submit for
Zone C (Western Washington and remaining area of the state of Oregon) would we need to have a main office or branch office in Washington and Oregon? Or, is it acceptable to have just 1 office in Oregon should we submit for Zone B or Zone
C?
Offerors are required to at a minimum have an office within the primary zone. Refer to response 18 below. A05 / A07
If we have applied for licenses in Zone C, but are waiting for them, can we still submit for Zone C? Licenses are required to be active at time of award, if selected A05
If our company doesn't have licensed staff in the Northwest/Arctic region yet, would this disqualify us from submitting on this contract? Architectural licenses can be obtained quite quickly. Yes, licenses are required. A05
If our firm and our team are not interested in Zone A, is it ok if we show our team without licenses in Alaska? In the Checklist, under 2, minimum Staffing of the
Prime firm, it states that a minimum of 3 people need to be listed. Do all of those people have to be registered in all zones? Can one of these listed be a subconsultant from another firm?
License has to be in place in 1 state of each zone. A license is required for stamped drawings in the state where the project is located. Yes the consultant can be the licensed personnel. A05
4. Document: A/E Statement of Services
9 For the Org Chart will an 11x17 page be considered a single page.
Offerors are instructed to refer to Section IX.C.1 of the Request for
Qualifications. The page dimensions are 8.5" x 11" A07
47PL0020R0001 Request for Information (RFI) & Responses A07 - 6 of 12
We would like to confirm that Construction Administration experience is not being requested for the evaluation criteria. The earlier RFQ had specific evaluation requirements for this criteria that appear to have been removed in the current
RFQ.
Offerors are instructed that the Request for Qualifications modified by A03 and incoporated into A07 is the current R-FQ. A07
In SF-330 Section II - Is the unique entity identifier the same as the DUNS number? Offerors are instructed to use their DUNS number for this field. A07
Am 05, Q&A Section 3, question 2 replies "Yes" that a firm does not need to have an office in ANY of the zones, however the answer to the RFI in Section 4, question 5, states that "Offerors are required to at a minimum have an office within the primary zone." Must the offeror have an office in the primary zone or not?
Offerors are instructed to review Section IV.E.2.a of the Request for Qualifications, Geographical Considerations, which states in part "…if applicable, the Offeror's plans to establish such capabilities." A07
Many of the responses to questions provided in amendment 05 refer to amendment 05 (itself) but are not addressed in responses to other questions nor in the first 2 sheets of the amendment. 1) Is there another document coming?
Typically amendments are issued on a SF30 and 2) Can we assume that the answers to questions are binding, since they weren't issued via SF30
Regarding question 1: Amendment A07 (this document) is the last amendment to be issued. Regarding question 2: Issued amendments have the same force and effect as amendments issued using a SF30. Offerors are advised that RFI responses noted as answered by 'A05' can be interpreted to mean that the question was already asked and answered in a preceding RFI. A07
Can you please clarify the number of projects to be provided in Section F of the
SF330? The RFP issued in Amendment 03 under B.2. Submission Requirements un the heading "1. SF 330, Part 1 Sections F: Example Projects which Best
Illustrate Proposed Team's Qualifications for this Contract" paragraph a. and c.
request between 2-5 projects. In amendment 05, Section Q3, question 1 states only 5 projects are required and Section Q3, question 12 confirms that the 5 projects are in addition to the 10 projects provided in Section F of the SF330, Section 4, question 1 confirms that GSA is only requesting a minimum of 5 projects instead of 10. and Can you please answer the following questions in regards to the minimum requirements 1) For section F of the SF330 that provides space for 10 projects are we only to provide a maximum of 5?, or 2) Are we to provide 5 additional projects to the 10 projects in Section F, or 3) Are we to only provide a minimum of 5 projects in Section F and then an additional 2-5 projects somewhere else?
RFI response Q3.12 is modified to reflect the following: GSA is specfiying no more than five projects are required. A07
Can you please confirm that the term "written qualifications" is in fact the SF330 and not a document to be submitted in addition to the SF330?
The term 'Written Qualifications' is comprised of; complete SF330 form(s) and supporting documentation (responses) to the stated evaluation criteria. A07
Amendment 06: The last sentence of Paragraph 1 in file
47PL0020R0001+AE+SATOC+IDIQ+Amendment+06.pdf states "this document includes the AE Statement of Services dated 06/24/2020, that begins on page 29) can you please clarify with document "this" refers to? We cannot find a document on the current beta.sam site that has a section startingon page 29?
The scope of work for the IDIQ services are the two scopes of work posted, combined. This amendment includes the referenced page numbers. A07
47PL0020R0001 Request for Information (RFI) & Responses A07 - 7 of 12
Can you please confirm that all requirements for the response to the RFP are contained within the following 2 documents? 1)Submissions requirement that were issued as part of amendment 003 on July 7th along with the "minimum submission checklist" issued on July 23 as part of amendment 05?
Offerors are instructed to submit responses based on the instructions in the Request for Qualifications as amended. The
'Minimum Requirements Checklist' is in addition to the submittal requirements stated in the Request for Qualifications. A07
In the A05 list of RFI responses there appear to be conflicting responses. For RFI
ID 2 under Q3. Document: Request for Qualifications the response was "Yes" to the question "If we do not have an office in any of the zones, can we still submit our qualifications packages?". This implies we can respond for a Primary zone where we may not have a physical office. On the response to RFI #5 in 4.
Document: A/E Statement of Services it states: "Offerors are required to at a minimum have an office in the primary zone." Is it possible for our firm to pursue work in a primary zone where we may not have a physical office? We have successfully served IDIQ contracts in the past where we have not had a physical office.
Offerors are instructed to review Section IV.E.2.a of the Request for Qualifications, Geographical Considerations, which states in part "…if applicable, the Offeror's plans to establish such capabilities." A07

Do you have a schedule for when you anticipate responding to the RFI questions posed? With 1 week between the due date for RFQ questions and the final due date for the solicitation response our time will be limited so having some advance feel for when the RFI responses are available would be helpful.
This question was posted concurrent to issuance of the first set of RFI responses (A05). GSA has noted that in future actions it will include a milestone date or estimated response timeframe for RFI responses. Thank you for the suggestion. A07
