INTRODUCTION
URS was selected by GSA to review previous studies, investigate options and prepare a design-build cost estimate/ performance procurement study to relocate the existing HVAC intakes at the
BPA 905 Headquarters Building (905 NE 11 th Portland Oregon). The intakes are presently located in planters or just above grade level on two sides of the building adjacent to public sidewalks. The scope of work required URS to investigate previous reports and options for moving these outside air intakes to less vulnerable and more protectable locations. A facility assessment report performed by VFA Inc. in October of 2011 identified an estimated cost of
$1,559,679 to correct the air intake problem. A study by Glumac International engineers in
October of 2002 was reviewed by URS as the basis for conceptual design and initial costing of option C included in this study.
Glumac International based their recommendations on the US Army Corps of Engineers document “Protecting Buildings and their Occupants from Airborne Hazards” which was accepted as the criteria for implementation. The criteria essentially recommended moving all the publically accessible “unprotected” air intakes thirty feet or higher above grade.
URS visited the site and field investigated the options presented in the Glumac report. URS also identified other options that appear to be more constructible and have less impact to occupants.
This report assesses the realistic options and their associated costs.

EXECUTIVE SUMMARY
The purpose of this study was to recommend reroute options for the HVAC outside air intakes that are vulnerable at the BPA 905 building in Portland Oregon. The study scope includes a design-build concept, estimated cost and performance specification. Our recommendations and cost opinion summary are as follows:
Recommended Concepts:
Air Handlers 6, 7 and 8 (Serving the Level One Kitchen and Dining Room):
Extend Outside Air Intake in New Precast Shaft (Included in all options A, B & C):
Since this air intake is located at a comparatively protected area adjacent to the west entrance, the Glumac International report recommended elevating the existing intake 5 feet above the parapet level of the dining hall. URS concurred with this recommendation and have included it in options A, B, C. This will place the intake approximately 25 feet above grade. The required work is largely structural and architectural. The estimated design and construction costs are based on building the new shaft extension and matching the existing marble and precast cladding.
Air Handlers 1 through 5 (Serving the B-1 level office and support areas):
Recommended Concept B-Convert Exhaust Shaft to Intake Shaft and provide fan powered outside air: The Glumac analysis found that the existing outside air intakes for these air handlers are the most exposed of the grade level intakes. They occur along the entire south curving face of the building and are accessible from the public right-of-way. Glumac and URS found no straightforward way to redirect these intakes without obscuring the building’s existing face or fenestration or creating obtrusive freestanding intake shafts. After review of the three options presented in the preliminary report, GSA preferred that these air intakes be capped and that the AHU air intakes be connected to the existing shaft that extends to the level 3 terrace.
This concept requires redirecting the garage exhaust that presently discharges through this shaft.
Four outside air supply fans and connecting ducts are required to supply full economizer airflow to the existing air handling unit intakes. Ducts and fans are located in the garage and existing planters to minimize impact on the occupants. The recommended concept B will require approximately 50 HP of new fan energy running during occupied hours to provide outside air to the existing Air Handlers.

NEEDS ASSESSMENT
RELOCATING VULNERABLE FRESH AIR INTAKES:
The Army Corps of Engineering Report, “Protecting Buildings and their Occupants from
Airborne Hazards” notes that the most effective approach to reducing airborne contamination is to locate facility outside air intakes out of harm’s way. URS reviewed and concurred with the
2001 Glumac International air intake study report that identified the following:
1. The highest volume air handling systems for the 905 Building are the central systems located in the 8 th floor mechanical penthouse. Outside air intakes for these systems are approximately 115 feet above grade. As such, they are highly resistant to accidental or intentional discharge of environmental contaminants. In contrast, the air handling systems whose fresh air intakes are located easily accessible from grade are vulnerable as described in the following matrix and illustrated in the photographs and plan view that follow.

OPTIONS
The air intakes illustrated in the plans, photographs, and matrix above, are vulnerable outside air intakes for this building that fall into three categories:
The multiple air handlers that serve the B-1 level (AHU-1 through 5) draw fresh air from the soffit at five locations along the south curving facing of the building, The two air handlers that serve the food service (AHU-6, AHU-7 and 8) draw air from the grade level intake in the west courtyard area at the west entrance.
The small grade level intake located in the planter at the building northwest corner providing the B-1 Mechanical Room fresh air and minimum outside air for the telephone room air handler.
The air intake relocation options are based on the following evaluation. All of the options assume a new precast shaft will be extended 5 feet above the existing cafeteria roof to raise the air intakes to AHU 6, 7 &8.
Elevating the Existing Intakes Serving AHU 1-5, SF-1 VF-1&2: URS agrees with the
Glumac assessment and does not believe that it is practical to elevate the fresh air intakes in their current locations without significantly altering the appearance of the building and blocking windows which are above intakes. A free standing OSA intake shaft located in the planter of the SE corner of the building was evaluated by URS. Due to the property line locations, difficulty of matching building marble facing and partial obstruction of building windows – this idea was rejected before pricing.

1. Relocating and Consolidating the Fresh Air Intakes Serving AHU 1-5, SF-1
VF-1&2 (included in all options): As a baseline, URS agreed with the Glumac assessment that it would be necessary to obtain outside air from a shaft standing at least 20’-30’ of height above grade located within the existing building footprint.
For that reason two potential air intake locations were reviewed -both located within the existing building footprint as follows:
A new shaft running from the B-1 level to the 3 rd floor terrace on the roof of the 2 nd level Data Center. This would require a 10’ x 5’ shaft penetrating through 1 st and 2 nd floors including through the agency data center.
A new fresh air source making use of the existing 13.5’ x 12’ NW garage exhaust shaft which terminates at the building 2 nd floor roof terrace. This option requires redirecting part of the garage exhaust currently discharged through the shaft to a louver on the West face of the shaft and part of the exhaust to what is presently the mechanical room air intake at grade. The upper portion of the shaft will then be physically separated from the lower portion with a barrier and used to bring fresh air into the building from the terrace level. New ductwork installed in the garage and the ceiling level of level one will direct fresh air to the B-1 level. The Glumac proposed shaft concept required a reduction in exhaust fan volume in order to discharge the existing fan volume through the new louvers. The 2002 Glumac study performed Code compliance garage exhaust calculations that identified that exhaust volume could be reduced to 8430 CFM. The URS recommended variation of the intake shaft concept would not require a reduction in exhaust volume but require converting the mechanical room air intake shaft to an exhaust shaft.
URS agrees with the Glumac recommendation for the second approach described above, that is, the modification of the existing garage exhaust shaft. This method has several advantages and disadvantages:
No intrusion or disturbance in the Agency computer center will be necessary.
No penetrations of post tension slabs will be necessary.
It does not quite meet the GSA P100 design criteria to locate air intakes 50 ft above grade.
The following sketches illustrate the plan and elevation views of the ductwork and shaft modifications required to elevate the AHU-1 through 5 air intakes:
Page 15 February 23, 2013

Figure two: Section through Existing Garage Exhaust Shaft:
Note modifications to use the upper portion of the shaft for OSA and to redirect exhaust air West and North at least 8ft above grade.
Page 17 February 23, 2013
2. Making use of the New Outside Air Intake: In order to make use of the fresh air ducted from the new OSA intake location it will be necessary to provide a new system to connect to the outside air shaft. URS reviewed two outside air fan powered ducting options A& B and also updated the Glumac option C pricing to replace the existing level B-1 Air Handlers AHU-1 through 5 with a single large air hander above the garage entry.
a. Concept A ($1,842,636). New OSA Fans with Level B-1 Ductwork: This option would add two new dedicated outside air fans and outside air ductwork to serve the existing AHU-1through AHU-5 air handler intakes. The sum of the new fans would be sized for the total air quantity of the B-1 air handlers approximately (53,000 cfm). This Option has the following constraints.
1) Our site review of existing ceiling spaces indicates that numerous ductwork and piping interferences make this option very difficult to provide a clear path for outside air ductwork. Many pipes, ducts, conduits and VAV terminal units will have to be relocated in the B-1 ceiling with a lot of work in high security areas.
2) Ceilings will likely need to be lowered in all areas of new ductwork where the existing exit corridor reduces ceiling clearance.
3) Operating cost and maintenance costs will increase since approximately
45 horsepower of additional fan capacity is added.
4) Serving multiple air handlers mixed between constant volume and variable volume type from a common outside air fan will require comparatively sophisticated pressure controls, adding to the cost and complexity of the existing systems and increasing the maintenance and troubleshooting burden. Energy consumption will increase during economizer cycle outside air conditioning.
5) Existing capacity and cross zoning problems with conditioning on the B-1 level will not be addressed by this option. Moreover, future flexibility for revised tenant occupancy will be reduced.
6) The new outside air fans and ducts will operate at a fairly high velocity and increase noise transmission to the garage and occupied areas.
7) Vehicle clearances at the ramp/ loading dock will be reduced slightly.
8) A major Electrical Bus duct needs to be relocated to allow new duct routing.
9) Work in ceiling cavities above secure spaces will be a significant inconvenience to owner with temporary relocation costs and significant downtime of systems and operations.
See appendix A for the new HVAC equipment and general layout.
Estimates of project cost are in included in Appendix D.
Page 18 February 23, 2013
b. Concept B ($1,581,624). New OSA Fans with Level B-1 & B-2 Ductwork, Ducts Inside Marble Wrapped Precast Planter boxes: This option would add fjve new dedicated outside air fans and outside air ductwork to serve the existing AHU-1through AHU-5 air handler intakes. The sum of the new fans would be sized for the total air quantity of the B-1 air handlers approximately
(53,000 cfm). Ductwork serving AHU’s 1, 3 &4 air intakes would be routed in the B-2 garage level above the 6’-6” required driving clearance. The ductwork routed to the B-2 ceiling would penetrate up through the planters via precast/marble wrapped ducts to connect to the existing air intake screens in the face of the building. This Option has the following constraints.
1) Our site review of existing ceiling spaces indicates that a few pipes and ducts need to be offset at the B2 parking level for the new outside air ducting.
2) Low hanging ducts will make the B-2 garage appear more crowded than presently.
3) Electrical construction costs will be higher to provide 5 variable frequency drives(VFD’s) on outside air fans.
4) Operating cost and maintenance costs will increase since approximately
55 horsepower of additional fan capacity is added.
5) Serving multiple air handlers mixed between constant volume and variable volume type from outside air fans will require comparatively sophisticated pressure controls, adding to the cost and complexity of the existing systems and increasing the maintenance and troubleshooting burden.
Energy consumption will increase during economizer cycle outside air conditioning.
6) Existing capacity and cross zoning problems with conditioning on the B-1 level will not be addressed by this option. Moreover, future flexibility for revised tenant occupancy will be reduced.
7) The new outside air fans and ducts will operate at a fairly high velocity and increase noise transmission to the garage.
8) Vehicle sidewall clearances at the loading dock will be reduced slightly for vertical ducting.
9) Vehicle clearances at the B-2 parking level will be reduced slightly where existing exhaust ducts must be lowered.
10) Planters will need to be penetrated with outside air ductwork which will be difficult to seal watertight and leaks into the B-2 level garage could occur.
11) It will be difficult to match new exterior duct planter box precast wraps to the existing marble building facing. The appearance of the exterior will be affected. The planters will have inconsistent “bump-ups” at two locations where OSA intake ducts are routed up from garage below.
See appendix B for the new HVAC equipment and general layout.
Page 19 February 23, 2013
c. Concept C (updated Glumac concept) – ($3,388,515) New AHU and
Ductwork to replace existing: Install a new central B-1 variable air volume supply air handler in a mechanical room created over the entry ramp to the B-
2 level. Duct supply air from this air handler to existing low pressure ductwork systems. Install a new central return fan in a new B-1 mechanical room. This fan will draw plenum air from B-1 level as a whole, relieve economizer exhaust to the existing air intakes and relief outlets, and duct return air back to connection with the central supply air handler. Demolish existing supply and return air handlers. This approach has the following benefits:
1) Our site review of existing ceiling spaces indicates that numerous ductwork and piping interferences make this option difficult to provide a clear path for outside air ductwork. Many pipes, ducts, conduits and VAV terminal units will have to be relocated in the B-1 ceiling mostly in lower security areas.
1) Ceilings will likely need to be lowered in most the areas of new ductwork.
2) It provides a phased approach to solving the cross-zoning issues with existing tenant spaces and air handlers.
3) It provides improved comfort control using central preheat and cooling.
4) It will reduce energy consumption through the use of more efficient central fans and advanced DDC control sequences.
5) Central maintenance will be improved both from the reduction of equipment and the improvement in access to equipment.
6) Improved indoor air quality from the elimination of air intakes at grade level and the use of high efficiency filtration in a central unit.
7) The biggest challenge with the design will be the phasing of the renovation to minimize impact on B-1 tenant spaces and parking garage.
Since it will be necessary to remove the ceiling, and demolish existing air handlers there would be impact on business activities.
8) Tenants and computers in high security will need to relocate during construction.
See appendix C for Concept C general layout.

URS RECOMMENDATIONS
AHU-6, 7 AND 8 AIR HANDLERS
We believe the simplest and most cost effective approach to the grade level AHU-6, 7 and 8 intake is to elevate the intake opening to the roof level of the dining facility. This will require extending a new CMU shaft with marble cladding from the existing intake at grade. It should be terminated as high as possible (approximately 5 ft above 3 rd floor roof line) without blocking air intakes to the offices. The following three pages show the existing elevation and the two alternatives. The cost for this shaft extension is the same for Options A, B & C in Appendix D.
B-1 MECHANICAL & SF-1 SHAFT:
URS recommends CONCEPT B ($1,581,624) New OSA Fans with Level B-1 & B-2
Ductwork, Marble Wrapped Planter boxes: as shown in Appendix B. This option involves capping the existing exhaust shaft and turning it into an intake as previously recommended in 2002 Glumac report. A new outside air path would be created by ducting from the exhaust plenum (converted to an intake plenum) to outside air fans that discharge air into ductwork located in the adjacent garage and B1 ceiling cavities and is routed to the existing fresh air intake plenums of each AHU. This option is the lowest cost of those estimated and will have the least impact on secure areas. The option does, however change the appearance of the building and cause some limitations to clearances in the garage and loading dock. This option will still have a minor impact on the B1 level offices. Most of the work will be required to be performed nights and weekends. Two new outside air supply fans with very sensitive pressure sensors controlling their speed will be required to maintain consistent intake static pressure at the air intakes. Some control problems could result if economizer dampers at AHU’s are not controlling properly.
Estimated Cost: See Appendix D.

PERFORMANCE SPECIFICATIONS/ CRITERIA
Performance Criteria have been included in the performance criteria included in the appendix. The criteria assume that concepts recommended in this report will become the basis for a contractor design-build project when funded by GSA. The criteria assume final detailed design and pricing by the contractor. Security provisions and construction schedules need to be separately established by GSA to properly define the construction constraints and ensure competitive pricing by the contractor. Proprietary equipment requirements (i.e. tie-in to building control system) are recommended to be priced separately to minimize change order potential.
