The General Services Administration (GSA) is seeking the services of a qualified commissioning agent and is providing this SCOPE OF SERVICES for a qualified Commissioning Agent (CxA) for the Bonneville Power Administration GSA Project # VOR00020.
GSA is committed to commissioning this facility to ensure that commissioned systems are well designed, complete and functioning properly upon project completion, meet the energy efficiency requirements which are an integral part of this project, are economical to operate and maintain, and that GSA staff has adequate system documentation and training.
BACKGROUND
The Bonneville Power Administration Headquarters is approximately 702,000 gross sq ft, seven story building owned by the GSA and co-operated by GSA and BPA. The current project is to relocate the current fresh air intakes from the street level to avoid intentional or accidental contamination of the fresh air supply.
OBJECTIVES
The objective of commissioning is to provide independent (from DB contractor) documented confirmation that a facility fulfills the functional and performance requirements of GSA, the occupants (GSA clients) and operators. To reach this goal it is necessary for the commissioning process to establish and document GSA project requirements and criteria for system function, performance, and maintainability (design intent); and to also verify and document compliance with these criteria throughout design, construction and start-up. In addition, complete operation and maintenance (O&M) manuals, as well as training on system operation, should be provided to the building operators to ensure the building continues to operate as intended.
The Commissioning Agent (CxA) will be involved throughout the project from the design development through the construction phase. Note: The term “Commissioning Agent” is sometimes referred to as the “Commissioning Authority” or "Commissioning Provider". The primary role of the CxA during the overall design phase is to develop detailed commissioning specifications and review the design to ensure it meets GSA and client objectives. During construction, the CxA develops and coordinates the execution of a testing plan, which includes observing and documenting systems’ performance to ensure that the systems are functioning in accordance with GSA and client project requirements and the contract documents. The CxA is not responsible for design or general construction scheduling, cost estimating, or construction management, but may assist with problem-solving or resolving non-conformance issues or deficiencies.
SCOPE OF WORK
The CxA shall be responsible for carrying out the following tasks. (The proposer is free to suggest changes and improvements to the following task list, but for this proposal it is assumed that the listed tasks will be completed.) This scope of work includes Design Development Phase (DD), Construction Documents Phase (CD), Construction Phase, and Warranty Phase services.

The commissioning specification for the construction contract will include general commissioning requirements common to all systems and assemblies and a detailed description of the responsibilities of all parties, details of the commissioning process; reporting and documentation requirements, including formats; alerts to coordination issues, deficiency resolution; construction checklist and startup requirements; the functional testing process; specific functional test requirements, including testing conditions and acceptance criteria for each piece of equipment being commissioned.
The specifications will clearly indicate party responsible for witnessing and documenting startup of each commissioned system. The specifications will be clear as to who is writing, directing, conducting and documenting functional tests and regulatory-required tests. This may vary between systems, especially between electrical and mechanical. Provide language to enhance current contract specifications to ensure comprehensive controls submittals, full control contractor accountability for documented point-to-point checkout and commissioning participation, comprehensive test, adjusting and balancing, full contractor documentation of start-up and training and O&M manual documentation.
8. Review the project specifications and provide comments and additional language, as needed, to the controls contractor qualifications, controls submittal requirements, test/adjust/balance specification, training requirements and operations and maintenance and system manual requirements.
9. Coordinate a controls integration meeting where the constructors, electrical and mechanical engineers, GSA representative, and the Commissioning Agent discuss integration issues between equipment, systems and disciplines to ensure that integration issues and responsibilities are clearly described in the specifications.
10. Review the recommendations from constructability reviews for commissioning and O&M issues.
11. Development of measurement and verification plan to be utilized after construction is complete to ensure systems and their associated energy use is compliant with projected energy use anticipated during design period.
