U.S. General Services Administration Public Buildings Service
PROJECT IDENTIFICATION
Project Name: BPA Elevator Renovation and Fresh Air Intake Modifications
Project Number: VOR00020
Region: 10
Building Name: BPA Building (OR0058PE)
Building Address: 905 11th Ave. NE, Portland, OR 97232
PROJECT DESCRIPTION
Project Name: BPA Elevator Renovation and Fresh Air Intake Modifications
Project Number: VOR00020
Region: 10
Building Name: BPA Building (OR0058PE)
Building Address: 905 11th Ave. NE, Portland, OR 97232
The Bonneville Power Administration (BPA) Building is a 7-story facility on the East side of Portland, constructed in 1987. The overlying scope of work for the BPA building includes two tasks: Renovating the existing elevator systems (excluding cabins, etc.) and the reconfiguration of the current fresh-air intakes, which currently are subject to possible manipulation due to their vulnerable locations.
The nine (eight passenger and one freight) elevators are original and have reached their useful life span. Replacement parts are becoming more scarce and breakdowns are becoming more frequent.
In 2002, as was the case in nearly every federally owned and operated property, a security assessment of the BPA building was undertaken by the GLUMAC Intl. Corporation with specific attention to the fresh air intake registers located on the ground floor, easily accessible by the public.
1.1. Project Goals and Objectives
The overall goal is to utilize a highly collaborative design build delivery approach for this project, with the outcome that the DB contractor will work closely with of all the stakeholders to deliver a project that meets the expectations and needs of all stakeholders and avoids any and all disruptions to the tenant’s operations and well-being.
The Construction contractor shall provide a fully functional design and construction for both aspects of the SOW – renovation of the nine elevators and the modification of the current fresh air intake system.
The elevator renovation design shall provide the most modern and most relevant upgrades that will provide the GSA and its tenants with the highest degree possible of trouble free operation and maintenance for the next 30-40 years within the defined scope and allocated budget.
The modifications to the existing fresh air intake shall utilize the existing ductwork and routing where possible in order to reduce cost and minimize disruption to the tenants. The goal of this reconfiguration is to supply fresh air to the BPA building occupants without, or with a significantly reduced, risk of airborne contaminants, whether intentional or by other causes. Further, the reconfiguration should not impede day-to-day operation in the slightest, nor should the newly configured ductwork interfere with or detract from the space’s utility or appearance.
GSA shall approve the final design of the system prior to the start of the installation.
The D-B team shall also provide all operations and maintenance effort for all newly installed equipment during the measurement and verification period of one year following substantial completion. This effort will consist of all daily operations related to newly installed systems, required maintenance of all newly installed equipment and integration with remaining systems.
The Contractor shall provide management, supervision, labor, materials, equipment, and supplies and will be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of equipment and systems installed during the project. Operation of equipment will conform to all direction contained in Owner Project Requirements Document.
1.2. Project Delivery Approach
GSA envisions a highly collaborative design build delivery approach for this project. The expectation is that the DB contractor will work closely with of all the stakeholders to deliver a project that meets the expectations and needs of all stakeholders and the GSA.
The DB team will be selected through a single step ‘best value’ selection process.
During the development period from initial concept to final concept the DB team will work in close consultation with GSA, the stakeholders and the CMa to ensure that all of the goals are addressed.

Design Quality Assurance GSA requires that contractor design and construction documents submissions undergo three general types of design review: owner’s review, codes and standards review, and constructability review.
Owner’s Review The owner’s review ensures that established functional, aesthetic and spatial requirements of the project are satisfied, including but not limited to:
· The design is responsive to GSA program goals, objectives and priorities.
· The completed facility can be efficiently operated and maintained.
· The design adequately and efficiently accommodates the space program.
· Interests of local community groups and other external stakeholders are considered and accommodated to the extent possible.
· Commissioning design reviews are provided as indicated in GSA’s PBS Building Commissioning Guide
The GSA review does not alleviate the Contractor from conducting its own QA review, nor does it relieve the Contractor from errors or design omissions contained in documents reviewed by the GSA.
Codes and Standards Review The codes and standards review ensures that the proposed design complies with applicable regulations, codes, and standards referenced in the standards and criteria documents listed above under performance objectives. Such reviews shall not be construed as relieving the Contractor of any code compliance responsibilities.
Constructability Review Constructability of the project as designed is the sole responsibility of the Contractor. To ensure that the design can be constructed within schedule and budget and that the sequencing of construction is planned for optimum efficiency, the Contractor shall ensure that:
· The level of design complexity is consistent with the project schedule and budget constraints.
· Building systems are compatible and viable.
· Site and building access, logistics, available storage and tenant occupancy requirements are accommodated.
· Existing conditions are shown correctly and adequately.
· Construction duration and phasing plans are reasonable and logical to ensure facility operations during construction period. .
Refer to the Electronic Print/Media section below.
Design Review Procedures The Contractor shall respond in writing to the design review comments within 14 calendar days after receipt of the design review report.
· All reviewing parties are required to return comments no later than 7 calendar days prior to the end of the corresponding review period.
· The CMa shall prepare and submit the design review report within 7 calendar days after comment due date.
· The DB Contractor is required to respond in writing to the design review comments within 14 calendar days after receipt of the design review report.
