14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

BPA (905 BLDG) OUTSIDE AIR INTAKE RELOCATION &

ELEVATOR DESIGN BUILD MODERNIZATION

The purpose of this amendment is to respond to submitted questions.

4. There is not sufficient information to determine the role of the Design Build Manager. Please specify GSA expectations for this person and how their role may differ from that of a Project Manager.

The Design Build Manager role is geared around pre-construction services, while the Construction Project Manager role is mainly post design, construction. For efficiency, GSA agrees to remove the requirement for the Design Build Manager under Key Personnel; however, the requirement for the Construction Project Manager will increase from 5 years to 10 years to compensate for the lost level of experience in project management. The Solicitation will be modified to make these changes as depicted below and attached to this amendment.

1. Design Build Manager (DBM) – The DBM should have a minimum of ten (10) years experience in the field of construction management. Personnel with direct construction management experience as gained in a project manager or superintendent role in the construction industry may be rated more favorably. A four-year (i.e. B.S.) degree in Construction Management, Engineering or related field OR a highly experienced individual in the construction field with a minimum of fifteen (15) years Construction Management experience in work of comparative size, value and technical complexity to the project in this solicitation is required. Clearly state in your proposal the number of years experience that this proposed team member has served as a DBM.

The DBM shall have experience in the interdisciplinary management and coordination of the numerous disciplines and trades surrounding large design-build facility construction projects with a magnitude of ($5M - $7M and 700,000 – 800,000 SF). High rise facilities experience will be rated more favorably.

The DBM shall have experience with computer based scheduling software and have the ability to interpret schedules generated from this system and shall demonstrate experience with whole-project cost/budget control.

The DBM shall demonstrate experience inclusive of knowledge and management of all aspects of design and construction phases within a design build project. Demonstrated experience managing both the design and construction aspects of design build projects of similar size and technical complexity in occupied facilities. (Amendment 5).

2. Construction Project Manager (CPM) – The CPM shall be an employee of the prime contractor and have a minimum of ten (10) five (5) (Amendment 5) years’ experience in the field of construction management of construction projects of similar size and scope to that of this Project. Personnel with direct construction management experience as gained in a project manager or superintendent role in the construction industry may be rated more favorably. Four-year (i.e. B.S.) degrees in Construction Management, Engineering and/or Industry/Professional Certifications are desirable and may be rated more favorably. Clearly state in your proposal the number of years experience that this proposed team member has served as a CPM.

Additionally, the proposed CPM shall demonstrate the following requisite experience:

i. The CPM shall have experience in the interdisciplinary management and coordination of the numerous disciplines and trades surrounding large design-build facility construction projects with a magnitude of ($5M - $7M and 700,000 – 800,000 SF). High rise facilities experience will be rated more favorably.

ii. The CPM shall have experience with computer based scheduling software and have the ability to interpret schedules generated from this system. In addition to scheduling software, demonstrated experience with electronic project management applications inclusive of various modules such as budget tracking,

iii. Schedule of Values (SOV) input, Request for Information (RFI) submittal/response functionality, etc. may be rated more favorably.

iv. The CPM shall have field experience coordinating day-to-day site issues relating to materials, labor, and equipment utilization on large commercial projects. Demonstrated experience inclusive of knowledge and management of all aspects of design and construction phases within a design build project, as well as demonstrated experience managing projects of similar size and technical complexity in occupied facilities may be rated more favorably.

5. We cannot find the following drawings of existing conditions. Would it be possible to make them available for our analysis?

a. 5-1 through 5-4 (Building Sections)

b. 7 S-41 through 7 S-50 (P.T. Schedules / Concrete Sections and Details)

c. 7 S-63 through 7 S-68 (Cladding Sections and Details

Drawings obtained and attached to this amendment.

6. Page 2 of the Lerch Bates report mentions work needing to be done on the hydraulic elevator installed in 1987. However, your bid form does not list it for any pricing. Do you want this scope included? If so, will you be re-issuing the bid form to include this work?

The hydraulic elevator is included in the project. No need to amend Exhibit 1 - Price and Services Schedule. Please include pricing for the hydraulic elevator within the CLINS 0002 & 0004, which are already identified for elevator design and construction. GSA expects to see breakout costs in your CSI Level 3 detail as required under Exhibit 1.

7. We have concerns with the project schedule which includes preconstruction as it relates to the elevator scope of work. We believe there needs to be additional time allotted for the elevator fabrication process, which includes the review and acceptance of submittals by the owner before final submission to the elevator company.

We are also assuming no more than 2 elevators can be shut down at one time. Based on this assumption, we anticipate 13 weeks per 2 cars which equals a total [elevator] construction duration of 455 calendar days. Without the ability to shut down additional elevators and the inability to work additional shifts leaves us without any avenue to expedite this schedule.

The estimated schedule and performance period for construction will be extended a total of 290 calendar days as follows: 140 calendar days for fabrication, 60 additional calendar days for owner review, approval and preconstruction coordination of submittals and 90 additional days of construction time based on feedback from industry. Total estimated construction time is changed to 655 calendar days from 365 calendar days, a total increase of 290 calendar days.

8. Please clarify the intent "providing a lockable disconnect switch as close as possible to the door jam".

Currently the elevator switchboard appears to be as close as possible to the door strike without impeding the door operability. The existing switchbaord disconnect handles appear to be an older style that has lock off capabilities by pulling a tab out to install a lock. Once the lock is installed on the pull out tab then the disconnect handle is no longer operable. If the intent is to provide (1) single disconnect for all elevator controllers to simultaneously shut down then please confirm that the existing switchboard would need to be entirely replaced with a main breaker switch board that has shut trip capabilities on the main breaker.

Exhibit 5 905 BPA DB SOW 6.12.15 – Amendment 05, recinds Paragraph 4 ADDENDUM in its entirety since this scope was recently discovered complete and therefore not required after release of the RFP.

ADDENDUM (Amendment 03, 06.03.15) (Amendment 05)

In 2004 a third party contractor identified the lack of a main disconnect switch in the elevator mechanical room, as prescribx sdfd by NEC 2002 Section 620.51 (C)(1)(2).

In the elevator machine room, provide a lockable disconnect switch (safety switch, general duty 240V, 3-pole NEMA-1, fusible, 30A) to be located directly next to the entrance door, so that it is readily accessible in an emergency situation.

Locate the switch so that it is located within sight of the motor controller as required by NEC 2002 Section 620.51 (C)(1)(2).

See attached VFA Facility Assessment Report 2004 Elevator Main Excerpt

The time set for receipt of proposals is extended to Monday, 29 June 2015 at 1:00PM PST.
