b. Section L.4.2.1. is changed as follows:

FROM:

L.4.2.1. A pre-proposal conference will be held the following day, Wednesday, April 23, 2014, beginning at 8:00 A.M MST at the same location, Building 25, Lecture Hall Conference Room. All participants must again enter the facility through Entrance Gate 1. Please enter the building from the East side at Entrance E-14. The Government considers attendance at this conference vital to the preparation of a competitive offer. It will enable the Contractor to become acquainted with the areas to be serviced, and to be aware of the specific problem areas that require special attention or services. Failure to attend this meeting may not be used as an excuse for omissions or miscalculations in offers. It is emphasized that it is more advantageous for each Offeror to have qualified representation at the pre-proposal conference. While the conference will provide an opportunity to discuss and clarify the solicitation provisions, nothing said or represented in the conference shall be deemed to modify the solicitation requirements until followed by a written amendment.

Offerors are strongly encouraged to submit questions relative to the solicitation document in advance of the meeting, in writing, to the Contracting Officer, so the Government representatives may prepare responses prior to the conference.

b. QUESTION: Since the solicitation calls for a collective bargaining agreement, can we still quote the project even though we are not affiliate with any unions and are bound to use union labor?
