Q. Does the quantities on the Checklist page represent the correct number of equipment for the South Bend location 2 facilities? Example: 2R-Equipment sheet shows 5 Air Handling Units, the checklist shows 5, but the crosswalk sheet show 4. Which sheet has the correct quantity?
Location 2, South Bend has 5 AHU’s.
2R-Equipment sheet identifies 1 boiler while the check list identifies 10 types of boilers. Please identify what size boilers (HP) are installed in location 1 and 2.
Pretty crystal clear. From the location #1 equipment inventory sheet - # 6 Boilers that is within the solicitation: B1 & B2, 2 Ajax WFC 8000 hot water heating boilers, other specifics are on that sheet.
Location 2, South Bend has a total of four boilers:
(2) low pressure steam boilers & (2) hot water heating boilers.
The low pressure steam boilers are for standby only. The name plates do not indicate HP. They are both L.E.S.
boilers manufactured by Aldrich Co. m/n HF3-60, 15 psi, 2,150,000 BTU/HR input, 1,785,000 BTU/HR output.
The hot water boilers supply 100% of the building heat. The nameplates do not indicate HP. They are both Lochinvar sync heating boilers, m/n SBN 1500, 1,500,000 BTU/HR input, 1,445,000 BUT/HR output.
Please identify what size chillers (tons) are installed in location 1 and 2. The equipment sheet for the Chillers state they have been replaced by McQuay chillers. Please provide the specs for the McQuay chillers.
From the location #1 equipment inventory sheet - Sheet #8 - Chillers that is within the solicitation, McQuay Model # WMC-290 DSC-ER10, serial #'s STNU100300171 and STNU100300032, both rated at 290 tons.
Location 2, South Bend has one Trane chiller rated at 185 tons, with air cooled condensers.
Is the PM performed during the day or at night? PMs on equipment such as fan coils units are usually performed at night because of equipment location (over desk).
Pretty much the same answer for location #1, except note man hour requirements in following question.
Location 2, South Bend does not have an fan powered vav’s.
Is the contractor restricted to working only during the building hours stated in the PWS?
From Section F on Page 72, Both Locations building hours are open Monday -Friday 7:00 AM - 5:00 PM. The contractors work schedule needs to be tailored to that.
Copied from page 29, C.8.1:
LOCATION 1: This includes having qualified staff(s), a minimum of 3 journeymen operating engineers, all must be licensed (under the local CBA for this area) journeyman operating engineers(s) available on-site every work day, 1 hour minimum prior to the building’s opening time and 1 hour after the building’s closing time, and to be adequately staffed on-site throughout each workday to ensure proper building temperatures and systems operations during all seasons. NOTE: The On-Site Supervisor must work his/her shift during the building core hours 6:00 am -2:00 pm, Monday through Friday.
Adequate, qualified staff at location #1 needs to be from 6:00 AM - 6:00 PM Monday- Friday.
Location 2, South Bend normal work hours are from 7:00 AM until 3:00 PM. After hours or overtime work is scheduled when necessary.

Location 2, South Bend recorded 264 service calls in the past 12 months.
How many work requests exceed the $2,500 threshold for the last 12 months?
Location #1 Hammond had 7.
Location 2, South Bend had 4 work requests exceeding the $2,500 threshold within the past 12 months.
C.8.6 Quality Control Program States:
A COMPLETE QUALITY CONTROL PLAN (QCP) SHALL BE ACCEPTED BY THE CONTRACTING
OFFICER (CO) PRIOR TO AWARD OF A CONTRACT
(3) Roles and Responsibilities of Key Personnel: Include job classifications (e.g. 2 journeyman mechanics, 1 fire protection technician, 1 supervisor) identify supervision and job descriptions including tasks. A roster by name and job title must be provided.
What positions are Key positions? Because there is a CBA on this contract and the PWS required the contractor to provide stationary engineers that are certified under the local CBA how are we to provide a roster by name of engineers unless provide by the government since the incumbent contractor will not provide this information. The current employees have first right of refusal and the only place to get stationary engineers is through the local union so the current engineers would remain on the job site I a new contractor is awarded the contract. Could the roster be provided after award?
The roster does need to be sent in before award, but it can just list the Key Personnel you would imagine having on site. As for names, for the proposal, you can simply put “TBD” and then can update with the correct names as a part of the submittal process after award.
