About this file
This document provides instructions for requesting a change to the North American Industry Classification System (NAICS) code assigned to a task order under the OASIS Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) contract. The OASIS MA-IDIQ contract allows contractors to request that the cognizant contracting officer from the awarding agency identify a more appropriate NAICS code for a task order if the code assigned to the IDIQ contract does not properly represent the greatest percentage of value being performed on the task order. The contracting officer would provide a letter identifying the new NAICS code if they determine upon review that a different code would have been more appropriate for that individual task order.
The related federal contract opportunity notice announces GSA's intention to issue a Request for Proposal for the OASIS MA-IDIQ contract. The scope of OASIS spans many professional service areas including communication, compliance, defense, disaster response, energy, environment, finance, health, intelligence, security, and transportation. The period of performance is 5 years with an option to extend up to 10 years total. Task orders will be awarded under the contract in accordance with FAR 16.505. The final RFP will be available on July 24, 2013 with a proposal due date stated within. The solicitation will only be accessible via FBO.gov.

SECTION J.15. ATTACHMENT (15)
NAICS CODE CHANGE LETTER
INSTRUCTIONS: This NAICS Code Change Letter document only applies to Task Orders awarded under an Indefinite Delivery, Indefinite Quantity Contract (IDIQ) (FAR 16.5). This document does not apply to Task Orders awarded under the GSA Multiple Award Schedules (MAS) program (FAR 8.4).
If an Offeror is submitting a Task Order Project that was performed under the Master IDIQ contract and the Offeror feels that the NAICS code assigned to the Master IDIQ contract does not properly represent the greatest percentage of value being performed on the Task Order, the Government will allow the Offeror the opportunity to request and submit correspondence from the cognizant Contracting Officer from the awarding agency to identify a more appropriate NAICS Code for the Task Order Project. No other format is allowable.

NAICS CODE CHANGE LETTER: (To only be filled out by the COGNIZANT CONTRACTING OFFICER):
The above identified Task Order was awarded under the IDIQ contract number Click here to enter text.
The single NAICS code assigned to that IDIQ contract is: Click here to enter text.
The scope of this Task Order was within the scope of the master IDIQ project; however, because only a single NAICS code was selected to represent the greatest percentage of value for all Task Orders awarded under this IDIQ contract, the single NAICS code assignment for the IDIQ contract may not best represent the greatest percentage of value for each and every task order individually.
Based on my professional judgement, I declare that a NAICS code assignment of: Click here to enter text. (assign a single NAICS code) would have been more appropriate for this individual Task Order.
