RFP Text Question Response

1 General N/A I am hoping to get additional information regarding the solicitation released for OASIS Unrestricted Pool 2. According to the announcement “Pool 6 will not be released as planned. UNR Pool 2 is the only on-ramp being conducted at this time.”

I am curious to find out if any information is available to be shared as to why Pool 6 will not be released at this time.

It was determined that it was not in the Government's best interest to release an open season on-ramp for Pool 6 at this time based on the low number of task orders issued to date under this Pool.

2 General N/A Can you please clarify a minor discrepancy for me? On FBO there is a posted due date of July 11th however in the solicitation (Section L.3) the due date is August 7th.

Can you please confirm that August 7th is the actual Date?

See Mod 01 Amendment 0003 Section L.3 for revised delivery date

3 General N/A Is this Oasis pool 2 due on August 7, 2018? See Mod 01 Amendment 0003 Section L.3 for revised delivery date

4 General N/A We are a small business. Are we permitted to submit a proposal for this Pool 2 which is unrestricted.

Yes

5 General N/A Although we are a small sized firm, are we able to compete?

Yes

6 General N/A For existing GSA OASIS contract holders who do not currently hold Pool 2 but are otherwise qualified in one or more of the other OASIS Pools, would GSA consider allowing current OASIS Pool holders to submit those Sections which are relevant to Pool 2 qualification (specifically Pool Qualification and Certification, and associated Past Performance) rather than a full proposal?

No

7 General N/A Would the Government consider a horizontal type on-ramp to OASIS/U Pool 2?

This would be a more streamlined approach for submission and review of those contract holders who are already qualified in other OASIS pools. The process would still be a part of the competitive on-ramp allowing offerors to submit their original GSA OASIS proposal by updating only applicable sections, for example, Certifications and/or Systems and subsequently updating the Self Scoring sheet based on those updates, and then include Pool 2 required qualification projects. The only additional element would be tracking for the updates submitted. This would then constitute the offerors score and proposal for evaluation and basis for potential award. Current Contract holders are otherwise qualified to perform through the period of performance of the Master OASIS contract. The updated submission is a submission of all proposal elements to include those pre-existing elements from the original award which have already been validated which would relieve GSA and past performance customers associated with those validated projects not to be burdened a second time

No. This solicitation is being conducted as an open season on-ramp under Section H.15.3.

Additionally, “Horizontal” type on-ramps are termed “Lateral” on-ramps in Section H.15.1 of the OASIS SB contracts. Lateral type on-ramps only apply to OASIS SB contractors experiencing changes in their size status for the associated Pool(s) and can only be utilized on the OASIS SB Contract Vehicle.

8 General N/A The NAICS codes related to OASIS Pool 2 are related to financial services. However;

Section J.1 Attachment (1) OASIS Labor Categories and Definitions includes labor categories that are not typically related to financial services (e.g. civil engineer, cartographer, nuclear engineer, petroleum

Section J.1 Attachment (1) OASIS Labor Categories and Definitions is applicable to all of the OASIS pools, which is why it includes labor categories that are not typically related to financial services.

Pool 2 is only for requirements whose NAICS

code fits within those described under Pool 2 in the solicitation. As such, engineering services categorized under NAICS 541330 will not be procured via OASIS Pool 2.

9 General N/A Please confirm the on-ramp is only for Pool 2?

This on-ramp is only for OASIS Unrestricted Pool 2

10 Section H.6.1, Paragraph

Acceptable Accounting System, states "Acceptable Accounting Systems are mandatory."

However, given that task orders may be firm-fixed price, could a vendor be approved for OASIS but only be eligible to respond to tasks that are firm-fixed priced tasks?

No. Acceptable Accounting Systems are mandatory to be eligible for award IAW Section L.5.1.7(c)

11 Section L.3.2.1(a)

The Offeror will receive points if a Relevant Experience (Primary) Project has any reported NAICS Code or PSC Code listed in Section L.5.1.2

In previous OASIS solicitations, Section L.5.1.2 contained tables for acceptable PSC and NAICS codes for all pools, regardless of which pool(s) the bidder was submitting for. Primary projects would then receive the 150 points for this category if the project had a PSC or NAICS code from any pool.

However, because the wording is the same, but this Pool 2 on-ramp only contains tables for Pool 2 PSC and NAICS codes, the same reference to Section L.5.1.2 is far more restrictive. Since the intent of this on-ramp solicitation is to increase the number of Pool 2 prime award slots and increase competition for the Government, we believe that GSA may be unintentionally restrictive.

Could GSA allow a Primary Project to qualify again for the 150 points in this category if the project has a PSC or NAICS code from any Pool as was done before?

In being consistent with the original solicitation, the Government will allow a Primary Project to qualify from any PSC or NAICS code from any OASIS Pool. Section L.5.3.2.1 has been revised.

12 Section L.5.3.3(d)

The Offeror must provide evidence of the Annual Project Value for each Relevant Experience (Secondary) Project. 1. Annual Project Value for each Project must be greater than $3M per year.

In previous OASIS solicitations, Secondary projects did not have any minimum requirements. We believe that the GSA is unintentionally restrictive in this solicitation by requiring the same annual project value for Secondary Projects required for Primary Projects. Could the GSA allow Secondary Projects to qualify again without restrictions as was done previously?

The Government will allow Secondary Projects to qualify again without restrictions as this consistent with the original solicitation.

13 General N/A 1. On the self-scoring worksheet, what is the minimum score required to be eligible for award?

1. This solicitation is an open season on-ramp in accordance with Section H.5.3, therefore there is no minimum score required to be eligible for award. The highest scoring 15 contractors will receive an award.

14 General N/A On the self-scoring worksheet, is a “YES” required for at least one project in a given Section to be found compliant?

No, L.5.3.1 lists the pass/fail criteria for each Primary Relevant Experience Project.

15 General N/A Do the same five contracts have to be cited throughout the self-scoring worksheet, or can new projects be listed to meet individual requirements?

Yes, L.5.3.1 states that 5 distinct projects must be submitted and the evaluation points for other factors (e.g., past performance) are associated with those five projects.. Additional projects beyond those 5 will not be accepted.

16 General N/A Does a MA IDIQ have to be used as one of the five projects in the self-scoring worksheet in order for points to be counted in Section L.5.3.3.1?

No, L.5.3.3.1 specifically states what projects are acceptable for Secondary Relevant Experience.

17 General N/A Can projects performed by subcontractors on the team be used?

IAW L.3.1 Official Legal Bidding Entity, “All the evaluation elements an Offeror is submitting a proposal for and taking credit for in accordance with Section L.5., Volumes 1 through 6, must be in the Offeror’s name as submitted in Block 15A on the Standard Form (SF) 33, Solicitation, Offer and Award, with a corresponding CAGE Code and DUNS Number in SAM.GOV that matches the Offeror name on the SF 33, Block

RFP Text Question Response

15A. (See Section L.5.1.1.)

The only exception to the above paragraph is if the Offeror is claiming an evaluation element from a qualifying meaningful relationship within a corporate structure in accordance with the instructions in Section L.5.1.9.”

18 General N/A If a project does not have a CPAR rating, will it be considered ineligible for earning points in all sections of the self-scoring worksheet?

No, L.5.3.1 and L.5.3.3 (including subsections) describe what is required for Relevant Experience projects.

19 Section L.5.1.7 (h) and (i) and Section J.6 Attachment

(6), Question

N/A As referenced in L.5.1.7 Acceptable Accounting System (h) and (i), and in question 21 of the Modified Pre-award Survey (Attachment 6), if a contractor will not bid on Cost-Type (FAR 16.3) contracts/task orders, must the contractor’s accounting system be deemed acceptable for performance of Cost-Type task orders as a condition of award to the OASIS POOL 2 on-ramp?

The contractor must have an acceptable accounting system to receive an award.

An audited accounting system is required to bid on cost type task orders. Upon award, GSA will initiate a DCAA audit for any contractor that does not have an approved audited accounting system.

(4) Section L.5.1.2(b)

N/A There is a discrepancy between Section L.5.1.2(b), which requires only 3 Pool Qualification projects, and the Attachment 4, which seemingly requires 5 Pool Qualification projects. Would the government please confirm that 3 Pool Qualification projects are required?

Confirming 3 Pool Qualification Projects are required. Section J.4 - Attachment 4 has been revised.

22 Section L.5.1.8(k)

N/A We are developing our individual small business subcontracting plan in response to the subject solicitation and are unclear what dollar amount we should use since OASIS does not have a ceiling pursuant to Section B.1.4, Minimum Guarantee and Maximum Ceiling. Pursuant to RFP Section L.5.1.8(k), Subcontracting Plan, what is the ceiling large businesses should use in including the dollars in their Individual Subcontracting Plan?

OASIS does not determine the projected dollar amounts for the small business subcontracting plans. That is a business projection/determination that each individual company determines.

23 General N/A Is a current GSA schedule required for bid or will that be awarded if chosen.

A current GSA schedule is not required to submit a proposal and successful offerors will not be receiving a GSA schedule from this solicitation, as OASIS is not a schedule. This is a solicitation for a Government Wide Multiple Award IDIQ so successful offerors will be receiving a MA-IDIQ contract. The most recent and final solicitation notice can be found at the link below.

24 General N/A Is the attached the correct final solicitation? Please always refer to the most recent Amendment/Modification for the correct document packages, in this case Modification 1.

25 Section A.1.3

(a) The Offeror shall submit the Standard Form (SF) 33, Solicitation, Offer and Award, posted as page 1 of this solicitation, located at https://www.fbo.gov. (b) The Offeror shall fill out blocks 12 through blocks 18 as the Official Legal Entity in accordance with Section L.2.8. and

Please advise if the file will be provided so that offerors can correctly complete blocks 12 through 18

RFP Text Question Response

Section L.5.1.1.

26 General N/A Do the three (3) pool qualification projects have to be part of the five (5) relevant experience projects?

No

27 General N/A Do all five (5) relevant experience projects have to have a qualifying NAICS or PSC code? Or just three (3) projects?

None of the Relevant Experience Primary projects have to be under OASIS NAICS or PSC codes, see L.5.3.1 however they will receive additional points under L.5.3.2.1 if they are.

28 General N/A Will Small Businesses that are not currently on a GSA IDIQ be allowed to compete for OASIS Unrestricted as a prime or a sub?

Yes

29 General N/A If Small Businesses are awarded as a prime or sub on OASIS Unrestricted do they also need to be on OASIS SB On-Ramp to compete for Task Orders released under the OASIS SB provisos’?

Yes, receiving an award under OASIS Unrestricted DOES NOT qualify a vendor to bid on OASIS SB.

Only vendors in a specific OASIS SB Pool can compete for task orders solicited under that OASIS SB Pool solicitation.

30 General N/A The 5 July FBO announcement Solicitation Number: GS00Q-13-DR-0001, states “This is a pre-solicitation notice” but in later text it states: “OASIS UNR Open Season On- Ramp for Pool 2 was released on 6/19/2018. Pool 6 will not be released as planned”. Could you please clarify what opportunity and pool is to be released and when?

This solicitation is ONLY for OASIS Unrestricted, Pool 2. No other OASIS Unrestricted or OASIS SB Pools are included in this solicitation.

31 General N/A Are small businesses being encouraged to sub to existing or new large primes through this proposal phase?

OASIS does not determine when it is appropriate for an individual firm to seek subcontracting opportunities.

32 General N/A Can Small Businesses compete for and hold contracts in both OASIS Unrestricted and OASIS Small Business?

Yes

33 Section L.5.1.2, 5(a)

N/A The RFP states “a. Past Performance Rating for each Project must meet or exceed 3.00; or”. This sentence appears to be incomplete, please clarify.

See revised sentence at Section L.5.1.2(5)(a) of Mod 01 Amendment 0003

34 Section L.5.3.1, 7(a)

The RFP states “a. Each Project must be ongoing or have been completed within the past 5 years prior to the solicitation closing date.”

As some contractors have already qualified to perform through the period of performance of the 10-year Master OASIS contract by meeting all of the Acceptability Pass/Fail Criteria of the original solicitation (as is required by Section H.15.3, Open Season On-Ramping), will the Government amend the Relevant Experience Period of Performance requirement to be 10 years (versus 5 years)?

No

35 Section L.3

N/A Given that the proposal is due on a Tuesday and the RFP notes that the OASIS team is in the office on Tuesday-Thursday, can the government confirm that someone will be available to accept FedEx deliveries on Friday, August 3 or Monday, August 6th?

See Mod 01 Amendment 0003 Section L.3 for revised delivery instructions

36 Section L.4 L.5.1.2.b says “the offeror shall submit three distinct Pool Qualification Projects.” However, Attachment J.4 asks if the offer includes 5 Pool Qualification projects (Volume 1, Question 3 and Volume 4, Question 1).

Can the government confirm the number of Pool Qualification Projects to be submitted?

3 Pool qualification projects must be submitted IAW Section L.5.1.2

37 General N/A Is there any prohibition on subcontractors partnering with current or potential OASIS contract holders?

There are no prohibitions on subcontracting plans that restrict subcontracting arrangements

38 Sections L.5.1.2 &

L.5.4

N/A If offerors are submitting the same projects as Pool Qualification and Primary Experience, should the offer submit the past performance information twice in Volume 4?

Yes, IAW L.5.4 offerors must provide Past Performance for each Pool Qualification Project and each Primary Relevant Experience submitted.

39 Section L.5.3.2.4

N/A Does the government define ‘performance in multiple locations’ as the location of the staff working on the project?

“Performance in multiple locations” is defined in subparts (b), (c) and (d) of Section M.5.1.4

40 Section M N/A Can the government provide the range of winning scores for the previous solicitation for Pool 2 of OASIS?

The range of the winning scores from the previous solicitation will not be provided.

However, the lowest score from Pool 2 from the

Section Number & Paragraph

RFP Text Question Response previous solicitation was 5,100.

41 Section

M.3 N/A The factors under M.3 skip from (h) to (k).

Can the government provide factors (i) & (j) if there are any?

There are no (i) and (j) factors. M.3 has been revised appropriately in Mod 01 Amendment

42 Attachment

N/A Item 2 appears to be missing or perhaps it has been reserved -numbering jumps from 1.c to 3. Please confirm that there is no item 2.

There is no item 2. Attachment 6 has been revised.

43 Section J.5.1;

Attachment 5(A)

N/A Incorrect or missing formulas as follows:

Rows 126 through 154 incorrect formulas Rows 158 – 162 no formula.

Will the government reissue a corrected scoring sheet as soon as possible?

Section J.5.1 – Attachment 5(A) has been revised

44 Sections L.5.3.2.1 and J.15 -

Attachment (15)

N/A Attachment (3) "Pool Application" does not include the list of PSC codes for the three submitted pool qualifying projects. Is this an inadvertent omission or did the government only provide NAICS as a representative list with the complete list of NAICS and PSC codes shown in L.5.1.2 being implied in this form?

This was an inadvertent omission. Attachment 3 has been revised to incorporate the PSC codes

45 Sections L.5.3.2.1 and J.15 -

Attachment (15)

N/A The NAICS code change letter, Attachment (15), currently states that the document only applies to Task Orders awarded under an Indefinite Delivery, Indefinite Quantity Contract (IDIQ) (FAR16.5). Would the GSA allow the use of this letter for ALL Contract Types? This will enable our offer to utilize large complex Financial work within full and open contracts.

No. Attachment J.14 applies for projects which are not task orders under IDIQs.

46 Section L.5.3.2.1

N/A If the GSA will allow the NAICS Code Change Letter for all Contract Types (see question #39 above), could this letter also be used for PSC Code Changes as well ?

Attachment J.14 applies for projects which are not task orders under IDIQs and is applicable for NAICS or PSC changes.

47 Sections L.5.3.2.1 &

J.14 - Attachment

(14)

For the NAICS or PSC Code Correction Letter, Attachment (14), would the government consider modifying the language from "If the PSC Code was erroneously reported" to "If the PSC Code was erroneously reported or was not previously assigned"?

See revised Section J.14, Attachment 14

48 Section L.5.1.2(b)

& J.4 – Attachment

(b) The Offeror shall submit three (3) distinct Pool Qualification Projects (each as a Prime Contractor or existing Joint Venture/Partnership) that meet the following minimum conditions… 3. Does your offer include 5 Pool Qualification projects for each Pool being applied for? (as applicable to each Pool being applied for) [The attachment then lists 5 fields in which to identify the Pool Qualification projects.]

Would the Government please confirm that the requirement Pool 2 Qualification is three

(3) projects?

Yes

49 Section L.5.3.1(b)(

8)

d. Annual Project Value for ongoing Projects is determined as follows: Total estimated value (inclusive of all option periods) divided by the total number of months of performance (inclusive of all option periods) multiplied by 12.

When a contract starts or ends on other than the first or last day of a month, how should the offeror calculate annual contract value? For example, in the case where a contract began July 10, 2017 and will end July 24, 2020, would the offeror count both July 2017 and July 2020 as full months?

In this scenario the total number of months is 37 months (1110 days divided by 30).

Next follow the given formula listed in Section L.5.3.1(b)(8) and take the Total project value / 37 and multiply it by 12

50 Section L.5.3.2.4

(a) For each Relevant Experience (Primary) Project submitted, the Offeror will receive points if the Project involves performance in Multiple Locations in accordance with Section M.5.1.4.

When substantiating multiple locations for a Primary Relevant Experience Project, will the Government allow offerors to provide a signed letter from the Contracting Officer, consistent with the allowance made in the original OASIS competition?

As you are aware, Place of Performance in many contracts does not list specific locations where work will be performed and

Places of performance need to be identified in contract documentation. If the contract does not specifically identify a place of performance, then you need to get a statement from the contracting officer clarifying what the places of performance are.

The Offeror, at their discretion, may submit ((a minimum of 2 and up to a maximum of 10 distinct MA-IDIQ contracts or MA-BPAs) and (a minimum of 4 up to a maximum of 20 distinct Task Order Awards) and (at least 2 Task Order Awards must have been awarded under each MA-IDIQ contract or MA-BPA submitted). Subparagraphs 1, 2, and 3 state: “At least 3 Task Orders must have been awarded under each MA-IDIQ contract or MA-BPA.”

Attachment J.10 also states: “At least 3 Task Orders must have been awarded under each MA-IDIQ contract or MA-

BPA.”

Would the Government please provide the minimum number of task orders required for the Relevant Experience (Secondary) Projects with Multiple Award Contracts/BPAs and Task Orders?

The minimum task orders required, and their associated point values are listed in Section M.5.1.11(a), subsections 1-3

(b) If claiming credit for this scoring element, the Offeror must submit verification of a CMMI Maturity Level 3 or higher. 5. CMMI Maturity Level 3 is worth 200 points 7. If taking credit for these points, does your offer include CMMI Maturity Level Certification 3 or higher, or CMMI Continuous Representation towards Maturity Level 3 Equivalence? CMMI Capability Level 3 Majority - 100 points, CMMI Maturity Level 3 equivalent or higher - 200 points.

The requirements and wording around Volume 5 CMMI certification varies in Sections L and M, as well as Attachments J.4, J.5.1, J.5.2, and J.16. Would the Government please confirm that there is only one CMMI certification that can be claimed, as described in Sections L and M, i.e., CMMI Maturity Level 3 or higher, and that this one allowable CMMI certification is worth 200 points?

The CMMI capability Level 3 Majority is worth 100 points. The CMMI Maturity Level 3 equivalent or higher is worth 200 points.

Sections L.5.5.5, M.5.3 have been revised to reflect this clarification. This is consistent with the original solicitation.

The correct title of Section L.5.1.7 is Acceptable Accounting System.

The references in the table are for standardizing the naming convention for the purpose of submitting a proposal.

56 Sections L.5.3.3.2 and M.5.1.11

N/A RFP sections L.5.3.3.2 and M.5.1.11 appear to disagree in the maximum number of distinct Task Order awards that an Offeror may submit. Section L.5.3.3.2 states “up to a maximum of 20” while section M.5.1.11 paragraph 3 states “at least 50 total Task Order awards combined.” What is the maximum number of distinct Task Order awards that an Offeror may submit?

The minimum and maximum task order award amounts have been revised in Section L.5.3.3.2 to correspond with Section M.5.1.11

57 Section L.3(a)

62 Section L.5.1.2, paragraph (b)3.b.6.e

N/A The solicitation states “If an Offeror has a legitimate reason that the NAICS Code or PSC Code for a Project was inadvertently reported in FPDS-NG with an erroneous NAICS Code or PSC Code, the Government will allow the Offeror the opportunity to request and submit correspondence from the awarding agency, signed by a Warranted Contracting Officer, to identify the correct NAICS Code or PSC Code. CAUTION: Only a Warranted Contracting Officer from the awarding agency authorizing an erroneous NAICS Code or PSC Code correction is acceptable. If this paragraph applies, the Offeror shall submit Section J.14., Attachment (14) titled, “NAICS OR PSC CODE CORRECTION LETTER”. No other format will be considered.” If the contracting officer will not sign Attachment 14 stating that they have made a mistake, may we instead get the contracting officer to sign a letter saying that the contract is also applicable under a new PSC code?

No

63 Section L.5.3.1, Paragraph

The solicitation states: a. Annual Project Value for each Project must be greater than $3 Million per year. b. The combined annual value of the five (5) Projects must be equal to or greater than $25 Million. The individual project value must be equal to or greater than $3 Million per year. c. Annual Project Value for completed Projects is determined as follows: Total obligated dollars divided by the total number of months of performance multiplied by 12.”

If the final contract value for a contract which has been completed differs from the contract documentation, are we required to only use the documented contract value in the contract?

The total contract value for a contract that has been completed is calculated by using the total obligated dollars, IAW Section L.5.3.1 Subpart (8)(c)

74 J7 annual value calculations change wildly under the new calculation formula. A contract which starts of 7/25/2015 and ends on 7/24/2019 which is exactly a 5 year contract, it will not calculate to be 5 years and is changing the annual value by hundreds of thousands of dollars.

To solve what I believe the issue is from industry, the math should remain the same as before and any contracts which do not have equal months in them – any additional days should be divided by thirty and the decimal added onto the whole number of months.

The formula that was added to Section L.5.3.1(b)(8)(f) was to address contracts with uneven months, e.g. 7/25/2015 through 7/1/2019 and would not apply to this example.

There was no change to the formula used to calculate contracts with equal months.

However, dividing by 5 years and not 4 years in this example is possibly where the math error is stemming from. A contract which starts on 7/25/2015 and ends on 7/24/2019 is exactly a 4 year contract.

PoP Yr 1: 7/25/2015 – 7/24/2016 Pop Yr 2: 7/25/2016 – 7/24/2017 PoP Yr 3: 7/25/2017 – 7/24/2018 PoP Yr 4: 7/25/2018 – 7/24/2019

75 H.13.3 In section H.13.3. Conflicts of Interest, it states: “Assuming no real or potential conflict of interest, an OASIS Prime Contractor may be a Subcontractor to another Prime Contractor on task orders solicited and awarded under OASIS or OASIS SB; however, the OCO may require that the Contractor sign an Organizational Conflict of Interest (OCI) Statement in which the Contractor (and any Subcontractors or teaming partners) agree not to submit any proposal or provide any support to any firm which is submitting (as Prime or Subcontractor) any proposal for any solicitation resulting from the work on a specific task order under OASIS."

Are we correct in our interpretation that this

This section means if an OCO has Solicitation 1 and Solicitation 2, then the OCO can state any company that submits a proposal in response to Solicitation 1 may not participate in Solicitation 2. This restriction flows down to the partners/subcontractors.

For example: An OCO releases solicitation 1 to develop requirements for a new type of aircraft and solicitation 2 to manufacture the aircraft.

Company A, Company B and Company C are all OASIS Prime Contract holders.

Company A, Company B and Company C decide to partner up/subcontract to respond to

solicitation 1. Company A will bid as the prime contractor and Company B and Company C will be subcontractors.

As a result of Company A, Company B and Company C partnering/subcontracting to respond to solicitation 1, Company A, Company B and Company C are excluded from responding to solicitation 2.
