These measures will assist to prevent the introduction/spread of the seeds of noxious weeds onto National Forest land. "Off-road Equipment" includes all machinery other than log trucks, chip vans, pickup trucks or vehicles used to transport personnel on a daily basis. Any equipment that will be working instream, and has been utilized for instream work in the past year, must be thoroughly pressure washed with hot water prior to entering National Forest Service land to kill/remove aquatic invasive species. If possible, pressure wash all equipment that will be working instream at 140°F (60°C) or higher for minimum of five minutes or at 120°F or higher for a minimum of 30 minutes.
H.6 USE OF PREMISES
1. A storage site will be permitted at Pine Creek Visitor Center. The Forest Service assumes no liability for materials stored within the storage site. The Contractor will be allowed to erect a temporary fence to secure materials and equipment, however, the fence shall be removed and the site restored prior to final acceptance of the contract.
2. Permanent and temporary electrical power is not available on-site for construction use.
3. Sanitary facilities are not available and are to be provided by the Contractor.
Project Name: FR 90 RD – Seed Task Order Page 17
4. Water for construction is accessible from the Swift boat lauch (Swift Reservoir) or Pine Creek Visitor Center.
H.7 FISH REQUIREMENTS
No sites need fish removal during dewatering.
H.8 DEWATERING AND REWATERING
1. A written dewatering plan shall be prepared prior to the start of the instream work that describes the method of bypass, location, and construction of coffer dams (which must be built with non-erosive materials), the number and size of pumps to be used, and backup plans in place in case of mechanical failure or unanticipated storm events. It is preferred that a bypass pump system is used instead of a hard pipe due to the size of the work area.
2. The dewatering system will be designed and installed to minimize erosion and sediment delivery to the stream, and to withstand all stream flows anticipated during the construction period.
3. Water will be routed downstream of the work site using a by-pass culvert/pump. The bypass discharge point shall be designed to minimize erosion and scour of the stream channel, banks, and vegetation.
4. Diversion sandbags can be filled with material mined from the floodplain as long as such material is replaced at end of project. Small amounts of instream material can be moved to help seal and secure diversion structures.
5. Wastewater from project activities within the dewatered area shall be routed to an area outside the bankfull channel to allow removal of fine sediment and other contaminants prior to infiltrating back into the stream.
6. Upon project completion, slowly re-water the construction site to prevent loss of surface water downstream as the construction site streambed absorbs water and to prevent a sudden release of suspended sediment. Monitor downstream during re-watering to prevent stranding of aquatic organisms below the construction site.
7. Any materials used to construct the dewatering system will be removed prior to the completion of the project.
H.9 HEAVY EQUIPMENT
1. The use of heavy equipment within the bankfull channel of the stream will be minimized where possible. Where such work is necessary, appropriate measures shall be taken to minimize damage to the stream banks and streambed. To the extent feasible, heavy equipment will work from the top of the bank, unless work instream would result in less damage to the aquatic ecosystem.
2. To prevent the introduction and spread of aquatic and terrestrial invasive plants and animals, accumulations of soil and debris shall be removed from the drive mechanisms (wheels, tires, tracks, etc.) and undercarriages of all heavy equipment prior to its working within the bankfull channel of the stream. Any equipment that will be working instream and has been utilized for instream work in the past year, must be thoroughly pressure washed with hot water prior to entering National Forest Service land to kill/remove aquatic invasive species. If possible, pressure wash all equipment that
Project Name: FR 90 RD – Seed Task Order Page 18 will be working instream at 140°F (60°C) or higher for minimum of five minutes or at 120°F or higher for a minimum of 30 minutes.
3. To prevent contamination, equipment used around any streams and wetlands shall be free of external petroleum-based products. Equipment shall be checked daily for leaks and any necessary repairs shall be completed prior to commencing work activities. All machinery fueling and maintenance involving petroleum products shall occur at a sufficient distance from stream channels, waterbodies, or wetlands to prevent delivery of potential contaminants. Spill containment equipment and material shall be on site.
H.10 OTHER REQUIREMENTS
1. Invasive Species Control All materials and equipment used in or near any waterbodies shall be free of aquatic invasive species and noxious weeds. Materials and equipment used at a project site at which aquatic invasive species are already established shall be decontaminated so that no viable aquatic invasive species are transported from the job site.
2. Stockpile Materials
Minimize clearing and grubbing activities when preparing staging, project, and or stockpile areas.
Any large wood, topsoil, and native channel material displaced by construction will be stockpiled for use during site restoration.
3. Temporary Access Roads For this project, only existing roadways will be used. Construction of new permanent roads is not permitted.
4. Timely Completion
Minimize time in which heavy equipment is in stream channels, riparian areas, and wetlands.
Complete earthwork (including drilling, excavation, dredging, filling and compacting) as quickly as possible. During excavation, stockpile native streambed materials above the bankfull elevation, where it cannot reenter the stream, for later use.
5. Site Restoration
Initiate rehabilitation – Upon project completion, rehabilitate all disturbed areas in a manner that results in similar or better than pre-work conditions through removal of project related waste, spreading of stockpiled materials (soil, large wood, trees, etc.), seeding, and mulching. *Note: The USFS will provide the native grass seed mix for all seeding activities.
Decompact soils – Decompact soil by scarifying the soil surface of travel paths, stream crossings, staging, and stockpile areas, as directed by USFS representative.
6. Other A copy of the Memorandum of Understanding between the Washington Department of Fish and Wildlife and the U.S. Forest Service-Region 6 (January 2012) shall be available on site at all times.
