AMENDMENT 01 – QUESTIONS AND ANSWERS SECTION

Question 1: In reference to , “Sheet 4: Estimate of Quantities, Pay Item 20412 Select Borrow, 2,974 Cubic Yards , Commercial Source”, we are wondering if this pay item will be measured and paid for as spelled out in the IDIQ Base Contract? We have included the direct quotes from the contract for context.

As a reference, in the Base IDIQ Contract here is Note 3: “When a commercial source for rock or embankment material is noted, the material will need to be obtained from a certified weed-free commercial source. Submit scale tickets for any material from CO approved commercial source. Weight slips shall be signed by the scale operator or signed by the service provider if the slip is electronically produced.” Also from the original IDIQ Reference 832.04 states, “832.04 Measurement, Measurement under this Section will be made by the total number of units for each completed and accepted item listed in the Schedule of Items.

Material excavated when benching for embankments is incidental. CUBIC YARD:

Government material quantities will be the number of cubic yards measured in place. Commercial quantities will be verified from weight slips from the source using a conversion determined by the Contracting Officer. Weight slips shall be signed by the scale operator or signed by the service provider if the slip is electronically produced. As a recap, will Note 3 ( listed above) and Reference

832.04 (listed above) be enforced? Pay item 20412 is being converted to

TONS.

Answer 1: Load Tickets from a commercial source are required regardless if pay item is CY’s or Tons. Pay Item 20412 will be paid as a Contract Quantity by CY.

Question 2: In reference to, “Sheet 4 Estimate Of Quantities, Pay Item 20412, Select Borrow,2,975 Cubic Yards Commercial Source. Pay Item 20401 Roadway Excavation 3,270, Cubic Yards”. We would like clarification on what exactly is required for these Pay Items (as listed above), is this to be interpreted as the contractor is to excavate 3,270 cubic yards of waste and haul out to a waste site and then import 2,975 Cubic Yards of IN Spec Select Borrow from a Commercial Source with Certified Weight TICKETS plus layer it between the geogrid fabric up to subgrade elevations?

Answer 2: Pay Item 20412 is for placement and compaction of commercial source select borrow. Pay Item 20401 is for excavating roadway to depth and reuse of suitable material. Yes all suitable material needs to be placed within geogrid layers. All unsuitable needs to be hauled to Waste Site.

Question 3: Referencing Question 2, In the government’s opinion, is there any way a contractor could potentially unintentionally interpret the requirements as just digging the waste out of the hole and then reinstalling the waste between the geogrid fabric up to subgrade elevations as well as not provide the government with weight tickets and expect the government to pay the contractor as if the 2,975 Cubic Yards was really spec rock from a Commercial Source?

Answer 3: No. Weight tickets from commercial source are required.

Question 4: Will there be a pre-bid meeting?

Answer 4: Yes. The pre-bid meeting will take place virtually via Microsoft TEAMS on Wednesday, June 28, 2023 at 1130 PT. Immediately following the pre-bid meeting will be an in-person site visit of Purcell (GP Seed Task Order #2. If you wish to attend both, you can meet at the Cowlitz Valley Ranger District (10024 US Highway 12 Randle, WA 98377) prior to the 1130 PT pre-bid meeting taking place.

H.5 SPECIAL EQUIPMENT CLEANING REQUIREMENTS

Cleaning of Off-Road Equipment used by the Contractor for contract work shall be conducted outside the boundary of any National Forest Service land prior to moving each piece of equipment onto the project. The Contractor shall notify the Forest Service prior to moving each piece of equipment onto the project. Upon request from the Forest Service, arrangements will be made for Forest Service to inspect each piece of equipment prior to it being placed into service. The Contractor shall use cleaning methods necessary to ensure equipment is free of all attached mud, dirt, and plant parts. If noxious weeds are present at a project site, cleaning may also be required before moving between locations within the same project. These measures will assist to prevent the introduction/spread of the seeds of noxious weeds onto National Forest land. "Off-road Equipment" includes all machinery other than log trucks, chip vans, pickup trucks or vehicles used to transport personnel on a daily basis. Any equipment that will be working instream, and has been utilized for instream work in the past year, must be thoroughly pressure washed with hot water prior to entering National Forest Service land to kill/remove aquatic invasive species. If possible, pressure wash all equipment that will be working instream at 140°F (60°C) or higher for minimum of five minutes or at 120°F or higher for a minimum of 30 minutes.

H.6 USE OF PREMISES

1. A storage site will be permitted at Pine Creek Visitor Center. The Forest Service assumes no liability for materials stored within the storage site. The Contractor will be allowed to erect a temporary fence to secure materials and equipment, however, the fence shall be removed and the site restored prior to final acceptance of the contract.

Project Name: FR 90 RD – Seed Task Order Page 17

4. Water for construction is accessible from the Swift boat lauch (Swift Reservoir) or Pine Creek Visitor Center.

H.7 FISH REQUIREMENTS

No sites need fish removal during dewatering.

H.8 DEWATERING AND REWATERING

1. A written dewatering plan shall be prepared prior to the start of the instream work that describes the method of bypass, location, and construction of coffer dams (which must be built with non-erosive materials), the number and size of pumps to be used, and backup plans in place in case of mechanical failure or unanticipated storm events. It is preferred that a bypass pump system is used instead of a hard pipe due to the size of the work area.

2. The dewatering system will be designed and installed to minimize erosion and sediment delivery to the stream, and to withstand all stream flows anticipated during the construction period.

3. Water will be routed downstream of the work site using a by-pass culvert/pump. The bypass discharge point shall be designed to minimize erosion and scour of the stream channel, banks, and vegetation.

4. Diversion sandbags can be filled with material mined from the floodplain as long as such material is replaced at end of project. Small amounts of instream material can be moved to help seal and secure diversion structures.

5. Wastewater from project activities within the dewatered area shall be routed to an area outside the bankfull channel to allow removal of fine sediment and other contaminants prior to infiltrating back into the stream.

6. Upon project completion, slowly re-water the construction site to prevent loss of surface water downstream as the construction site streambed absorbs water and to prevent a sudden release of suspended sediment. Monitor downstream during re-watering to prevent stranding of aquatic organisms below the construction site.

7. Any materials used to construct the dewatering system will be removed prior to the completion of the project.

H.9 HEAVY EQUIPMENT

1. The use of heavy equipment within the bankfull channel of the stream will be minimized where possible. Where such work is necessary, appropriate measures shall be taken to minimize damage to the stream banks and streambed. To the extent feasible, heavy equipment will work from the top of the bank, unless work instream would result in less damage to the aquatic ecosystem.

2. To prevent the introduction and spread of aquatic and terrestrial invasive plants and animals, accumulations of soil and debris shall be removed from the drive mechanisms (wheels, tires, tracks, etc.) and undercarriages of all heavy equipment prior to its working within the bankfull channel of the stream. Any equipment that will be working instream and has been utilized for instream work in the past year, must be thoroughly pressure washed with hot water prior to entering National Forest Service land to kill/remove aquatic invasive species. If possible, pressure wash all equipment that

Project Name: FR 90 RD – Seed Task Order Page 18 will be working instream at 140°F (60°C) or higher for minimum of five minutes or at 120°F or higher for a minimum of 30 minutes.

3. To prevent contamination, equipment used around any streams and wetlands shall be free of external petroleum-based products. Equipment shall be checked daily for leaks and any necessary repairs shall be completed prior to commencing work activities. All machinery fueling and maintenance involving petroleum products shall occur at a sufficient distance from stream channels, waterbodies, or wetlands to prevent delivery of potential contaminants. Spill containment equipment and material shall be on site.

H.10 OTHER REQUIREMENTS

1. Invasive Species Control All materials and equipment used in or near any waterbodies shall be free of aquatic invasive species and noxious weeds. Materials and equipment used at a project site at which aquatic invasive species are already established shall be decontaminated so that no viable aquatic invasive species are transported from the job site.

2. Stockpile Materials

Minimize clearing and grubbing activities when preparing staging, project, and or stockpile areas.

Any large wood, topsoil, and native channel material displaced by construction will be stockpiled for use during site restoration.

3. Temporary Access Roads For this project, only existing roadways will be used. Construction of new permanent roads is not permitted.

4. Timely Completion

Minimize time in which heavy equipment is in stream channels, riparian areas, and wetlands.
