We met at the Cowlitz Valley Ranger District at 10:30, then drove to mp 1.3 on NFSR 4612. Attached is a clearing and grubbing typical, per request, and below is a summary of questions asked.

Purcell Creek Culvert Replacement Questions and Answers

Question 1: Is there a government source for aggregate or riprap?

Answer 1: Outside of the site itself, there isn’t an established government source for material. Lava

Creek Quarry (4600062) is the closest pit, but it isn’t developed and is currently designated only as a waste site.

Question 2: What are the clearing limits for pay item 20103 Clearing and Grubbing?

Answer 2: Attached is a plan sheet showing the horizontal clearing limits. Follow FP-14 section 201 for the clearing height (20’). The first 1.3 miles of NFSR 4612 will have light clearing and grubbing, since it has been traveled by the public more recently, and it has been thinned during suppression activities. However, the remaining 1.2 miles, leading up to Bluff Lake Trailhead, hasn’t been maintained since it washed out in 2011.

Question 3: After award, if the pipe is ordered now can it be stored on or close to the site?

Answer 3: We have done that on other projects, so yes, you can store the pipe close to the site until it is ready to be installed.

Question 4: Where do the quantities come from, is 100’ of pipe enough?

Answer 4: During the fire last season, in an effort to gain emergency access to the Bluff Lake

Trailhead, heavy equipment excavated material down to within working distance of the existing pipe, roughly 15’ above the pipe’s invert. The far side of the pipe is roughly 30’ above the invert. The intent is to install the 100’ pipe and backfill according to specification (slope 1V : 1.5H) until there is a 20’ road bed (traveled way + shoulders). The roadway excavation is to ensure the road is tied in appropriately.

Furthermore, according to FP-14 section 602, “Determine final location, skew, length, elevations, and grade according to Section 152. Do not order culvert material until the CO has accepted the final structure size, length, and alignment.” Staking, per Section 152, is incidental to pay item 60201.

Question 5: Can on-site material be used for the keyed riprap?

Answer 5: On-site material, disturbed during fire suppression activities, may be used for the unclassified borrow and/or riprap.

General Questions and Answers

Question 6: I am simply looking for a little clarification as to what type of Geogrid is desired for use on this RFP. There are callouts for Stabilization Geogrid Type I and II, and there are references to Table 714-6 which provides value requirements for Uniaxial Reinforcement Geogrids/Geotextiles, not Stabilization Geogrids.

There is only one Type of Stabilization Geogrid in the FP-14 Spec Book (Table 714-4) but there are notes to use a Type II, Biaxial Geogrid for the Roadway Excavation/Deep Patch work on MP 7.0 & MP 7.6. The notes also state that the Geogrid shall meet Table 714-6 which is again a Table that shoes values for Uniaxial Reinforcement Geogrids/Geotextiles.

We stock Geogrid’s that will meet all types in the FP-14 Spec Book – I just want to confirm that I am quoting the correct one based on the notes and details. I have attached a PDF copy of the spec section for your reference.

Answer 6: The intent is for the use of Reinforcement Geotextile and Geogrid. Which is section 714.04.

The attached 714 supplemental is now made a part of the 90 RD seed task order. All geogrid will conform to FP-14 Table 714-6 Type II Geogrid.

Additionally, while both Type I and Type II are called out on the Individual site drawings sheets, however for streamline purposes, all sites will be Type II.

Question 7: Is there a new SF-1442 for the base IDIQ? The old SF-1442 states a due date of 7/3/2023.

Answer 7: There is not a new SF-1442 for the IDIQ. The updated RFP submittal date was announced in

Amendment 01 and 02. Please ensure you acknowledge the amendments in your proposal.

714.04 Reinforcement Geotextile and Geogrid. Table 714-6.

(2) The specified minimum strenght is in both the axial and bi-axial directions.

(6) The minimum aperture size for the biaxial grid is 1 inch.

Remove and replace note (2) and add note (6) on to Table 714-6:
