2023 ROAD CONSTRUCTION INDEFINITE DELIVERY
INDEFINITE QUANTITY
(IDIQ) CONTRACT
GIFFORD PINCHOT AND OLYMPIC NATIONAL FOREST
PART I—THE SCHEDULE
SECTION B--SUPPLIES OR SERVICES AND PRICES/COSTS
This is an indefinite-delivery, indefinite-quantity multiple award contract with a period of performance of five(5) years from the date of contract award.
B-1 MINIMUM AND MAXIMUM CONTRACT AMOUNTS (AGAR 452.216-73) (FEB 1988)
During the period specified in FAR clause 52.216-18 ORDERING, the Government shall place orders totaling a minimum of $1000.00 but not in excess of $15,000,000.00 for each awarded contract. If any contractor reaches $15,000,000.00 in task order awards, they will be removed from the vendor pool. Additionally, the aggregate value of all awarded contracts shall not exceed $50,000,000.00 over the life of the contract. If $50,000,000.00 aggregate across all contracts is reached before the 5-year period of performance is up, no additional orders may be placed, and the contracts will be closed.
Note 1: Task orders placed against each of the awarded contract(s) will include Pay Item Numbers and Quantity of each Sub-item ordered. A task order will be issued designating the location of the work and the time frame in which it shall be completed. The Government may or may not schedule a joint site visit for individual task orders. Payments will only be made on those items completed by the Contractor, inspected, and accepted by the Government.
Note 2: Contractors are responsible for verifying site conditions of solicited bid items to calculate the work required to provide an adequate bid. Failure to visit the site cannot be used as an excuse for omission or miscalculation in offers.
Note 3: When a commercial source for rock or embankment material is noted, the material will need to be obtained from a certified weed-free commercial source. Submit scale tickets for any material from CO approved commercial source. Weight slips shall be signed by the scale operator or signed by the service provider if the slip is electronically produced.
Note 4: Unless otherwise noted in the Schedule of Items or elsewhere, bid items are considered contract quantities.
Note 5: Contractors are responsible for ensuring the bid item payment units are understood. For example, the payment unit for single-lane or double-lane miles is paid by the distance between beginning and end points and not by the distance accumulated by the number of passes the work requires.

SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT
OF WORK
C-1 SCOPE OF CONTRACT
This Road Construction Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract intends to support road construction requirements on the Gifford Pinchot and Olympic National Forest. The road work may occur in any district within the forests, see the attached maps. The Contractor shall furnish the necessary personnel, material, equipment, services, and facilities (except as otherwise specified), to perform the Statement of Work/Specifications referenced in Section C within the timeframe specified in Section F of the contract.
The Contractor shall assume all risk, loss, damage, or expense arising out of the prosecution of the work, except as otherwise provided in the contract.
Individual projects may include but are not limited to:
New Road Construction, road reconstruction/restoration, other roadbed and surfacing construction, road obliteration (decommissioning), construction of steel, concrete, and timber road bridges, Emergency Relief for Federally Owned Roads (ERFO), Great American Outdoors Act (GAOA) requirements, culverts, aquatic passage structures, ancillary structures, and related work.
Note: See Section C-18 for a list of road construction and incidental maintenance covered in this contract. Road construction shall comply with the Construction Wage Rates Requirements Statute
(CWRRS).
In accordance with FAR 16.505, this Indefinite Delivery Indefinite Quantity (IDIQ) contract’s subsequent task orders will be subject to fair opportunity procedures.
This IDIQ contract allows specific projects to be added via Individual Project Task Orders as they are developed.
Individual Projects will be packaged with project-specific details that supplement the standard specifications and terms of the basic contract. These Individual Project requirements will include detailed payment items, special or supplemental project specifications, drawings, specialized inspection terms, performance period requirements, government-furnished property, government-furnished facilities, or government-furnished services, special contract requirements, exhibits, and other detailed requirements applicable to the specific Individual Project.
If a fair and reasonable price is reached through the Individual Project proposal process, an Individual Project Task Order will be prepared for that specific project. The actual contract value is based on the cumulative amounts of these Individual Project Task Orders and any subsequent modifications to them.
If a fair and reasonable price is not reached through the Individual Project proposal process, that Individual Project will be withdrawn for acquisition separate from this contract. Pricing of Individual Projects will be firm-fixed price.
Solicitation No. 1240BH23R0005 3
Bonding requirements will be included with each Individual Project Task Order and will apply only to that specific Individual Project Task Order. There are no separate bonding requirements for the IDIQ contract as a whole.
The Government reserves the right to determine whether any specific Individual Project is to be made available under this contract. Numerous projects that also use the standard specifications and terms covered under this contract may be acquired separately from this contract. Typical projects that may be contracted separately often involve work that is more specialized in nature [e.g., a project for road striping only, a project that is primarily concrete work, a project that is primarily for asphalt placement, etc.]. Other factors may also influence whether projects are applied under this contract.
C-2 INDIVIDUAL PROJECT LOCATION
The area covered by this contract includes the Gifford Pinchot and Olympic National Forests.
The road work may occur in any district within the forests, see the attached maps. Individual task orders will provide the location for each project.
