The work involves cleaning exterior brick masonry using the gentlest means possible to remove oil, grease, dirt, biological growth, and chemical contamination. The project requires a California Class B contractor license and encompasses comprehensive cleaning operations with specific field testing protocols. Key dates include a non-mandatory pre-bid meeting on October 1, 2025 at 2:00 pm at the Power House adjacent to the Office Building, a deadline for project questions on October 8, 2025 at 5:00 pm, and a bid submission deadline of October 15, 2025 at 2:30 pm via email. The overall contract period extends through January 1, 2027. Subcontractors must demonstrate at least five years of satisfactory experience in comparable masonry cleaning work on at least two similar projects, with references required, and all work must be performed by skilled personnel whose qualifications are submitted within five business days after bid opening.

The estimated project cost is $153,000 for all exterior improvements. This solicitation includes a Minority/Local Business Enterprise (MLBE) set-aside designation, restricting bidding eligibility to certified minority and local business enterprises as defined by San Francisco procurement policies. The specification mandates extensive field testing of cleaning materials and methods, including low-pressure water cleaning, Simple Green solution, TSP solution, and Prosoco products, with sample panels subject to approval by Planning Preservation Staff before work proceeds on remaining surfaces. All cleaning activities must comply with California Regional Water Quality Control Board and State Water Resources Control Board regulations regarding water collection and disposal. Work is restricted to air temperatures between 40 degrees Fahrenheit and 90 degrees Fahrenheit, with masonry requiring a minimum of seven days drying time following completion.
