About this file

This is a Scope of Work specification document for painting and coating services at the Geneva Office Building, a project administered by the City and County of San Francisco. The work encompasses selective surface preparation and application of primer and paint to exterior and interior architectural elements, including wood windows, trims, gutters, shingle cladding, galvanized sheet metal flashings, downspouts, vents, and currently-painted plaster surfaces. The project explicitly excludes painting of non-ferrous metals, plated hardware, glass, and historic elements not originally painted. The contractor must coordinate with related work including repair and restoration of architectural woodwork and comply with California Class B contractor licensing requirements. A non-mandatory pre-bid meeting is scheduled for October 1, 2025 at 2:00 pm at the Power House adjacent to the Office Building, with all project questions due by October 8, 2025 at 5:00 pm and final bids due by October 15, 2025 at 2:30 pm via email. The contract term extends through January 1, 2027.

The project has a cost estimate of $153,000 and includes a Minority/Local Business Enterprise (MLBE) set-aside designation, restricting qualified bidding to certified minority and local business enterprises as defined by San Francisco procurement policies. Required paint products include Sherwin-Williams Exterior and Interior Latex paints for wood and plaster elements and Tnemec products for ferrous metals, with all materials subject to VOC compliance and manufacturer quality standards. The applicator must have a minimum of seven years of successful experience in comparable rehabilitation and restoration projects and must submit paint brush-out samples for color approval prior to work commencement. Field conditions require surface temperatures between 45 and 95 degrees Fahrenheit, relative humidity not exceeding 85 percent, and prohibition of application during rain, fog, or mist. Addendum #1 was posted on October 9, 2025 without modification to the bid due date.

09 90 00 - 6 Painting and Coating

D. Application

1. Apply paints according to manufacturer's written instructions and recommendations in

"MPI Manual".

a. Use applicators and techniques suited for paint and substrate indicated.

2. Tint undercoats same color as finish coat, but tint each undercoat lighter shade to facilitate identification of each coat if multiple coats of same material are to be applied. Provide sufficient difference in shade of undercoats to distinguish each separate coat.

3. If undercoats or other conditions show through finish coat, apply additional coats until cured film has uniform paint finish, color, and appearance. Give special attention to edges, corners, crevices, welds, exposed fasteners, and similar surfaces to ensure that they receive dry film thickness equivalent to that of flat surfaces.

4. Number of coats and film thickness required is same regardless of application method. Do not apply succeeding coats until previous coat has cured as recommended by manufacturer. Where sanding is required, according to manufacturer's directions, sand between applications to produce smooth, even surface.

a. Number of coats specified for paint systems in Paint Schedule is minimum. Provide additional coats as necessary to provide durable coating complying with application and appearance requirements.

5. Apply each material no thinner than manufacturer's recommended spreading rate unless otherwise stated in this Section. Provide total dry film thickness of entire system as recommended by manufacturer or as otherwise indicated.

c. Spray Equipment: Use spray equipment with orifice size as recommended by manufacturer for material and texture required.

7. Apply material evenly without runs, sags, or other defects. Work each coat into material being coated at average rate of coverage recommended. Cover surfaces completely to provide uniform color and appearance. Make edges of paint adjoining other materials or colors sharp and clean, and without overlaps.

8. Do not apply paints over dirt, rust, scale, grease, moisture, scuffed surfaces, or conditions detrimental to forming durable paint film.

9. Do not apply paint over mortar joints or sealant.

10. Apply paints to produce surface films without cloudiness, spotting, holidays, laps, brush marks, roller tracking, runs, sags, ropiness, or other surface imperfections. Cut in sharp lines and color breaks.

11. Scheduling Painting: Apply first coat to surfaces that have been cleaned, pretreated, or otherwise prepared for painting as soon as practicable after preparation and before subsequent surface deterioration.

a. Allow sufficient drying time between successive coats. Do not recoat until paint has dried so it feels firm and does not deform or feel sticky under moderate thumb pressure and where applying another coat does not cause undercoat to lift or lose adhesion.

E. Field Quality Control:

1. Dry Film Thickness Testing: Owner may engage services of qualified testing and inspecting agency to inspect and test paint for dry film thickness.

a. Contractor shall touch up and restore painted surfaces damaged by testing.

b. If test results show that dry film thickness of applied paint does not comply with paint manufacturer's written recommendations, Contractor shall pay for testing and apply additional coats as needed to provide dry film thickness that complies with paint manufacturer's written recommendations.
