About this file

This is Addendum No. 1 to Contract No. CON26-0011, issued by the City and County of San Francisco Recreation and Park Department on October 9, 2025, amending the solicitation for exterior improvements at the Geneva Office Building. The addendum provides clarifications and responses to bidder requests for information (RFIs) regarding the scope of work and technical specifications. The project encompasses four primary bid items: Brick Cleaning and Selective Replacement (~3,264 square feet on the San Jose and Geneva Avenue facades), Wood Windows, Gutters and Downspouts, and Window Vents and Doors. Key clarifications include that brick repair, replacement, and repointing have been removed from the scope of this phase, with cleaning being the primary brick-related work using only gentle methods such as low-pressure water or mild detergents. The non-mandatory pre-bid meeting was held on October 1, 2025, questions were due by October 8, 2025 at 5:00 pm, and final bids are due by October 15, 2025 at 2:30 pm via email to bridget.webster@sfgov.org. The contract term extends through January 1, 2027.

The estimated project budget is $153,000, and this solicitation requires a California Class B contractor license with a Minority/Local Business Enterprise (MLBE) set-aside designation restricting qualified bidding to certified minority and local business enterprises. Addendum No. 1 confirms that Western Red Cedar is the preferred wood species for repairs, that contractors must assume lead-based paint is present and comply with Cal/OSHA Lead in Construction Standards, and that existing sheet metal tying into brick shall remain in place. The addendum specifies that replacement trim must match original historic profiles and detailing to the greatest extent feasible, new stainless steel gutters and downspouts shall match existing profiles and sizes, and scaffolding shall be netted rather than shrink-wrapped to allow ventilation and prevent moisture entrapment. Contractors are responsible for providing temporary power at their own expense, and waterproofing around windows shall utilize self-adhered waterproofing membranes such as Bituthene applied per manufacturer recommendations.

A) BID ITEM 1: BRICK CLEANING AND SELECTIVE REPLACEMENT– See Attachment 1

• Cleaning brick on the San Jose and Geneva Avenue facades – Total brick area is ~3,264 SF on both the facades

• Must be cleaned with the gentlest means possible, such as low-pressure water or mild detergents combined with the use of a natural-bristled brush

• High-pressure water treatments and sandblasting should be avoided, as they can cause further damage

• Patches of brick in inconspicuous locations should be identified for test cleaning to ensure there are no negative effects of the cleaning technique

• Historic wood elements should be protected before beginning the cleaning process

• Removal of graffiti, improper paint coatings and biological growth from existing brick (Refer to Spec

Section 04 01 00)

• Removing paint and some other coatings, stains and graffiti can best be accomplished with alkaline paint removers, organic solvent paint removers, or other cleaning compounds

• Removal of paint from a masonry surface involves applying the remover by roller, brush, or spraying, followed by a thorough water wash

• As with cleaning, patches of brick in inconspicuous locations should be identified for testing paint removal techniques

• All damaged and missing bricks on west and north façade must be replaced (Refer to Spec Section 04

05 21)

• Refer to the National Park Service’s Preservation Brief 1: Assessing Cleaning and Water

Total

3. Please confirm clear KD redwood or western red cedar as acceptable wood species for the wood repair at four window bays and turret.

Confirmed with the first choice being Western Red Cedar

4. Please advise if lead is present in existing exterior woodwork.

Existing exterior woodwork may contain lead-based paint due to the building’s age. Contractors shall assume lead is present and perform all work in accordance with Cal/OSHA Lead in Construction Standard (8 CCR 1532.1) and all applicable local, state, and federal regulations. Proper containment, worker protection, and disposal procedures shall be implemented during paint removal and surface preparation activities.

3. Please advise if the sheet metal step flashing above the window bays is to be replaced.

Existing sheet metal that ties into brick to remain.

4. Please advise if temporary power is available for use during the project.

As the bid solicitation document states, temporary power to be supplied by Contractor, at Contractors expense.

5. Please provide a roof to gutter transition detail.

New gutters and downspouts shall match existing in profile and size and be connected to existing roof conditions in-kind. No new connection detail is required beyond matching existing installation.

Stainless steel gutters and downspouts to be used.

6. Please confirm if exact profile matches are required for replacement trim. If so, please advise if previously replaced sections of incorrect profiles are to be replaced with the original profile.

Yes. Replacement trim shall match the original historic profile, dimensions, and detailing to the greatest extent feasible. Where existing trim was previously replaced with an incorrect profile but remains in good condition, it does not need to be removed or replaced as part of this scope. Only deteriorated or missing trim shall be replaced, and all new trim shall match the original historic profile.

7. Panel detailing has been removed from the bottom of the turret and patched over with vertical T&G boards.

Please advise if the T&G is to be replicated at turret or removed and the original details recreated.

The original details of the panel are to be replicated

8. Access on corner where train turns how will access be provided to work on wood and gutters. Will they shut down MUNI and or powerlines?

RPD and MTA are in the process of coordinating this.

9. Scaffold- Will it be shrink wrapped or netted.

Scaffolding shall be netted, not shrink-wrapped, to allow for proper ventilation during masonry cleaning and to prevent moisture entrapment. Netting shall be installed to ensure debris containment and safety compliance per Cal/OSHA requirements.

10. To what extent is the brick repair? Full restore? Or only what is specified and if only specified could we have a detailed list of quantities for pointing and brick repair.

For the purpose of this phase of the project brick repair, replacement and repointing has been removed from the scope

11. Led abatement?

Yes. The Contractor shall include lead-safe work practices and abatement as required to complete the scope of work.

12. Where graffiti was covered, do they want us to strip those areas to bare brick?

Remove paint, coatings, and any other foreign material, in a manner that does not damage the masonry. The following are not allowed:

a) Abrasive cleaning of any sort.

b) Mechanical means.

c) Caustic paint removals or strippers, unless specifically tested and approved for use.

Refer to Spec 04 01 00, Section 3.04

13. Waterproofing around windows, what type of material?

Waterproofing around windows shall be performed using a self-adhered waterproofing membrane such as Bituthene or approved equal, applied per manufacturer’s recommendations. The membrane shall be compatible with adjacent materials and integrated with existing flashing to ensure a continuous, watertight seal. All joints shall be properly prepared, primed and sealed to prevent moisture intrusion.

14. Will all sheet metal be replaced that ties into brick and is on the window popouts?

Existing sheet metal that ties into brick to remain.

15. Is it up to our discretion whether or not a brick is replaced. For example do we replace a brick when 50% of it is damaged or missing, or do we replace the brick if only 25% of the brick is damaged or missing?

For the purpose of this phase of the project brick repair, replacement and repointing has been removed from the scope

16. There are many very wide cracks that have exposed themselves through the mortar joints of the brick where it looks as though the wall is separating from itself. It is evident that this is structural, there is something going on deep behind the brick. Regular pointing or patching will not band aid this situation. We are wondering weather there will be a structural engineer that could provided guidance on repairs.

For the purpose of this phase of the project brick repair, replacement and repointing has been removed from the scope

17. Will there be time for a deeper investigation into the brick work?

For the purpose of this phase of the project, cleaning is the only scope related to brick
