About this file
This document is a geotechnical memorandum that provides the results of a subsurface investigation for the proposed Blue Pool Safety and Access Enhancement project in Oregon. The project involves roadway and trailhead parking area improvements along Forest Service Road 2600-735 near Highway 126. The investigation characterized the soil conditions for the embankment foundations and pavement sections, including performing field borings, laboratory testing, and providing geotechnical recommendations. Key findings include the presence of well-graded silts, sands, and gravels with varying amounts of cobbles and boulders, non-plastic fine-grained soils, and R-values ranging from 69 to 74. The geotechnical engineer recommends new cut and embankment slopes not steeper than 1V:2H due to the granular nature of the soils, and that on-site soils may be selectively reusable pending further testing during construction.
The related federal contract opportunity is for the OR FLAP DOT 126(1), Blue Pool Safety and Access Enhancement Project, a solicitation issued by the Department of Transportation Federal Highway Administration. The scope involves roadway and trailhead improvements along Forest Service Road 2600-735 near Highway 126 in Oregon. No other details about the solicitation requirements, schedule, or procurement approach are provided in the available information.

OR FLAP DOT 126(1)
Linn County, Oregon
INTRODUCTION
This memorandum provides the geotechnical investigation results for the proposed roadway and trailhead parking area design for the Blue Pool Safety and Access Enhancements Project.
The geotechnical investigation included a field scoping assessment, subsurface investigation, and this memorandum with our final boring logs, laboratory test results, and geotechnical recommendations.
PROJECT DESCRIPTION
The Blue Pool Safety and Access Enhancement project begins at the intersection of Oregon Route 126 (HWY 126) with Forest Service Road (FSR) 2600-735 near milepost (MP) 10 in Linn County, Oregon, and extends generally north along FSR 2600-735 for approximately 2,600 feet.
The project location is shown in ATTACHMENT 1 – PROJECT AND BORING LOCATIONS MAP. The subsurface borings was primarily to investigate the embankment foundation conditions and collect soil subgrade materials for laboratory testing.
GEOLOGY
According to Orr and Orr (2012), the project is located in the Cascade Mountains physiographic province, a 600-mile long mountain range comprised of two volcanic regions: the older and deeply eroded Western Cascades and the younger, taller, snow-capped peaks of the High Cascades, such as Mount Hood, Mount Jefferson, and the Three Sisters. The province began forming in the Eocene epoch (~40 million years ago) due to subduction of the Farallon plate beneath the North American plate, which formed a chain of volcanic vents roughly parallel to the Pacific Ocean. Thick alternating sequences of ash and lava flows built the foundation of the Western Cascades. An interval of titling and folding about 5 million years ago caused volcanic activity to temporarily cease, accelerating stream erosion, leading to dissected mountain topography that exists today. Continued subduction of the Juan De Fuca Plate caused eruptive centers to migrate eastward between late Miocene and Quaternary epochs (~5 million to 10,000 thousand years ago), forming High Cascade peaks. Most recently in late Pleistocene (less than 100,00 years ago), lava flows erupted beneath sheets of ice, which led to development of lahars, high velocity and far reaching mud or debris flows composed of a slurry of pyroclastic material, rocky debris and water. Lahars filled many downstream valleys.
No large-scale, detailed geologic mapping is available for the project area, but small-scale, regional mapping (Wells, et al., 2008) indicates the site is situated along the margin of the Western and High Cascades provinces (ATTACHMENT 2 – GEOLOGIC MAP). These volcanic rocks generally consist of basalt, andesite, and dacite, but locally include volcanic tuff and lahar deposits. The McKenzie River has dissected its valley through these rocks and deposited a series of intra-valley river terraces, upon which the project site is located. River terrace deposits (alluvium) generally consist of well-graded silts, sands, and gravels, with varying percentages of cobbles and boulders up to three feet in diameter, as observed during our geotechnical investigation and field assessment of the site.
SITE CONDITIONS
The project begins at the intersection of HWY 126 with FSR 2600-735 near MP 10 in Linn County, Oregon, and extends generally north along FSR 2600-735 for approximately 2,600 feet.
The initial 70 linear feet from HWY 126 is paved with two inches of asphalt before the road transitions to an unpaved soil surface for the remainder of its length. The parking area entrance is on the right side of FSR 2600-735, approximately 1,400 feet from the HWY 126 intersection.
At the time of the subsurface investigation, large swathes of timber and topsoil had been cleared from the proposed parking area.
The project site is at approximately elevation 2,200 feet above mean sea level, with a mild, wet climate that promotes lush forests dominated by western hemlock and Douglas-fir, with western red cedar, bigleaf maple, red alder, vine maple, salal, rhododendron, Oregon grape, huckleberry, thimbleberry, sword fern, oxalis, hazel, and blackberry.
The local climate statistics below were taken from the Western Regional Climate Center (2022), that were recorded at the Carmen-Smith hydroelectric plant office, near Belknap Springs, Oregon, at an elevation of 2,162 feet between 1960 and 2016:
Mean annual precipitation (inches) ........................................................ 37.1 Mean annual snowfall (inches) .............................................................. 74.5 Mean max temperature (degrees Fahrenheit)........................................ 59.3 Mean min temperature (degrees Fahrenheit)......................................... 37.1
SUBSURFACE INVESTIGATION
The subsurface investigation was developed to characterize the soil conditions for the embankment foundations and for pavement section designs for the access road and parking area. The investigation was completed on August 16, 2022 and included 10 subgrade borings.
The boring locations are summarized in Table 1 and shown in ATTACHMENT 1 – PROJECT AND BORING LOCATIONS MAP. The boring logs and laboratory results are shown in ATTACHMENT 3 – BORING LOGS and ATTACHMENT 4 – LABORATORY TEST RESULTS.
Subgrade borings were drilled with a Central Mine Equipment (CME) 750X rubber tire drill rig, utilizing a 10-inch outside diameter solid stem auger and 14-inch flat profile bit. Borings were advanced to 5 feet below ground surface (BGS) or until practical refusal, backfilled with soil cuttings and resurfaced with cold patch asphalt (where applicable). Borings were logged in the field by an engineering geologist from WFLHD in accordance with FLH Soil and Rock Characterization Guidelines (2017).

The subsurface investigation initially included infiltration tests at two locations within the proposed parking area. However, personal communication on June 16, 2022 with Matt Helstab, U.S. Forest Service, indicated the local soils are highly permeable, as observed during a high-intensity rainfall event in which 3.15 inches of rain fell between June 10 and 14, 2022 (NOAA, 2022) and while heavy equipment was on site in support tree clearing for the parking lot. No pooling water or soil rutting was observed during this time. After conferring with Jim Neighorn, Western Federal Lands Highway Division (WFLHD) hydraulics engineer, infiltration tests were determined to no longer be required based on the anecdotal information.
Laboratory Testing
Samples collected during drilling were shipped to WFLHD in Vancouver, Washington. Samples and draft borings logs were reviewed by a WFLHD materials engineer and engineering geologist assigned to the project, and representative samples were selected for laboratory testing.
Results of laboratory testing will be used for analysis and design of pavement structural sections proposed for the project. Selected samples included the following tests:
• Soil Classification (AASHTO M145)
• Sieve Analysis (AASHTO T11/T27)
• Particle Size Analysis-Hydrometer Method (AASHTO T88-4hr.)
• Atterberg Limits (AASHTO T89/T90)
• Specific Gravity (AASHTO T100)
• Resistance R-Value and Expansion Pressure of Compacted Soils (AASHTO T190)
• Moisture Content (AASHTO T265)
Laboratory results are presented in ATTACHMENT 4 – LABORATORY TEST RESULTS.
SUBSURFACE CONDITIONS
Subgrade borings depths ranged from 1.8 to 5.0 feet BGS and encountered reddish brown gravelly silt to reddish brown silty gravel with sand containing cobbles and boulders (up to 36-inch diameter), which is generally consistent with what would be expected in river terrace deposits (alluvium). Minor amounts of organic materials, primarily tree and plant roots, were encountered in approximately one-half of the borings. One exception was boring SG22-06, which encountered decaying wood from the surface to one foot depth BGS. No groundwater was encountered during drilling.
Embankment foundation soils adjacent to HWY 126 consist of 1.0 to 1.5 feet of road base fill overlying reddish brown silty sand with gravel. Fine-grained soil materials are non-plastic and content ranges from 8.9 to 26.4% in the tested soil samples. Soil moisture contents range from
7.75 to 24.4%, specific gravity ranges from 2.696 to 2.796, and R-values range from 69 to 74.
RECOMMENDATIONS
We do not anticipate slope stability issues with the project as proposed. We recommend new cut slopes in soil and new embankment slopes using unclassified borrow quality materials meeting FP-14 Standard Specification 704.06 be graded no steeper than 1V:2H. Given the granular nature of embankment foundation soils, we anticipate settlement due to increased loads will be near instantaneous during construction, will be negligible in magnitude, with no significant term settlement below the proposed project elements.
Based on the limited laboratory test results, on-site soils may be suitable for selective reuse.
However, material testing is required at the time of construction and is the responsibility of the contractor, and onsite materials may not meet project specifications. Testing performed by WFLHD does not relieve contractors of any requirements contained in the project plans and specifications and does not waive any permitting requirements for any possible onsite materials source development. Surface and subsurface rights of any potential materials site must be verified by the contractor prior to use.
