About this file

This document is a geotechnical investigation memorandum for the Blue Pool Safety and Access Enhancement project along Oregon Route 126 in Linn County, Oregon (OR FLAP DOT 126(1)).

The memorandum summarizes the results of a subsurface investigation to characterize soil conditions and support the design of pavement structural sections for the project. The investigation included 10 subgrade borings to depths of up to 5 feet, soil classifications, laboratory testing for R-values, and recommendations for new pavement construction. Key findings indicate the soil is generally composed of reddish brown silty gravel and sand, with some cobbles and boulders. The soils were classified as A-1-b, A-1-a, and A-2-4, with R-values ranging from 69 to 74. Recommendations include constructing new pavement sections with 4-8 inches of asphalt concrete over 8-12 inches of roadway aggregate, depending on the specific project element (right turn lane, access road, or parking area). The report provides detailed pavement design parameters and suggests the subgrade soils may be suitable for reuse, subject to additional testing during construction.

SUBJECT: Final Pavement Structure Recommendations

Blue Pool Safety and Access Enhancement

OR DOT 126(1)

Background

This memo provides final pavement structure recommendations for Blue Pool Safety and Access Enhancement project at Linn County, Oregon. The Blue Pool Safety and Access Enhancement project begins at the intersection of Oregon Route 126 (OR 126) with Forest Service Road 2600- 735 (FSR 2600-735) near milepost 10 and extends north along FSR 2600-735 for approximately 2,600 feet. In addition to extension on FSR 2600-735, the proposed enhancements include addition of a right turn lane off OR 126 and a new parking area capable of holding up to 100 vehicles.

Recommendations provided in this memorandum are based on testing of soil samples collected during sub surface explorations in August 2022.

Subgrade Data

Subsurface investigations were conducted to characterize the soil type in the area to validate embankment foundation conditions and to use in design of pavement.

The investigation included 10 subgrade borings and was completed on August 16, 2022. Borings were advanced to five feet depth below ground surface or until advancement of the bit encountered refusal. Detail of location of subgrade borings and boring logs can be found in Geotechnical Investigation Results for Blue Pool Safety and Access Enhancements attached to this report as Appendix 1.

Out of 10 subgrade borings, three subgrade samples were selected for R-Value testing and were tested following AASHTO T 190 specification. Following AASHTO M 145, subgrade samples tested were classified as A-1-b (two samples) and A-2-4 (one sample) with R-values ranging from 69 to 74, corresponding to modulus values between 39,000 psi and 42,000 psi.

Traffic Data

In the Federal Lands Access Program (FLAP) application submitted by Oregon Department of Transportation and United States Forest Services for Blue Pool Safety and Access Enhancement project the Average Daily Traffic (ADT) and Seasonal Average Daily Traffic (SADT) are reported as 1,700 and 2,074, respectively. Trucks are reported to comprise 15% of the traffic.

Assuming that April through September are the months with higher number of visitors, the Annual Average Daily Traffic (AADT) for the road segment calculates to be about 1,900.

Using 15% for truck traffic and assuming that truck factor is 2.0 ESALs per truck and the annual truck volume growth rate is 2%, the 18-kip ESALs for a 20-year period design life is projected to be about 2,500,000.

Pavement Design Recommendation

Recommended asphalt concrete pavement design was developed using methods from the AASHTO 1993 Pavement Design Guide and guidance from Chapter 11 of the FLH Project Design and Development Manual (approved 2018). Pavement design variables are tabulated in Table 1.

Recommended pavement structure for the right turn lane to be constructed off OR 126, extension of the road on FSR 2600-735, and the new parking area are provided in Table 2, 3, and 4, respectively. Provided pavement structure recommendations are different from original WFL’s design and revised and strengthened following ODOT directions.

SUBJECT: Geotechnical Memo 39-22 Geotechnical Investigation Results Blue Pool Safety and Access Enhancements

OR DOT 126(1)

Linn County, Oregon

INTRODUCTION

This memorandum provides results of a geotechnical investigation to inform proposed roadway and trailhead parking area design for the Blue Pool Safety and Access Enhancements Project.

The geotechnical investigation included a field scoping assessment and subsurface investigation. This memorandum includes geotechnical recommendations, final boring logs, and laboratory testing of selected samples for use by roadway and hydraulic designers.

PROJECT DESCRIPTION

The Blue Pool Safety and Access Enhancement project begins at the intersection of Oregon Route 126 (HWY 126) with Forest Service Road (FSR) 2600-735 near milepost (MP) 10 in Linn County, Oregon, and extends generally north along FSR 2600-735 for approximately 2,600 feet.

The project location is shown in ATTACHMENT 1 – PROJECT AND BORING LOCATIONS MAP. The subsurface investigation was primarily in support of verifying embankment foundation conditions and for collecting subgrade materials for testing within the footprint of a proposed widening for a left hand turn lane on OR 126 that will utilize FSR 2600-735 to access a proposed trailhead parking lot.

GEOLOGY

According to Orr and Orr (2012), the project site is located in the Cascade Mountains physiographic province, a 600-mile long range of mountains which are comprised of two volcanic regions: the older, broader, and deeply eroded Western Cascades, and the dominating, snow-capped peaks of the younger, more easterly volcanoes of the High Cascades, such as

Mount Hood, Mount Jefferson, and the Three Sisters. The province began forming in the Eocene epoch (~40 million years ago) due to subduction of the Farallon plate beneath the North American plate, which formed a chain of volcanic vents roughly parallel to the Pacific Ocean.

Thick alternating sequences of ash and lava flows built the foundation of the Western Cascades.

An interval of titling and folding about 5 million years ago caused volcanic activity to temporarily cease, accelerating stream erosion, leading to dissected mountain topography that exists today.

Continued subduction of the Juan De Fuca Plate caused eruptive centers to migrate eastward between late Miocene and Quaternary epochs (~5 million to 10,000 thousand years ago), forming High Cascade peaks. Most recently in late Pleistocene (less than 100,00 years ago), lava flows erupted beneath sheets of ice, which led to development of lahars, high velocity and far reaching mud or debris flows composed of a slurry of pyroclastic material, rocky debris and water. Lahars filled many downstream valleys.

No large-scale, detailed geologic mapping is available for the project area, but small-scale, regional mapping (Wells, et al., 2008) indicates the site is situated along the margin of the Western and High Cascades provinces (ATTACHMENT 2 – GEOLOGIC MAP). These volcanic rocks generally consist of basalt, andesite, and dacite, but locally include volcanic tuff and lahar deposits. The McKenzie River has dissected its valley through these rocks and deposited a series of intra-valley river terraces, upon which the project site is located. River terrace deposits (alluvium) generally consist of well-graded silts, sands, and gravels, with varying percentages of cobbles and boulders up to three feet in diameter, as observed during our geotechnical investigation and field assessment of the site.

SITE CONDITIONS

The project begins at the intersection of HWY 126 with FSR 2600-735 near MP 10 in Linn County, Oregon, and extends generally north along FSR 2600-735 for approximately 2,600 feet.

Heading north on HWY 126, the project is accessed by taking a left hand turn onto FSR 2600-

735. The approach is paved with two inches of asphalt pavement for approximately 70 horizontal feet before the road transitions to a native soil surface for the remainder of its length.

Access to the parking area is located on the right hand side of FSR 2600-735, approximately 1,400 feet north beyond the intersection with HWY 126. At the time of the subsurface investigation, large swathes of timber and topsoil had been cleared from the site of the proposed parking area.

The project site is located within the Western Cascades Lowlands and Valleys ecoregion (Thorson, et al., 2003), which comprises a network of steep ridges and narrow valleys on lower slopes of the Cascade Mountains. Project site elevation is approximately 2,200 feet above mean sea level. The mild, wet climate promotes lush forests dominated by western hemlock and Douglas-fir, with western red cedar, bigleaf maple, red alder, vine maple, salal, rhododendron, Oregon grape, huckleberry, thimbleberry, sword fern, oxalis, hazel, and blackberry.

Project site climate statistics presented below were taken from the Western Regional Climate Center (2022), and were recorded at the Carmen-Smith hydroelectric plant office, near Belknap Springs, Oregon, at an elevation of 2,162 feet for the period 1960 to 2016:

Mean annual precipitation (inches) ........................................................ 37.1 Mean annual snowfall (inches) .............................................................. 74.5 Mean max temperature (degrees Fahrenheit)........................................ 59.3 Mean min temperature (degrees Fahrenheit)......................................... 37.1

SUBSURFACE INVESTIGATION

The subsurface investigation was developed to characterize soil conditions in an effort to validate embankment foundation conditions and to inform design of pavement structural sections for various project elements, including expansion of the highway for a left-hand turn lane, access road, and parking area. The subsurface investigation initially included infiltration testing at two locations within the proposed parking area. However, personal communication dated June 16, 2022 from Matt Helstab, U.S. Forest Service, indicated soils in the project areas are highly permeable, as observed during a high-intensity rainfall event that occurred June 10- 14, 2022, in which 3.15 inches of rain fell in the project area (NOAA, 2022). Additionally, 2.30 inches of rain fell in the 48-hour period from June 11-12, 2022, while heavy equipment was on site in support of tree clearing for the parking lot. No pooling of water or rutting of soils was observed during this time period. After conferring with Jim Neighorn, Western Federal Lands Highway Division (WFLHD) hydraulics engineer, it was determined that infiltration testing was no longer required based on this anecdotal information. The investigation included 10 subgrade borings and was completed on August 16, 2022. Boring locations are summarized in Table 1 and shown in ATTACHMENT 1 – PROJECT AND BORING LOCATIONS MAP. Draft boring logs and laboratory results are shown in ATTACHMENT 3 – BORING LOGS and ATTACHMENT 4 – LABORATORY TEST RESULTS, respectively.

Subgrade borings were drilled with a Central Mine Equipment (CME) 750X rubber tire drill rig, utilizing a 10-inch outside diameter solid stem auger and 14-inch flat profile bit. Borings were advanced to five feet depth below ground surface (BGS) or until advancement of the bit encountered refusal. Borings were backfilled with soil cuttings and resurfaced with cold patch asphalt (where applicable). Borings were logged in the field by an engineering geologist from WFLHD in accordance with FLH Soil and Rock Characterization Guidelines (2017).

Laboratory Testing

Samples collected during drilling were shipped to WFLHD in Vancouver, Washington. Samples and draft borings logs were reviewed by a WFLHD materials engineer and engineering geologist assigned to the project, and representative samples were selected for laboratory testing.

Results of laboratory testing will be used for analysis and design of pavement structural sections proposed for the project. Selected samples included the following tests:

• Soil Classification (AASHTO M145)

• Sieve Analysis (AASHTO T11/T27)

• Particle Size Analysis-Hydrometer Method (AASHTO T88-4hr.)

• Atterberg Limits (AASHTO T89/T90)

• Specific Gravity (AASHTO T100)

• Resistance R-Value and Expansion Pressure of Compacted Soils (AASHTO T190)

• Moisture Content (AASHTO T265)

Laboratory results are presented in ATTACHMENT 4 – LABORATORY TEST RESULTS.

SUBSURFACE CONDITIONS

Subgrade borings encountered soils that graded from reddish brown silty gravel with sand, to reddish brown gravelly silt, and were generally consistent with what would be expected in river terrace deposits (alluvium). Boring depths ranged from 1.8 to 5.0 feet depth BGS, and the majority encountered cobbles and/or boulders up to 36 inches in diameter. No groundwater was encountered during drilling. Minor amounts of organic material, primarily tree and plant roots, was encountered in approximately one-half of borings. One exception was boring SG22-06, which encountered decaying wood from the surface to one foot depth BGS. Embankment foundation soils adjacent to HWY 126, where the proposed left hand turn lane will be constructed, consist of 1.0 to 1.5 feet of road base fill overlying reddish brown silty sand with gravel. Soil fines contents range from 8.9 to 26.4%, and are non-plastic. Soil moisture contents range from 7.75 to 24.4%, specific gravity ranges from 2.696 to 2.796, and R-values range from 69 to 74.

RECOMMENDATIONS

We do not anticipate slope stability issues with the project as proposed. It is generally recommended that new cut slopes in soil material be constructed at a slope no steeper than 1V:2H. It is generally recommended that new embankment slopes be constructed utilizing unclassified borrow quality materials meeting FP-14 Standard Specification 704.06 and sloped no steeper than 1V:2H. Given the granular nature of embankment foundation soils, it is anticipated that settlement due to increased loading will be instantaneous during construction, and negligible in magnitude. No long-term settlement is anticipated for the proposed project elements.

Based on limited laboratory testing results included here, soils on site may be suitable for reuse.

Testing performed by WFLHD does not relieve contractors of any requirements contained in project plans and specifications, and does not waive any permitting requirements for any possible onsite materials source development. Testing of all materials is required at the time of construction and is the responsibility of the contractor, and onsite materials may not meet project specifications. Surface and subsurface rights of any potential materials site must be verified by the contractor prior to use.
