About this file

This document is a Davis-Bacon Wage Rates determination for highway construction projects in New Mexico, issued by the U.S. Department of Labor for the Gallup Municipal Airport project (AIP No. 3-35-0019-031-2024). The wage determination covers multiple counties in New Mexico, including McKinley County, and provides prevailing wage rates for various construction job classifications such as carpenters, cement masons, electricians, highway/parking lot stripers, installers, ironworkers, laborers, painters, and power equipment operators. The wage rates are effective as of January 5, 2024, and are subject to Executive Orders 14026 and 13658, which establish minimum wage requirements for federal contractors.

The wage determination specifies different hourly rates for each job classification, varying slightly by county. For contracts entered into on or after January 30, 2022, workers must be paid at least $17.20 per hour, or the applicable wage rate listed in the determination if higher. The document also includes provisions for paid sick leave under Executive Order 13706, requiring contractors to provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually. The wage rates include both base hourly rates and fringe benefits, with rates ranging from $9.60 to $24.66 per hour depending on the job classification and county. Contractors must adhere to these wage rates for all workers performing on the contract in 2024, with the rates subject to annual adjustments.

** Workers in this classificaon may be entled to a higher minimum wage under Execuve Order 14026 ($17.20) or 13658 ($12.90). Please see the Note at the top of the wage determinaon for more informaon. Please also note that the minimum wage requirements of Execuve Order 14026 are not currently being enforced as to any contract or subcontract to which the states of Texas, Louisiana, or Mississippi, including their agencies, are a party.

Note: Execuve Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitaon was issued) on or aer January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year. Employees must be permited to use paid sick leave for their own illness, injury or other health-related needs, including prevenve care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including prevenve care; or for reasons resulng from, or to assist a family member (or person who is like family to the employee) who is a vicm of, domesc violence, sexual assault, or stalking. Addional informaon on contractor requirements and worker protecons under the EO is available at htps://www.dol.gov/agencies/whd/government-contracts.

Unlisted classificaons needed for work not included within the scope of the classificaons listed may be added aer award only as provided in the labor standards contract clauses (29CFR 5.5 (a)

(1) (iii)).

The body of each wage determinaon lists the classificaon and wage rates that have been found to be prevailing for the cited type(s) of construcon in the area covered by the wage determinaon. The classificaons are listed in alphabecal order of ""idenfiers"" that indicate whether the parcular rate is a union rate (current union negoated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Idenfiers

A four leter classificaon abbreviaon idenfier enclosed in doted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classificaon and rate were https://www.dol.gov/agencies/whd/government-contracts

Davis Bacon Wage Rates DB-6 prevailing for that classificaon in the survey. Example: PLUM0198-005 07/01/2014. PLUM is an abbreviaon idenfier of the union which prevailed in the survey for this classificaon, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determinaon. 07/01/2014 is the effecve date of the most current negoated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collecve bargaining agreement (CBA) governing this classificaon and rate.

Survey Rate Idenfiers

Classificaons listed under the ""SU"" idenfier indicate that no one rate prevailed for this classificaon in the survey and the published rate is derived by compung a weighted average rate based on all the rates reported in the survey for that classificaon. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates.

Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculaon of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classificaons and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determinaon. 5/13/2014 indicates the survey compleon date for the classificaons and rates under that idenfier.

Survey wage rates are not updated and remain in effect unl a new survey is conducted.

Union Average Rate Idenfiers

Classificaon(s) listed under the UAVG idenfier indicate that no single majority rate prevailed for those classificaons; however, 100% of the data reported for the classificaons was union data.

EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determinaon. 08/29/2014 indicates the survey compleon date for the classificaons and rates under that idenfier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negoated/CBA rate of the union locals from which the rate is based.
