The document is a Foreign Country of Concern Attestation form (PUR1355) for the Florida Department of Corrections (FDC) related to an Invitation to Negotiate (ITN) number FDC-ITN-25-071 for the operation and management of the Lake City Correctional Facility. The solicitation seeks a comprehensive contractor to manage a 893-bed minimum/medium/close custody male youthful offender facility for inmates 17 years and under, with requirements including security, inmate services, healthcare, educational and vocational programming, food service, and maintenance. Potential contractors must have at least ten years of correctional facility management experience and provide a 5% reply bond. A mandatory site visit is scheduled for April 7, 2025, with reply submissions due by May 23, 2025. The initial contract term will be three years starting July 1, 2026, with options for two-year renewal terms.
The estimated annual contract value is $38,451,732, calculated at 90% occupancy (guaranteeing payment for 804 inmates) with additional rates for excess inmates. Contractors must provide an $8 million performance bond or irrevocable letter of credit and demonstrate a Dun & Bradstreet Financial Stress Score of 1-4. Key requirements include maintaining American Correctional Association (ACA) accreditation, meeting inmate program participation standards, and complying with various state statutory requirements. Unique contract provisions mandate data storage within the United States, E-Verify participation, and compliance with regulations regarding scrutinized companies and foreign countries of concern. While no specific set-aside designations are prominently featured, the procurement encourages documentation of minority, women-owned, or veteran-owned business certifications.
