About this file
This is a Form 7 Pass/Fail Requirement Certification and Non-Collusion Certification document from the Florida Department of Corrections (FDC) for Invitation to Negotiate (ITN-25-068) regarding the Operation and Management of Contractor-Operated Correctional Facilities. The document outlines mandatory vendor certifications for a contract to operate the Moore Haven Correctional Facility, a 985-bed minimum/medium security male facility. Vendors must demonstrate at least ten years of relevant corporate experience, provide a performance bond of $8 million, and commit to being the prime vendor for all contracted services. The certification requires vendors to complete numerous compliance sections including E-Verify registration, scrutinized company attestations, and foreign country disclosures.
The form requires vendors to affirm financial stability through a Dun & Bradstreet Financial Stress Score, maintain data security within the United States, and certify non-collusive bidding practices. Critical vendor requirements include completing various government forms (PUR 7801, DMS Form PUR 1355), proving work authorization verification, and attesting to not being on prohibited vendor lists such as the Forced Labor Vendor List. Vendors must also understand potential immediate contract termination conditions, including false certifications or placement on specific restricted vendor lists. The document serves as a comprehensive compliance certification ensuring vendors meet specific legal, ethical, and operational standards before being considered for the correctional facility management contract.
