About this file

The Florida Department of Corrections (FDC) has issued an Invitation to Negotiate (ITN) Number FDC-ITN-25-068 for the operation and management of the Moore Haven Correctional Facility, a 985-bed minimum/medium security facility housing adult males. The ITN seeks a contractor to operate the facility with an estimated annual spend of $29,822,599. Key dates include a mandatory site visit on March 31, 2025, a deadline to submit questions by April 4, 2025, and a reply submission deadline of May 16, 2025. The initial contract term is three years, with potential renewal options for successive two-year periods, contingent upon satisfactory performance and available funding.

The pricing structure requires vendors to submit a per diem rate that meets or exceeds a seven percent cost savings requirement under Chapter 957, F.S. Vendors must provide a performance bond of $8 million and demonstrate financial stability through methods such as audited financial statements, investment-grade credit ratings, or a letter from the chief financial officer attesting to financial stability. The evaluation methodology allocates 70% of points to the technical proposal (including experience, operational plan, security operations, health services, and programmatic services) and 30% to pricing. The Department reserves the right to negotiate with vendors, request best and final offers, and make a single award or no award based on providing the best value to the state.
