About this file
This is a Form 11 Certification of Drug-Free Workplace Program document associated with the Florida Department of Corrections' Invitation to Negotiate (ITN-25-068) for the Operation and Management of Contractor-Operated Correctional Facilities. The form outlines specific requirements for vendors to establish and maintain a drug-free workplace program, including publishing employee statements about controlled substance prohibitions, informing employees about drug abuse dangers and workplace policies, providing employees with policy statements, and establishing reporting and rehabilitation protocols for drug-related workplace violations.
The certification form is part of a broader procurement process that provides a competitive advantage to vendors who can demonstrate a comprehensive drug-free workplace program. Under Section 287.087 of Florida Statutes, vendors who certify compliance with these requirements may receive preference in cases of identical tie proposals. The form requires vendors to make a good faith effort to maintain a drug-free workplace through implementation of applicable laws, rules, and regulations, with specific mandates such as notifying employers of any drug-related convictions within five days and potentially participating in drug abuse assistance or rehabilitation programs.
