About this file
This is a Request for Proposal (RFP) modification issued by the Kentucky State Fair Board (KSFB), operating under the brand Kentucky Venues, seeking qualified vendors to provide merchandise design, sourcing, and production services for official event merchandise. The KSFB operates three major annual events: the National Farm Machinery Show in February (300,000+ attendance), the Kentucky State Fair in August (600,000+ attendance), and the North American International Livestock Exposition in November (200,000+ attendance), in addition to facility-branded merchandise for Kentucky Venues' 300+ employees across two facilities. Products and services requested include original merchandise design concepts, artwork development and production-ready files, product sourcing and manufacturing, physical samples and digital proofs, packaging, delivery of finished goods, and quality product pictures supporting online sales. Product categories span apparel, headwear, outerwear, premium lifestyle merchandise, collectibles, and agriculture-themed goods. The RFP was released on March 20, 2026, with vendor questions due by March 27, 2026 at 3:00 PM EST, addendum responses anticipated on April 3, 2026, and proposals due by April 10, 2026 at 3:00 PM EST. The anticipated contract term is two years with two optional two-year renewal periods upon mutual agreement. The KSFB reserves the right to award multiple contracts and does not grant exclusive merchandise rights.
The KSFB retains full control over branding, pricing, inventory management, point-of-sale systems, customer data, and sales reporting; on-site retail operations will be conducted by KSFB staff. Vendors must specify minimum order quantities, production lead times, drop-ship capabilities, inventory storage requirements, and reorder timelines on the cost proposal form. The KSFB is tax-exempt and will not pay federal excise tax or Kentucky sales or use tax. Pricing must remain firm for the first twelve months of the contract; price increases may be requested after twelve months based on industry-wide changes with thirty days' notice and justification, while price decreases must be passed through as available. Vendors may optionally propose e-commerce fulfillment services including online store setup, order fulfillment, shipping, returns processing, and customer service support. All custom artwork, designs, and production-ready files created under the contract become the sole property of the KSFB. Either party may terminate the agreement for convenience with sixty days' written notice. The evaluation will consider technical criteria (design and production, e-commerce fulfillment options, inventory model, design and brand control, and event experience) worth 1,000 points and cost proposal criteria worth 500 points, for a maximum of 1,500 total points.
