About this file
This document contains questions and answers regarding Solicitation Number FDA-SOL-1238631 for on-site facility operations and maintenance support services at the National Center for Toxicological Research. The services required include janitorial services, hand sanitizer dispenser maintenance, and animal laboratory support. Janitorial services do not include linen changes for dormitory occupants. There are approximately 85-90 hand sanitizer dispensers currently in use that utilize a liquid or foam refill. The contractor will not be responsible for new fire extinguishers. An updated list of key personnel positions has replaced the incumbent employee seniority list to ensure a fair competition. Animal laboratory spaces totaling square footage and equipment lists are provided in Attachments D and Appendix VII respectively. Specialized personal protective equipment and requirements vary by animal species as determined by veterinary staff and principal investigators. There are no current funded refurbishment or upgrade projects planned for the next five years, but any changes to building space or equipment will be negotiated and modified during the affected fiscal year.

FDA-SOL-1238631 Questions and Answers Amendment 2 Attachment A
1. Is the janitorial services that are provided for the dorms completed when occupancy ends or is this a “hotel” type service?
Response: Typically, once a week the rooms are cleaned while occupied and occupants can call for out of routine service for towels, sheets etc.
2. Will the dorm occupants, during their stay, be responsible for changing/washing the dorm linens?
Response: NO
3. Can the government provide a count of hand sanitizer dispensers located on the Jefferson
Laboratory Complex? Also, what is the type/model currently utilized on the center?
Response: Roughly 85-90 using a FM1200 refill liquid or foam(preferred).
4. Will the SP be responsible for any new fire extinguishers during this contract?
Response: No, the government will provide all extinguishers as required.
5. Please reference the following:
a) Attachment 10 - Non-SCA Exempt Incumbent Employees Length of Service: This attachment provides the list of incumbent employees and their seniority.
b) Solicitation Section E.2.1.2, Factor 1, Sub-factor a. This section requires offerors to “Provide resumes only for Supervisory/Key Personnel and Lead Craftsmen listed”
c) The fact that, historically, there have only been 2 bidders on this opportunity
The inclusion of the incumbent employee list implies that offerors should include the seniority cost in their staffing estimate. The requirement for offerors to provide resumes for supervisory personnel provides the incumbent contractor with an unfair competitive advantage because non-incumbents will be forced to propose non-incumbent personnel that will not align with the seniority list pricing.
i. To ensure a fair and equitable competition, will the Government consider removing the requirement for offerors to provide resumes for Supervisory/Key Personnel and Lead Craftsmen?
i. Response: The solicitation has been amended to include an updated list of Key Personnel under section C.2.2.2 Contractor Personnel.
ii. Due to the amount of lead positions on the seniority list, would the government consider issuing a three (3) week extension to provide offerors with ample time to recruit for these positions?
i. Response: No, see amended solicitation to include updated list of Key Personnel.
FDA-SOL-1238631 Questions and Answers Amendment 2 Attachment A
6. During the site visit, offerors were not permitted to view the animal laboratory facilities, which have specialized service requirements.
a) Please provide a list of animal laboratory spaces (incl. sq. ftg. and list of equipment to be serviced) Response: See “Attachment D” for square feet measurements of animal laboratory spaces. Equipment is listed in Appendix VII of the PWS.
b) Do these spaces require personnel to gown in and out?
Response: We currently have Rodents, Monkeys and Zebra fish, each of these species have their own unique requirement that are established by our Veterinary Service/ Principal Investigators. Government will provide appropriate PPE for entry to animal rooms as required by Principal Investigators.
7. Will the Government please provide the plan for refurbishment or upgrade for the facility for the next 5 years? This information will allow potential bidders to better understand the cost drivers to support the total effort planned for the Jefferson Labs Campus.
Response: There are no funded projects to our knowledge at this time however any deletions or additions in building square footage or equipment will be negotiated and modified during the FY they occur.
