1. E.2.1.2Part II – Technical Proposal Instructions, (b), states: The technical proposal is limited to a total of fifteen (15) double sided pages (i.e. page numbering would equal 30 pages). Pages beyond the page limits listed shall be removed and not evaluated. Sub-Factor B Technical Approach requires an operating plan for Emergency Procedures – Loss of Air, Loss of Steam, Water, Electrical & HVAC, EMCS Procedures - Including Instrumentation/Calibration, Shutdown and Leaks Procedures, Water Plant Operations, Boiler Plant Operations, Steam Shutdown and Maintenance Plan, Sewage Pre-treatment Operations, District Cooling Operations, Describe proposed method of managing the preventive maintenance of all systems as outlined in the PWS. Managing all routine maintenance request and task orders, Energy consumption along with a Quality Control Plan, Phase-in Plan and Sustainable Acquisition Plan. These plans are required for the government to see if the contractor will demonstrate ability and understanding of the Scope of Work to accomplish each task specified in the Performance Work Statement.
The previous procurement required the same information and plans from offerors, but with page limitations of 100 pages. Reducing the page limitation by 70 pages makes it difficult to be able to provide in detail the information the government is requesting. Will the government consider increasing the page limitations?
Response: The page limitations will remain unchanged. Resumes will not be applied towards page count limit of technical proposals as they were in the past.
2. Per PWS Appendix XIV, page 86, Can the Government provide test history of all fire extinguishers in order to accurately price the testing that will need to be accomplished?
Response: NO, this is a new requirement and the status of the existing program have not been confirmed and conveyed to the Government from the program office that is currently doing this.
For this contract period of performance including all options it is not anticipated that internal or hydrostatic testing will be required by the SP. It is the Government’s intent to have all the fire extinguishers testing requirements to be brought to a current status within years 2021 to 2024, meaning all extinguishers will have current internal and hydrostatic testing completed resetting 6 year and 12 year testing requirements. The cost of this will be on the government and not part of this task order.
3. Page 16 of 89, F, Government Vehicles. Response: No, the Government does not provide service vehicles for maintenance personnel.
If so, what type of vehicles and how many are utilized?
Response: The list below is the only equipment provided by the government to the SP.

No subcontract handling fee, management etc. shall be included in task order proposal that may require subcontracts for portions of the work. All overhead, G&A etc. shall be included in the fixed price portion of the applicable labor categories. Is the government stating there will not be any G&A, profit or handling fees allowed on any of the IDIQ Task Orders? Are we to include these costs into the Fixed Price portion of the contract up to the $1,000,000.00 limitation even if the government does not utilize the total yearly threshold?
Response: For task orders that require a subcontract there will be no markup on the subcontract as the administration of task orders should be in the fixed price portion of the proposal.
The fixed price hourly rates shall include all direct labor cost, indirect labor cost, general and administrative cost and profit or fee (B.2.2, B.) for task orders.

Response: Yes, it defaults to a standard priority unless escalated by the government.
15. Page 18, 1.8 Equipment additions, deletions, change Procedures. How is the SP expected to anticipate such changes? Will the government issue modifications to the contract for additions and deletions of equipment during the contract period?
Response: Yes, there are two scenarios by which equipment is added/deleted. First new projects where equipment deletions/additions are conveyed to the SP the aggregate equipment lists can be reviewed by the SP and modification to contract request if it is warranted. Second during normal life cycle of equipment which is normally a one for one and would normally not require any modification to the contract.
16. It is understood the Service Provider will subcontract various services to maintain the equipment at the JLC. However, in the event of a major equipment failure what is the repair limits the Service Provider will be responsible for? Such as roof repairs, elevator repairs, generator repairs, air compressor repairs, fire alarm repairs, etc.?
