New LAN Room or Small Computer Room General Requirements
Version 10-5-2012
Preface:
These specifications are required for any ORA Field site that has five or more FTE on-site. These requirements are to be applied to Small Computer Rooms where this would be the only Computer Room within the FDA space (such as a small Resident Post) at a given location and as a supplemental LAN Room, in locations where there are two or more LAN Rooms within the FDA space (such as a District Office) within a given location.
These requirements are necessary when considering the cost of the VoIP equipment and their critical need in supporting FDA field operations. ORA field LAN Rooms are the nerve center of the office.
Their operation is responsible for supporting connectivity to HQ’s based FDA systems email, phones and voice mail which are used on a daily basis by the field investigative and compliance staff. If the equipment in this room fails or goes off-line, the office shuts down.
These requirements are necessary in each location where office requirements and layout mandates a VoIP switch stack to be installed. A VoIP switch stack consists, at a minimum of, of a rack, a patch panel, a switch stack and a UPS battery pack. The placement of these switch stacks are the responsibility of the WAN Specialist and the VoIP Project Manager. The cost and necessity of the VoIP equipment dictates these requirements to insure their reliability and longevity of the equipment.
All items listed are required and are not optional.
General Requirements:
1. The LAN closet should be placed within the FDA office space in as central a location as possible in order to equalize the plant wiring runs from the switches to the wall plates. This requirement prevents the LAN Room from being setup on an exterior wall adjacent to public space.
(Planning for this requirement is to be provided by Local FDA management)
2. The LAN closet shall be equipped with a lockable door, keyed independently from other office doors to limit access to unauthorized personnel. Acceptable solutions are key lock, card reader of similar device that will restrict access to only those authorized to enter the LAN room.

3. The LAN closet shall have no door or a window which opens to public space as this would violate network security policy. Public space is defined as any space not under the local FDA office direct control. Public space will include but is not limited to public hallways, corridors, common building space or any other building occupants leased space.
4. Wall construction around the perimeter of the LAN room must be floor slap to floor slap in order to prevent access to the room by crawling over the wall above the suspended ceiling.
A secure flat ceiling can be used to meet this requirement, but the ceiling must be comparable or stronger to the room’s wall construction.

5. The LAN closet shall have a light colored, non-conductive floor covering, such as linoleum or tiles. Carpet of any type will not be acceptable.
6. The entry door of the LAN closet shall swing outward to minimize the impact on the LAN closet’s interior space.
7. The size of the LAN closet shall be a minimum of 100 SF and used to house only IT, Network, LAN/VoIP and Security equipment.
8. One or more, two post, floor mounted rack with cable and power management systems and ceiling ladders as necessary meet the entire floor data connection requirements , floor mounted with rear and side clearance to provide access and ventilation. Clearance is considered at least 36” to 45” from back of rack to the wall and 36” to 45” in front of rack

9. Space on the rack or racks for as many RJ-45 Patch Panels as necessary to meet the entire floor data connection requirements. All patch panels are to be mounted at the top of the rack to allow for as must free space below as possible.

10. After the patch panels are installed there must be space on the rack for one, with expansion to four, Cisco 3750 POE switches or one Cisco 4507 POE switch and their UPS units.

11. When Cisco 3750 switch(es) are planned (the number and type of switches to be determined by the VoIP Project Manager) for a given location, provide two, 120 volt / 20 amp (NEMA 5- 20R) dedicated electrical circuit installed in the wall, directly behind the rack, at building standard height, below the plywood de-mark panel. This will provide electric service for the Cisco 3750 switch(es), VoIP switch UPS unit and the SMS Server UPS unit.

Or
When Cisco 4507 switch(es) are planned (the number and type of switches to be determined by the VoIP Project Manager) for a given location, provide two, 220 volt dedicated electrical circuits, one at 30 amps (NEMA L6-30R) and the second at 20 amps (NEMA L6-20R). Please install the receptacles, in the wall directly behind the rack, at building standard height and below the plywood de-mark panel. This will provide electric service for the VoIP Cisco 4507 switch(es), the VoIP switch UPS unit and the SMS Server UPS unit.

12. Provide one, 4'x4', 3/4" plywood de-mark panel, wall mounted, behind the rack. Dry wall compound skim coated and painted to match room color. Skin coating to be applied after code inspection to allow verification the plywood has the proper fire rating.
13. Provide, one 4X4, 120v / 20amp (NEMA 5-20R) dedicated circuit, in a quad box, mounted on the plywood panel to service wall mounted equipment. Mount the quad box high on the plywood de-mark board in the upper left corner. The plywood de-mark panel will be used to support phone and data circuits, Telco gear and the FDA security system if they require it.
14. If the LAN room will house a router, provide a #6 ground wire also known as a bus bar to be installed on the lower right corner of the plywood panel to service grounding requirements for wall mounted equipment.
15. Insure ample electrical service is provided to power future equipment needs within reason. We suggest wall mounted duplex receptacles every 6 foot within the LAN room if space permits.
For small LAN closets this requirement can be relaxed.
16. Provide a separate, 24 hour, HVAC system adequate to provide proper ventilation for the installed of all VoIP, IT and Security equipment. Proper ventilation is considered to be temperature maintained between 68 and 72 degrees and 20% to 70% RH (non-condensing), without the addition of separate humidity controlling devices such as a humidifier or de-humidifier. The system will require a minimum of both one air inlet and one outlet in the LAN area or the utilization of a ductless HVAC system. Thermostat controlled exhaust fans are not to be considered a substitute for the supplemental cooling system.
17. A conduit, 2” or larger suitable for 25 or 50, 8-pair copper trunks and Fiber Optic runs from the building de-mark to the FDA LAN closet. This conduit shall terminate above the FDA de-mark board referenced in item # 10 and slightly below the ceiling grid. All conduit bends must be a shallow radius type to allow Fiber Optic runs without stressing the Fiber. No 90 degree bends.
Conduit must include a pull string to support future wiring pulls.
