MEMORANDUM FOR ALL POTENTIAL OFFERORS

SUBJECT: Request for Proposal (RFP) No. FA9101-21-R-0001, Facilities Acquisitions for
Restoration and Modernization (FARM) II
1. This is a RFP for the Arnold Engineering Development Complex (AEDC) FARM II requirement. This requirement is being solicited as a full and open competition, utilizing best value tradeoff based upon an integrated assessment of Technical, Past Performance, and Price.
The FARM II effort is a follow-on acquisition which includes mechanical, electrical, instrumentation, data, and control systems, and utilities design-build, construction projects, and/or two-phase design/build for military ground testing facilities at all AEDC locations listed in the Statement of Work. These projects include plant and infrastructure sustainment, restoration, and modernization to support the research, development, test and evaluation mission at AEDC.
2. The FARM II effort will be competitively awarded as a multiple award indefinite-delivery, indefinite-quantity contract with a five-year period of performance. The Government intends to award a minimum of two with a target of four contracts. The maximum dollar amount over the life of the contract is $300M. The minimum guaranteed order is $1K per awardee, which will be satisfied at time of award via issuance of a task order for the identified seed project and/or award of a post-award conference.
3. A site visit for the seed project has been scheduled for 9:30 a.m. Central Daylight Time
(CDT) on 23 June 2021. A detailed agenda is provided as Attachment L-8 of this RFP. If you are interested in attending, please register by providing the name of attendee(s), company name, citizenship, and telephone numbers to aedc.sso@us.af.mil by 15 June 2021.
4. The following documents are provided:

5. The offeror shall submit the Past Performance Volume no later than 7 July 2021, 2:00 p.m.
CDT. The offeror shall submit the remaining proposal volumes no later than 13 July 2021, 2:00 p.m. CDT. As a reminder, a competition library is available at https://www.arnold.af.mil/FARMII/. This library was developed to provide additional

information for the FARM II effort. Offerors are encouraged to review the library for any recent postings.
6. Concurrent with the issuance of this RFP, I will advise appropriate Government entities that the FARM II source selection is in progress. Recipients of this RFP are advised that any communications with Government personnel and agencies regarding this source selection is prohibited prior to contract award, unless approved by the Contracting Officer.
7. The RFP is not an authorization to begin performance, and in no way obligates the
Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award FARM II. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the CO with appropriate consideration established.
8. Questions and comments regarding this RFP are due no later than 2:00 p.m. CDT on 17 June
2021 and shall be submitted to the Source Selection Office at email address aedc.sso@us.af.mil.
The Government will consider all timely submitted comments and questions for possible incorporation.
