Instructions Attachment L-7 Price Matrix

| Offerors shall enter itemized list of all materials under 'Resource Type' and include a brief description of materials matching information from the Offeror defined 'Resource Type Glossary' tab and enter corresponding quantities with fully burdened price. | Quantity (number of units). | Offerors shall develop material categories in accordance with company policy and task requirements. The material categories shall be defined in the 'Resource Type Glossary' tab and include pertitent information such as material description, grade, machining/modification requirements (if any), and any unique features such that the team may evaluate the proposal for Completeness, Reasonableness, and Total Evaluated Price (TEP). | |||
| Offerors will need to link the price from the specific Tasks to the corresponding cell on the TEP tab and verify the TEP is correct. | |||
| Offerors shall treat labor costs as one unit and accordingly enter the total labor cost pertaining to the task | |||
| Offerors shall treat the costs of all subcontractor labor as a separate total labor cost (ONE unit for EACH subcontractor; i.e. 2 subcontractors result in an additional 2 total labor cost entries) when populating the Pricing Sheet. | |||
| It is acceptable to split the sheet between labor and material for each of the Tasks | |||
| Offerors are free to add or remove rows; however, it is ultimately the Offeror's responsibility to provide an accurate and complete Pricing Sheet . | |||
| It is acceptable to include supply-type materials (fasteners, paint, etc.) as a lump sum (with all applicable burdens); however, items considered capital investments (such as vehicles, forklifts, etc.), please break out separately (with all burdens). | |||

| Post-Award Conference Travel: For travel to Arnold AFB, TN cost shall not exceed per diem rates as identified in https://www.defensetravel.dod.mil/site/perdiemCalc.cfm for Coffee County, TN. See FAR Part 31.205-46 Travel Costs. |
Transportation: If driving by company vehicle, driving rate is based on IRS established mileage rate at https://www.defensetravel.dod.mil/site/faqmileage.cfm. If flying on a common US commercial carrier, “airfare costs in excess of the lowest priced airfare available to the contractor during normal business hours are unallowable except when such accommodations require circuitous routing, require travel during unreasonable hours, excessively prolong travel, result in increased cost that would offset transportation savings, are not reasonably adequate for the physical or medical needs of the traveler, or are not reasonably available to meet mission requirements. However, in order for airfare costs in excess of the above standard airfare to be allowable, the applicable condition(s) set forth above must be documented and justified (i.e., Coach).” Rental car or company vehicle must be justified as more advantageous to the Government.
Contractors shall adhere to current policies and directives that have been put in place by installation commanders with the inherit authority to protect the health and safety of personnel due to the COVID-19 pandemic when visiting Arnold AFB, TN. Policies and directives are publically posted and can be located by visiting the following website.
