Questions and Answers #7
Question: Task Order 0001-00 Vulnerability, 3.0 Technical Requirements, 3.8 Calibration Board, states that “The contractor shall acquire an on-orbit calibration board.” In addition, Volume III – Task Order Cost Proposals, 2. d. Material, Travel, and Other Direct Costs (ODCs) states “Provide an itemized, priced list of all proposed equipment, materials and supplies for each delivery/task order by OFY. Provide information regarding the basis of estimates (i.e. vendor quotes, purchased order, engineering estimates, etc.).”
Since the contractor, will be responsible for defining the requirements and specifications during the course of the task order, is it the Government’s intent for the contractor to acquire and design the hardware for the board, and include the acquisition price in the task order cost proposal, or is it the Government’s intent to allow the contractor to develop the estimate and acquire the items during task order performance?
Response: It is the government's intent to evaluate how the offeror intends to meet the requirements. In this instance, the government aims to look at how the contractor proposes to design and acquire an on-orbit calibration board. What is your approach? Offerors shall propose how they are going to accomplish this task without the government directing how it is to be done.
Question: Schedule B calls for CLIN 0001 SCHEMA (R&D Funded Research and Development and 0002 (O&M Funded Research and Development). Neither Section L nor M calls for how the Task Order proposal shall be broke out by CLIN. Usually, the estimating and reporting of R&F [sic] and O&M funds utilized in a R&D environment is separately determined and reported. Please provide the appropriate guidance to allow for contractors to properly allocate the costs to each CLIN and any estimates on the level of effort required for each separate CLIN of funding?
In addition, based upon the projected level of effort needed to adequately coordinate these changes, if supported, and reflect in our submission, we respectfully request a one (1) week extension to the current submission date.
Response: The estimating and reporting of Research and Development and Operations and Maintenance funds will be separately determined and reported by the Government. Individual task orders will utilize either CLIN 0001 or CLIN 0002 dependent on type of research funds received for obligation on a specific requirement. The CLIN to be used will be determined by the Government at the time a new requirement is identified and only one CLIN will be awarded on an individual task order. Offerors are not required to separate proposals by funds type.
Proposal due date remains 10 December 2009 NLT 1200 noon Mountain Standard Time.
