Notice of Contract Action (NOCA). A Sources Sought Synopsis was released on 23 March 2009 under the project entitled Space Control Effects Modeling & Assessment (SCHEMA). This announcement is to notify all interested parties that Det 8 Air Force Research Laboratory (AFRL) at Kirtland AFB NM anticipates releasing a solicitation FA9451-09-R-0003 on or about 9 Nov 2009 entitled, Space Control Effects Modeling & Assessment (SCHEMA). The Air Force Research Laboratory’s (AFRL’s) Directed Energy (RD) Directorate’s Satellite Assessment Center (SatAC) is the Air Force-chartered organization that evaluates directed energy effects on space systems, performs assessments of space system susceptibilities to directed energy sources, and develops tools to perform satellite and space systems technical analyses. Space systems are defined to include satellites, ballistic missile re-entry vehicles, certain boosters/launch vehicles used to attack other space objects or the US homeland from inter-continental distances, and their respective supporting architectures (including hardware and software). The SatAC has performed a variety of safety and survivability studies for the US Army Space and Missile Defense Command, US Space Command’s Laser Clearinghouse, the US Army’s Tactical High Energy Laser, and other AFRL/RD related programs. With the increasing use of directed energy (DE) to conduct satellite range finding, calibration, and imaging, and interest in using DE for space control, a continuing requirement exists for studying and quantifying DE effects on space systems. Current examples include ongoing studies to quantify safe operating conditions (sure-safe thresholds and/or predictive avoidance (PA) criteria) for lasers operating through the atmosphere and space and survivability requirements for space systems. Further, elements of space control, its overarching architecture and related mission areas (e.g. cyberspace and information operations) transcend traditional reasons why and ideas of what may comprise a system for study, analysis and general support not only from a pragmatic but also from a more esoteric standpoint. As an example, extensions of same include requirements to now support endo-, trans-, exo-atmospheric systems/vehicles as well as Enterprise Architecture constructs. Additional thematic elements such as war-gaming analyses have become key to addressing and rounding out an increasingly complex environment necessary for attaining and maintaining US space superiority. Therefore, implementations thereof encompass not only traditional research, development and testing activities but also research studies to enhance the understanding of current space architecture and associated operations concepts and their respective key drivers for shaping future space architecture and operations concepts; thus, extending current technology to understand, assess and ultimately forecast effects on a broader family of systems. Proposals will be due thirty days after the RFP release date. A Draft Request for Proposal will not be issued for this acquisition. However, documents contained in the RFP will be available for viewing on the FedBizOpps website at http://www.fedbizopps.gov. Offerors responding to this announcement must monitor the website for potential changes to the acquisition. Amendments, questions, and answers concerning the announcement will be posted exclusively on the website. All posted information will clearly display its date of posting. Offerors are reminded of the requirement to acknowledge all amendments (if any) in their proposal. This acquisition will be solicited as a 100% Small Business Set-Aside. Applicable NAICS Code for this acquisition is 541712. Small business size standard is 500 employees. An Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with Cost-Plus-Fixed-Fee (CPFF) completion task orders is contemplated. It is anticipated that contractual effort will consist of one (1) award for an ordering period of four (4) years from date of award, with a maximum ordering value of $49M. The contractor shall possess, or maintain, a local office not further than 30-miles from Kirtland AFB, NM. The security classification of the contract is expected to be TOP SECRET/SCI. Foreign owned firms are not permitted to participate in this procurement. It is anticipated that contractors will have access to or will generate data that is unclassified with limited distribution and/or subject to U.S. Export Control laws, therefore, only offerors who are certified by the Defense Logistics Information Services (DLIS) may submit offers. Contact US/Canada Joint Certification Office, DLIS, Federal Center, 74 Washington Avenue N, Battle Creek MI 49037-3084, 1- (877) 352-2255, http://www.dlis.dla.mil/jcp/, for further information on certification and the approval process. Offerors are required to either submit a copy of the DLIS approved DD Form 2345 with their proposal or to the Contracting Officer, if access to unclassified, limited distribution data is required to prepare the proposal. All offerors must be registered in the Central Contracting Registration (CCR) to be eligible to receive a contract award. All offerors must register on a one-time basis and annually confirm accuracy and completeness of registration information. Instructions for CCR can be accessed at http://www.ccr.dlsc.dla.mil. All offerors must ensure all rate data and estimating factors in the proposal are submitted for review to their cognizant Defense Contract Audit Agency prior to cost proposal submission.
