Responses to Questins #3

FA9451-09-R-0003

1. Amend the RFP instructions to clearly distinguish between the basic IDIQ contract and sample task order responses, including separate evaluation criteria and submission package instructions. Each task order should be stand-alone with task order specific details on executing management, technical, schedule, and cost requirements. The IDIQ should focus upon overarching management, technical and past performance requirements.

2. Provide and publish to all bidders a location where the following historical information is found:

Current labor categories historical labor hour utilization by Level 3 PWS

Current security clearance levels for each labor category and a description of the classified system engaged to each clearance level

Response: Each offeror should develop their own approach to meeting the Government’s needs. Historical information may not match a future approach. Security Clearance requirements must be met per guidance addressed throughout the RFP.

3. Provide standard set of projected labor categories to be used as a basis for staffing and cost. Allow the contractor to provide position description, skill mix and quantities based upon their proposed solution.

Response: Each offeror should develop their own approach to meeting the Government’s needs. Representational examples of labor categories were provided within RFP for example: Program Manager, Senior Scientist, Senior Engineer, etc. Contractors should be innovative in their approach and provide THEIR best mix of skills/quantities of personnel to met requirements

4. Remove the requirement for by name listing of personnel except for key personnel proposed by the offeror. Avoid disadvantaging any current incumbent contractor from procedures with [sic] would restrict the government from receiving innovative solutions from offers.
