Questions and Answers #5 Question: Is the SCHEMA RFP the recompete of the contract awarded as a result of the release of an RFP titled Space Object Awareness Research (SOAR), RFP F29601-02-R-0006 issued Sep 6, 2002?

Response: SCHEMA is the follow-up RFP to the current Directed Energy System Effects and Assessment Research Tasks (DESERT) contract. The Space Object Awareness Research (SOAR) title was renamed DESERT at time of award.

Question: What is DESERT which is shown as the tab name on the excel file of GFE that was released with the SCHEMA RFP?

Response: Directed Energy System Effects and Assessment Research Tasks (DESERT) is the current contract. Possible GFE identified in the excel file is contractor acquired property purchased in the performance of the DESERT contract which will become Government equipment at the completion of the current contract.

Question: Reference the SOAR RFP mentioned in question 1. On page L 9 of 12, paragraph D, the following information was provided by the Government: “Technical staffing for this effort is expected to require approximately 30 full and or part-time employees with top secret clearances in the first year, with growth expected to 35-40 or more. These positions are expected to be comprised of a Program Manager, a System Administrator, and engineers.” Request that the Government provide their estimate of technical staffing for the SCHEMA procurement. This information was provided previously and it appears to create a bias in favor of the incumbent if similar information is not provided for the SCHEMA procurement.

Response: Refer to question #9 on Q&A 2 posted on FBO 19 November 2009.

Question: In the SOAR RFP F29601-02-0006 issued Sep 6, 2002 with an 84 month ordering period, the following clause was included:

“H014 SUCCESSOR CONTRACTOR (SEP 1997)

(a) This contract represents a continuing need of the Government, and as such, it is anticipated that, upon completion or termination of this contract, another contract for substantially the same effort will be executed. In the event that another Contractor is selected as the "successor" Contractor, it is mutually agreed and understood that the Government interests in such a case may be best served through employment by the successor Contractor of Contractor employees who may be acceptable to the successor Contractor and who otherwise elect to accept employment with the successor Contractor.

(b) The Contractor agrees to preserve and make available to the Contracting Officer, if requested, copies of all records and other documentation, developed or acquired under this contract or preceding contracts for this effort, regarding performance of the work required by this contract.

(c) The Contractor agrees to cooperate fully with the Government and any successor Contractor to ensure an orderly transition at the end of this contract. The Contractor shall:

(1) Make available to the Contracting Officer, upon request, the names, job titles, and duties of all employees who have worked under this contract;

(2) Permit current employees to be interviewed for possible employment by a successor Contractor;

(3) Provide, as requested, an orientation for a maximum of _____ (insert number of employees) successor Contractor employees during the final sixty (60) days of this contract.”

If the SOAR RFP is the RFP that led to the current contract with Metatech Corporation (the incumbent contractor), then the successor contractor clause applies to any transition that is proposed for the transition of work to the SCHEMA contract and potentially a new contractor. Knowing that the successor contractor clause is in effect has a material impact on how any contractor other than the incumbent will propose on the SCHEMA procurement. Please confirm that the current contract with Metatech Corporation contains a successor contractor clause as shown above or provide the specific wording of the clause.

Response: Clause H014 identified in RFP F29601-02-R-0006 is an obsolete clause and is not included in the resulting contract.

Question: I have been looking over the solicitation but am a little confused on the deadlines. I have not submitted a proposal for this type of contract before. We have not submitted any company interest or account setup on this yet; are we still eligible to submit a proposal for SCHEMA on Dec.10, 2009? (assuming we meet the source business requirements, etc.)

Response: Any small business which meets the requirements as stated by the RFP may submit their proposal by the stated response date.
