Question: Section M, page M-3, paragraph (c), Subfactor 3 – Management states “Key personnel are defined as the Senior Project Engineer/Manager for each mission area, Senior Project Engineer/Manager for each TO, and the Senior Scientist/Engineer for each TO.

Section L does not identify mission areas, nor does the Statement of Work. Within the Statement of Work, paragraph 2, page 2, only examples of mission areas are provided. Specifically the SOW states in paragraph 2.2 - “(e.g. Space Situational Awareness [SSA], Defensive Counter Space [DCS], cyberspace and information operations)”. What are the mission areas for which Key Personnel are to be assigned and does the resume requirement for these key personnel apply?

Response: Mission area requirements will be identified in individual task orders stemming from the basic IDIQ SOW. There should be an overall technical program manager/point of contact for the contract. Each offeror should develop their own approach in assigning personnel for each Task Order to meet the Government’s needs. Yes, the resume requirement applies to key personnel assigned.
