About this file
This is a Public Questions and Answers document for federal solicitation FA9401-26-Q-0042, issued by the Air Force for HVLS (High Volume Low Speed) Fans and Installation, updated September 21, 2026.
The Q&A addresses five key inquiries from potential contractors. Regarding electrical requirements, the government stated that electrical diagrams are unavailable due to OPSEC (Operations Security) considerations and that no change orders will be issued later for electrical work, requiring contractors to account for all electrical costs in their initial proposal. TAA/BAA (Trade Agreements Act/Buy American Act) compliance is mandatory for the fans. The government confirmed no on-site storage is available for the fans and that a separate installer company will coordinate installation at multiple locations. Liftgate service is neither available nor required for delivery. The carrier is responsible for unloading the fans at delivery locations. All answers were provided on September 21, 2026, with one answer dated September 2, 2026. Contractors must incorporate these constraints and requirements into their cost and schedule estimates, particularly for the 50 fans to be installed across multiple buildings and hangers.

Question 1: This solicitation is stating some electrical requirements are involved. It gives very little information on this. Other than some locations may not have electrical boxes near the install locations. It also states that one of the buildings or hangers would need a breaker. With 50 different fans being installed it would be nice to have some type of electrical diagram. This would help us determine how much material and labor would be required for this portion of the project.
Would you be able to provide us any type of electrical diagram? Or would the electrical portion be a change order further down the line if needed?
9/21/2026 Answer 1: Diagrams not available due to Opsec, No change order further down the line. 9/21/2026
