About this file
This document is a Proposal Evaluation Factors document for federal contract opportunity FA9401-26-Q-0042 for HVLS Fans and Installation services.
The solicitation, issued by 377 MSG/PKC at Kirtland Air Force Base on 18 September 2026, will be evaluated using three primary factors: Technical, Past Performance, and Price. Offerors must receive a "pass" rating on both Technical and Past Performance factors to be eligible for award. The Technical factor is rated as either Acceptable or Unacceptable based on whether the quote meets the requirements stated in the Statement of Work (SOW) regarding product specifications and installation requirements. The Price factor requires that quoted prices support the proposed technical approach and are determined reasonable—representing a price a prudent person would pay in competitive business. Price analysis will utilize techniques found in RFO 15.404-1(b)(2). The Past Performance factor requires offerors to submit a paragraph not exceeding one page describing a successfully accomplished project substantially similar to the HVLS requirement in the SOW. The final evaluation proceeds by assessing the lowest-priced quote first for technical acceptability and past performance credentials, with the process continuing sequentially through higher-priced quotes until one meeting all evaluation criteria is identified as the winning quote. The USAF Contracting Officer is A1C Tyler S. Hatfield (tyler.hatfield.2@us.af.mil).

Introduction & Overview This document establishes the evaluation criteria and factors for the award of contract opportunity FA9401-26-Q-0042 HVLS Fans and Installation. The technical factor shall be rated overall as acceptable/unacceptable.

HVLS Fans and Installation| Proposal Evaluation Factors
A. The price of quotes should support the proposed technical approach and will be evaluated for reasonableness. Offerors whose price is determined to be unreasonable will not be considered for award.
B. Reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at RFO 15.404- 1(b)(2).
FACTOR 3: Past Performance.
Quotes should include a paragraph (not longer than one page) describing a successfully accomplished project substantially similar the HVLS requirement described in the SOW.
FINAL EVALUATION
The final evaluation will consider Technical, Price, and Past Performance. The successful quote will be decided by evaluating the lowest-priced quote for Technical Acceptability/Unacceptability. If that quote is Acceptable and the quoter has provided a Past Performance statement meeting the stated criteria, then it will be determined the winning quote. If the lowest quote is not Acceptable for Technical and does not provide Past Performance, then the next lowest quote will be evaluated through the same process – continuing until a quote that meets all factors is evaluated.
