The renovation project involves the second floor of the East Wing of Building 20202, approximately 5,500 square feet. The scope includes abatement and removal of existing flooring, demolition of selected walls, installation of new walls to create new office, meeting, interview, and storage spaces, new carpeting, updating communication wiring to Cat 6 standards, painting, and installation of new security doors. The contractor is expected to field verify all dimensions and requirements. The government provided responses to 18 questions from contractors regarding acceptable materials, floor conditions, ceiling heights, telecommunications, and access during construction. The related federal contract opportunity is Solicitation FA940124B0004, for the MHMV230034 project, issued by the Department of the Air Force Materiel Command Nuclear Weapons Center.

MHMV230034 Renovate B20202 – Contractor Question Responses
1. Can carpet tile be used in lieu of rolled carpet?
Refer to Design/Build Statement of Work, 2.4.10.
2. Is a specific color or pattern requested?
See SoW 2.4.10. and 2.4.11. Guidance on carpet is given in KAFB IFS E02.1.6.
Carpet.
3. If color of either cove base or carpet don’t match exact is similar acceptable?
See response to question #3.
4. Will sub floor need preparation?
Any removal of the existing carpet will expose the old 9x9 floor tiles which are secured to the slab with mastic that has asbestos. Once the carpet is removed it will need to be abated.
5. Is the sub floor concrete or wood?
Subfloor is concrete. Need to tread carefully if it is asked if the floor can be leveled. The only correct way to do so is a costly post tension fix. The floor is good strength wise but technically cannot hold any additional weight for serviceability due to the excessive deflection. The addition of any dead load is NOT recommended. It should be expected to deflect further if loaded to 50psf office live loads.
6. What is the current height of existing ceiling, excluding the ceiling tile?
The height is approximately 9’-6” to 9’-8” from floor slab to underside of floor slab. The existing ceiling is to be removed over the vast majority of the limits of construction (paragraph 2.4.7) and thus the new ceiling height is a design decision for the contractor to make. Contractor is expected to field verify all dimensions.
7. How high past the ceiling tile would the new wall go? Match current?
According to the SoW 2.4.3. and Attachment B, the walls either stop at the ceiling grid (the height of which is the contractor’s responsibility) or extend to the concrete structure above.
8. What level of finished texture is desired?
9. Will all Computers be removed from working area by client or will it be the contractor’s responsibility?
User group will remove all of the computers in the construction area.
10. Will there be any updates as to which rooms are currently running Cat 5 and 6?
All should be CAT6, no CAT5 is required unless they need a FAX or other legacy service.
11. Will outlets stay as surface outlets?
Surface mounted outlets would be Panduit on the wall and port/wall jacks (duplex/quadplex). Flush mount would be lines within the sheet rock and the jacks mounted flush and internal.
Preference is internal flush mounted outlets. Good example is on Section 14 page 24-25 on our Comm Spec Plan.
12. As far as entrance in and out of building from staging area will there be an alternative from the stairwell mentioned in the site visit if there is any larger material needed to complete any part of the project?
East stairwell will be the preferred contractor access. Alternate access options can be discussed during preplanning construction phase upon contract award.
13. Are any of the telecommunications work area outlets currently located in their specific locations, to their rated category (cat6), and currently in use?
This will need to be field verified. Would have to be identified by the installer and/or customer. Some outlets were in use in the far east side but unsure if those folks have moved out.
14. Are all requested network drops to be installed as NIPR?
All drops are to be installed as green CAT6 data drops back to the Comm room, not necessarily NIPR.
15. Can any of the existing cabling be reused or repurposed for this installation?
Yes, as long as it meets standards
16. Can any of the existing cabling infrastructure be reused or repurposed during this renovation? For specific example, is there cable tray within the building? Is there a TMGB/TBB already located within the telecommunications room?
Same as above for the cabling.
17. Does the manufacturer/brand of the communications work in 22/23 have to also be used on this renovation or is the contractor free to use any brand that meets the 377 MSG/SC Design Standards?
We generally use Leviton parts as that is what we stock but this is not required. If using anything non-standard or uncommon, I would request that a handful of additional parts are purchased and turned over for maintenance.
18. If the contractor has to use the previously used brand, can this brand be provided?
Where feasible it is recommended to use 1” conduits in the wall stubbed above the ceiling, however, this is not always feasible and surface mount may be required.
