Industry Day Questions and Answers Cont.

NOTHING CONTAINED IN THE RESPONSES TO THE QUESTIONS PUT FORTH BY INDUSTRY SHALL BE CONSTRUED AS DIRECTION BY THE U. S. AIR FORCE, NOR SHALL ANY ANSWER PRESENTED CREATE ANY OBLIGATION ON THE PART OF THE U.S. AIR FORCE TO EITHER ISSUE A REQUEST FOR PROPOSAL OR AWARD A CONTRACT. IN ADDITION, THE U. S. AIR FORCE WILL NOT REIMBURSE ANY EXPENSES ASSOCIATED WITH ACCESSING THESE QUESTIONS AND ANSWERS. NOTE: ANSWERS PRESENTED AT THIS TIME ARE SUBJECT TO CHANGE.

1. It is not clear how the government wants offerors to propose against the SOO efforts. There are a number of items that are not specified in the description. Please identify/clarify how the Government wishes offerors to address the items that are not called out specifically, or in some cases, documents not provided with the SOO. Items that need to be addressed are the following:

• Effort 1

a. What is the duration and period of performance for the ADTRA production? Is the 48 months in the cover letter to be considered as the period of performance? Since it does not seem that the ADTRA developer is subcontracted to the EWIC Prime, how could offerors get cost and schedule information from the ADTRA contractor?

POP is to assumed as the 48 months listed in the cover letter.

Cost and schedule information will be passed through the government

b. Is the EWIC prime (offeror) provided access to the ADTRA contractor facility to verify/inspect the production facility?

That is not the intent at this point. The ADTRA production will be a government contract with any material resulting from that contract assigned to the EWIC contractor if necessary. If access is required it would be discussed and handled at a later time.

c. Given the lack of information on the production timeline, what would the EWIC contractor (offeror) assume as timeline over which they will monitor and schedule PMRs and TIMs.

As the SOO is not part of the Technical Evaluation of the proposal, include a list of any assumptions made in the SOW response to the SOO. The government has stated it will discuss the technical approach to the SOO with the selected contractor prior to award of the contract to establish any revisions and changes as needed prior to award.

d. Since the EWIC contractor is not the prime, does the EWIC contractor (offeror) work through the Government to establish these meetings? If they are not a part of the ADTRA developer’s contract, how does the EWIC contractor, in general, schedule meetings? Should the offeror assume they work through the Government?

As the SOO is not part of the Technical Evaluation of the proposal, include a list of any assumptions made in the SOW response to the SOO. The government has stated it will discuss the technical approach to the SOO with the selected contractor prior to award of the contract to establish any revisions and changes as needed prior to award.

e. Is it assumed that Effort 1 will be contracted first (before the Government contract with the ADTRA developer) and impose requirements on the ADTRA Production contractor?

No, the exact timing of award of the ADTRA Production contract is not known. It is not expected for the EWIC contractor to impose any requirements on the ADTRA Production Contract. Any requirements would be discussed with and imposed by the Government.

f. Are all meetings at the ADTRA developer site? Please clarify meeting locations and quantify expected trips.

Meetings will primarily be held through Telecons. As the SOO is not part of the Technical Evaluation of the proposal, include a list of any assumptions made in the SOW response to the SOO. The government has stated it will discuss the technical approach to the SOO with the selected contractor prior to award of the contract to establish any revisions and changes as needed prior to award.

• Effort 2

a. How do offerors cost this effort without a list of functional capabilities, interface and system description documentation, and requirements for the test?

As the SOO is not part of the Technical Evaluation of the proposal, include a list of any assumptions made is the SOW response to the SOO. The government has stated it will discuss the technical approach to the SOO with the selected contractor prior to award of the contract to establish any revisions and changes as needed prior to award.

b. What level of participation should offerors assume from the NEWEG and ADTRA vendors? If no guidance is provided, is it left to the offeror to talk to the NEWEG and ADTRA contractors? Do the contractors operate the equipment or does the EWIC contractor (offeror)? What is the availability of user and operational documentation?

Offers should assume whatever participation from NEWEG and ADTRA vendors as they feel is appropriate to meet the requirements set forth in the SOO. At this time it is assumed that the offerer will interface with the NEWEG and ADTRA Developers and will define the roles and level of involvement of each. Documentation will be provided as needed to the selected EWIC Prime Contractor from the Government. As the SOO is not part of the Technical Evaluation of the proposal, include a list of any assumptions made is the SOW response to the SOO. The government has stated it will discuss the technical approach to the SOO with the selected contractor prior to award of the contract to establish any revisions and changes as needed prior to award.

c. Since the integration tests will be performed at the Harris facilities, how does the EWIC prime gain access to the premises and buildings?

It is assumed that the EWIC Prime contractor will negotiate access to the facility. If offerer has access to an alternate, suitable location then the offerer may propose use of that facility in place of the ADTRA developer facility as long as the requirements can be met. Clearly document any changes, deviations, or assumptions made in the SOW.

d. Does the EWIC prime control the hours for testing? How does the EWIC prime deal with after hour and weekend testing when required?

As the SOO is not part of the Technical Evaluation of the proposal, include a list of any assumptions made is the SOW response to the SOO. The government has stated it will discuss the technical approach to the SOO with the selected contractor prior to award of the contract to establish any revisions and changes as needed prior to award.

e. What is the start date offerors should assume for this task? What is the availability of the Harris facilities?

Assume that the start date is the award of the EWIC Contract. For the sake of the Task Order, assume contractor facility is available for the duration of testing, see above answer regarding gaining access to testing facilities.

f. Who provides and coordinates the Signal and Timing system for the test?

As the SOO is not part of the Technical Evaluation of the proposal, include a list of any assumptions made is the SOW response to the SOO. The government has stated it will discuss the technical approach to the SOO with the selected contractor prior to award of the contract to establish any revisions and changes as needed prior to award.

• Effort 3

a. Similar to the questions in Effort 2 with the addition of documentation for the VPX system, that is, the Government will need to provide the SDD and IDD for the NEWEG RFGEN VPX equipment to the EWIC prime The Government will provided system/subsystem documentation to the selected EWIC Prime contractor as needed for the execution of the Task Order.
