MEMORANDUM FOR

1. The Air Force Test Center, Specialized Contracting Branch (AFTC/PZZC) is in the process of competitively selecting a source for the Electronic Warfare Improvemet Capabilites (EWIC) requirement. The EWIC contract will provide necessary services in support of the 412th Test Wing’s Electronic Warfare Group’s Improvement and Modernization (I&M) flight for the continued development, enhancement, and integration of resources and capabilities of the electronic warfare (EW) Test and Evaluation (T&E) environment within the Benefield Anechoic Facility (BAF). The BAF is host to numerous EW T&E capabilities, including radio frequency (RF) threat signal simulators, communication, navigation and identification (CNI) simulators, and avionics systems simulators used to support various DoD organizations and trusted agencies. The EWIC contract will allow for continued development and integration of test systems within the BAF to enhance capabilities to meet future customer needs.

2. One of the considerations in proposal evaluation is the verification of the offerors' past performance on contracts or other work efforts which reflect the offeror's ability to perform on the proposed effort. We depend on information received from organizations such as yours, which have had first-hand experience with the offeror, for the evaluation of the offeror's performance on those contracts or work efforts.

3. Our areas of interest regarding the offeror are summarized in the Past Performance Questionnaire. In order to meet the acquisition milestones, we request your written response no later than DD MMM YYYY. This schedule will allow us sufficient time to analyze the data prior to the start of negotiations.

4. To assist you in preparing your response and expediting your reply, the questionnaire may be filled out electronically or by hand and e-mailed to craig.keelen@us.af.mil and julie.maxwell@us.af.mil. Your assistance is greatly appreciated and your prompt response will be one of the keys to the successful and timely completion of this Source Selection.

5. Please call the undersigned if you have any questions regarding this request. Your completed questionnaire will become a part of the official Source Selection records and should be marked accordingly. Please do not remove headers and footers on the Past Performance Questionaire.
