(e.g.: 2-wheel cart, front-loading bin, roll-off container), container size and frequency of collection?
A19. The awardee for the current contract views pricing below the contract value as confidential, under FOIA exemption 4 -- further as to manning the current contractor has deemed this information to be proprietary and also confidential under FOIA Exemption 4; the government does not disagree with this view an as such disclosure will not be made per FAR 3.104-3 and
FAR 24.202. The current contract number is FA9301-19-D-A006 with a total award value of
$9,080,368.70. All other publicly available information can be found at www.fpds.gov.
Q20. Does the Edwards AFB landfill currently process collected construction, demolition and inert waste (CDI) collected from Edwards AFB and the AFRL for recycling? Integrated Solid Waste Services
FA930124R0001 4 of 7 services?
A33. Please refer to Appendix C for listing of government owned container inventory.
Q34. Do Edwards AFB and the AFRL use only 40-yard roll-off containers or do they also use 10-
15 yard lowboy containers for inert wase, and other size high-side roll-off containers such as 20-yard, 25-yard, 30-yard, and 35-yard?
A34. Please refer to Appendix C for listing of government owned container inventory.
Q35. Are collection containers and dumpsters for recurring collection service provided by the government or the contractor. For instance, Appendix C references 355 each dumpsters at the
Main Base and AFRL that are government furnished. Are these the same dumpsters referenced om Tables A-2, A-3, and A-4? If yes, under what circumstances does the contractor provide refuse collection containers?
A35. A-2, A-3 and A-4 are government owned containers.
Q36. Can the CO or COR provide suitable detailed maps of Edwards AFB and the AFRL showing the specific location of building numbers and/or base addresses referenced on Tables A-
2, A-3 and A-4 of Appendix A of the Performance Work Statement? To determine bid pricing for collection services, we need to determine the length and time required for daily collection routes covering the sites on these tables. Google Maps and Google Earth unfortunately do not support search and display of individual building numbers and addresses at Edwards AFB and the AFRL because they are secure military facilities. If you can’t provide the requested maps, then please advise as to the number of daily collection routes for each weekday, the purpose of the route
(e.g.: trash, recycling and organics collection), the number of stops for each daily route, and the total distance for each daily route. This request does not pertain to on-call/as needed services for roll-off containers.
A36. Please reference PWS paragraph 1.1.1.1, 1.1.1.3, 1.1.5.
Q37. The document “Mission-Essential Contractor Services Plan For Integrated Solid Waste
Services (ISWS)” is confusing to us, it doesn’t really provide any blanks for a proposer to provide any pricing in the table shown in item 4, Pricing, under the column headers “Unit Price” and “Total Price”. Instead of blanks, these columns are populated with the data “Current price”.
Is this a mistake or does Edwards AFB really expect bid proposers to match the current contractor’s pricing for the essential services listed in the table under item 4 of this document?
A37. “Current Price” means the price for which those CLINS are negotiated at the start of the upcoming/new contract, essentially stipulating that rates do not change during a crisis. Please refer to Item 2 in the Mission Essential Plan.
Q38. Section 1.2.6.1 of the Performance Work Statement references chipping and grinding, Section 1.2.6.2 references “the Preferred Organics Digester (POD)” and Section 1.2.6.5 references a “processor” all in relation to Edwards AFB composting/green waste area. Yet none of this compostable processing equipment is actually referenced in Appendix C specifying government-furnished equipment. Please advise if contractor is supposed to provide all chipping
& grinding and composting equipment for the green waste processing/composting area and/or which specific items/pieces of processing equipment are provided by the government.

A38. Please propose any additional processing equipment you deem necessary to support the
PWS.
Q39. Section 1.4.3., Bulk Container, Dumpster Painting, of the Performance Work Statement requires contractors to paint bulk containers to maintain the base color scheme and refers to page
74 of specification 412 TW-PA-17063. How do we obtain Specification 412 TW-PA-17063 to find out what Edwards AFB’s color scheme is? Additionally, during the mandatory site visit on
2/28/2023, it was mentioned that selected contractor had to adhere to all State of California laws regarding solid waste, recycling and organics collection including state law SB 1383. Is
Edwards AFB aware that California law SB 1383 mandates a color scheme for separated s collection for refuse collection containers as follow: Black or Grey: Trash; Blue: Recycling;
Green: Organics? Do Edwards AFB and AFRL collection containers currently adhere to the SB
1383 color scheme? Solid waste, recycling and organics collection for refuse collection containers as follow: Black or Grey: Trash; Blue: Recycling; Green: Organics? Do Edwards
