SUBJECT: Integrated Solid Waste Services (ISWS) – Combine Synopsis/Solicitation
REF NO.: FA9301-24-R-0001
(i) This is a combined synopsis/solicitation (hereafter referred to as “solicitation”) for commercial services prepared in accordance with the format in Federal Acquisition Regulation
(FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation Number: FA9301-24-R-0001
This solicitation is issued as a Request for Proposal (RFP)
(iii) This solicitation document and incorporated provisions and clauses are in effect through
Federal Acquisition Circular 2024-02; Defense FAR Supplement Public Notice (DPN)
20231222; Department of the Air Force Federal Acquisition Circular Supplement (DAFAC)
2023-0707.
(iv) THIS REQUIRMENT WILL BE: 100% Small Business Set-Aside. NAICS code 562111.
Size standard is $47.0 million.
(v) Contract Line-Item Number (CLIN) Nomenclature- The contract includes CLINs 0001 through 9025. The first two digits indicates the variety of the base period (i.e., 0001, 0002, etc.), then year two (i.e., 1001, 1002, etc.) and so forth. The CLINs in the model contract include estimated quantities for each item. However, the Government reserves the right to order none, some, or more than the estimated quantities of each line item solely based upon its needs.

(vi) Description: The Contractor shall provide all personnel, supervision, equipment (except items listed in Appendix C), tools, materials, vehicles, and other items and services necessary to perform municipal solid waste (MSW), recycling, and landfill services at Edwards AFB, CA
(EAFB). The Contractor shall perform to the standards in the contract as well as all federal, state, county, and local laws, and/or regulations.

(vii) The anticipated contract will be a 4 years and 4 months base year, plus five 1-year options
Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract.
30-Day Phase-in period: 1 June 2024 to 30 June 2024
Base period: 1 July 2024 – 30 September 2028
Option period: 1 October 2028 – 30 September 2033
(viii) The provision at 52.212-1, Instructions to Offerors – Commercial and its addendum (see solicitation Attachment-7) applies to this acquisition.
(ix) 52.212-2 -- Evaluation -- Commercial Items and its addendum (see solicitation
Attachment-8) applies to this acquisition.
(x) Vendors shall include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with its proposal or a statement that the version in SAM.gov is up to date and provide said date.
(xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
(xii) FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or
Executive Orders -- Commercial Items applies to this acquisition.

(xv) Offers are due on 22 March 2024 by 1600 PDT and shall be submitted via the PIEE
Solicitation Module found on the Procurement Integrated Enterprise Environment (PIEE); no later proposals will be accepted, and no offers submitted via e-mail or by mail shall be accepted.
Any Questions regarding this solicitation are due on or before 4:00pm PDT on 8 March 2024.
(12 February – 8 March 2024 is referred to as the Q&A Window). No questions submitted after this deadline will be considered. All Questions submitted within the Q&A window will be answered and posted as an amendment to this Solicitation by the end of the week questions are due or earlier.
