About this file
This document is a Questions and Answers (Q&A) record addressing contractor inquiries regarding a federal contract opportunity related to environmental site monitoring and maintenance work.
The Q&A clarifies several key contract requirements. Regarding CLIN structure, biennial sub-CLINs (0030-0032) should include one annual sampling event starting in Option Year 2, with base year sub-CLINs including quarterly vegetation control and Land Use Control (LUC) inspections. LUC inspections and reporting are to be included within site-specific CLINs rather than as a separate installation-wide CLIN. For methane system operations and maintenance at site LF003, contractors are directed to PWS Section 1.3.2.a for clarification on routine O&M requirements. The government addressed multiple document availability issues by confirming that the Administrative Record has been updated to include the SS025 Semi-Annual Long-Term Management Report, the ST008 Supplemental RCRA Facility Investigation (SRFI) Work Plan, and the latest Tier 1 meeting minutes for both Keesler and Columbus facilities. The government's responses confirm that all referenced documents have been uploaded to the Administrative Record system, resolving contractor concerns about missing documentation needed to confirm current site conditions and monitoring results.

QUESTION RFP REFERENCE CONTRACTOR QUESTIONS ANSWERS BY GOVERNMENT
1 Attachment+9+- +Schedule+B+MS+Group
"CLIN Structure and Sampling Frequency.
CLINs 0030, 0031, and 0032 include biennial subCLINs beginning in the base year; however, based on the current monitoring schedule, the next sampling event will occur in April 2028.
Additionally, Attachment 9 does not include a separate CLIN for installation-wide Land Use Control (LUC) inspections and reporting. It is assumed that annual LUC inspections and reporting are to be included within the site-specific CLINs.
Please confirm:
Whether biennial subCLINs (0030–0032) should include two annual sampling events where applicable to align with actual monitoring schedules; and Whether LUC inspections and reporting are to be included within the site-specific CLINs."
Biennial Sub-CLINs should include one annual sampling event starting in OY2.
Base year Sub-CLINs include quarterly vegetation control and LUC inspections.
LUC inspections and reporting are to be included within site-specific CLINs.

"– Administrative Record Document Availability (SS025 and
ST008)
The Administrative Record identifies the “SS025 2024 Semi- Annual Long-Term Management Report (November)” (AR# 702.0); however, the associated file appears to contain documentation for a different site (ST008). In addition, Tier 1 materials indicate that a Supplemental RCRA Facility Investigation (SRFI) was conducted for ST008 in May–June 2025, but the corresponding report was not located in the Administrative Record.
These documents are important to confirm current site conditions, monitoring results, and alignment with required site objectives (e.g., Response Complete for SS025 and Advance Site Characterization for ST008).
Please confirm:
1. Whether the SS025 November 2024 Semi-Annual LTM Report is available and can be provided; and
2. Whether the ST008 SRFI report has been uploaded to the Administrative Record (or where it can be accessed)."
AR has been updated for the SS025 Semi-Annual LTM Report. The SRFI for ST008 has not been finalized. The final SRFI Work Plan is available on the AR.
4 Amendment 0001 Q&A "Govt response to Cmmt 47 indicates The SRFI Work Plan has been uploaded to the AR. It is not." Documents have been uploaded to the AR.
5 Amendment 0001 Q&A "Govt response to Cmmt 94 indicates latest Tier 1 minutes have been uploaded to the AR. The most recent Keesler Tier 1 minutes are from 2012. Most recent for Columbus is 2005."
