About this file

This document is Attachment L-1 to federal contract FA8903-26-R-0001, detailing labor category qualifications and minimum personnel requirements for environmental remediation and traditional construction activities. The document establishes qualification standards for various personnel levels across multiple discipline areas, allowing for experience substitution in limited cases (eight years of relevant experience may substitute for a bachelor's degree, except for Program Geophysicist for unexploded ordnance and Program Chemist positions).

Key personnel requirements include: Program Manager (bachelor's degree in technical field, minimum 10 years program management experience with 7 years in construction/environmental remediation and 3 years DoD experience); Program Quality Assurance/Quality Control Manager (bachelor's in Environmental or Civil Engineering, 5 years QA/QC experience, 10 years construction/environmental experience); Program Health and Safety Manager (bachelor's degree, 5 years health and safety management in remediation/construction, 10 years total construction/remediation experience); and Program Chemist (Master's degree in chemistry or bachelor's degree with 10 years laboratory experience plus 3 years managing chemistry laboratories). Additional key positions include Contracts Manager (bachelor's degree and 10 years contract administration experience), Project Managers at three levels (Junior, Mid, and Senior with progressively increasing experience requirements from 4 years to 10+ years), and professional labor categories (Junior through Senior Architects/Engineers/Scientists requiring 0-4 years, 5-10 years, and 10+ years of directly applicable experience respectively). Technical labor positions are organized into three tiers requiring high school diplomas plus relevant field experience ranging from 0-2 years for junior technicians to 7+ years for senior technicians. Administrative and clerical labor categories include Project Controls Staff and general administrative support positions. All professional positions require appropriate state professional registration where applicable.
