Q&As
| Post Closing Management 2013 (PCM-13) |
| 13-Dec-2012 |
| Topic | Question | Answer | |
| 1 | Attachment L-6 | As we review the final RFP documents, we wanted to confirm the availability of the PPI Tool. From Attachment L-6 (Past Performance Information), page 3 of the Instructions – The following information is included in the form, but we cannot find the tool on the FedBizOpps site. When can we obtain the link to the tool from the “All Files” column? | Amendment 0001 dated 7 Dec 2012 incorporated the PPI tool. |
| 2 | Attachment L-11 | In your September 25th Q&A you stated that the “certification, licenses etc.” requirement for Financial Analyst Sr and Financial Analyst Mid has been deleted but in Attachment L-11 of the Final RFP dated December 3, 2012, they remain the same as before. Is that your intent? | The Q&A dated 25 Sep 2012 misstated the Government's intent for the Financial Analyst Sr-level and Financial Analyst Mid-level labor categories. The intent is not to delete the "certification, licenses, etc." for Financial Analyst Sr-level and Financial Analyst Mid-level labor categories. |
| 3 | General Question | It does not appear that the final RFP documents have been posted to the website provided in the definition in Section L, Page 4 of 29 (definitions) for the solicitation website: | A notice on the PCM-13 website states that future documents will not be uploaded to this website. All documents associated with this RFP, including amendments and Q&As, will be posted at the FedBizOpps website. |
| 4 | General Question | Is the incumbent contract still scheduled to expire in March 2013 | The ordering period of the current contract will end March 2013, with an additional one (1) year beyond the ordering period for completion of task orders. |
| 5 | General Question | Anticipated award time frame (March 2013?) | Anticipated award date for this contract without discussions is June 2013 or Aug 2013 with discussions. |
| 6 | SF-33, Section B and Attachment L-12/13 | Pricing for travel does not appear to be included in Attachments L-12 or L-13. While we understand that all travel expenses will be handled on a cost-reimbursement basis (no profit) and will be invoiced in accordance with the requirements of the Joint Travel Regulation (JTR), can the Air Force please clarify whether its intention is to request pricing for travel at the task order level. | Travel, if applicable, is priced at the task order level. |
| 7 | SF-33, Section F – Deliveries or Performance | Page 9 of 19 – Please confirm for Item 0002, “…VAT...” should read “…VAP…”. | Amendment 0001 dated 7 Dec 2012 corrected CLIN 0002 in Section B and Section F. |
| 8 | SF-33, Section J – List of Attachments | Page 19 of 19 – Please confirm the numbers used in the list of attachments in Section J purposely track to the document titles and not the attachment numbers on the forms. | The attachment numbers in Section J indicate the numbering for the attachments after contract award. The attachments in the RFP are labeled as attachments to Section L. |
| 9 | SF-33, Section K – Representations and Certifications | Page 1 of 5 – Please confirm that all references to the Central Contractor Registration (CCR) are meant to direct Offerors to the new System for Award Management (SAM), where Offerors’ Online Representations and Certifications Application (ORCA) are now housed. | The FAR Clause 52.204-7, Central Contractor Registration, refers to www.acquisition.gov, which describes the retirement of the EPLS system on November 21, 2012 and that all exclusions capabilities will be found exclusively in SAM (www.sam.gov) beginning November 22, 2012. |
SAM replaces CCR/FedReg, ORCA, and EPLS. This is also described in FAR Clause 52.204-99, System for Award Management Registration.
| 10 | SF-33, Section L – Instructions | Page 11 of 29, Section 2.2.4 (Price Information) – thank you for the clarification on the inclusion of pricing information in other sections beyond Volume IV. Can the Air Force please clarify what pricing information Offerors should be including in Volume III, Past Performance? | There is no paragraph 2.2.4. in Section L. Per Section L, paragraph 2.3.4, "No pricing information shall be addressed in Volume II (Technical), Volume III (Past Performance) and Volume V (Small Business Participation)". |
| 11 | SF-33, Section L – Instructions | Page18 of 29, Section 3.7.3 (c) (Financial Responsibility) – this section states that “Offerors will be required to provide written evidence of a proposed Subcontractor’s responsibility.” Please clarify what is meant by “written evidence” and whether the “written evidence” will need to be provided with the proposal or at the task order level. | Amendment 0001 dated 7 Dec 2012 deleted this submission requirement. |
| 12 | Attachment L-12 – FFP Fully Burdened Hourly Labor Rates Table | Can Offerors include an additional labor category and FFP fully burdened labor rate for a Management Information Systems Specialist? This labor category would allow the Air Force to obtain support on new technology initiatives that exceed the scope of work outlined for Technical Support in the PWS. | No, the labor categories are structured to meet pre-identified PWS requirements. |
