PCM-13 Q_A
| Post Closing Management 2013 (PCM-13) |
| 14-Nov-12 |
| Topic | Question | Answer | |
| 1 | Attachment L-12 | The PWS includes a number of activities related to training and communications. However, the labor categories do not include instructional designers, graphics designers, or communication professionals. Do you intend to include these labor categories in the final RFP? | Training is very specific in nature to Portfolio Management activities. The Air Force does not anticipate a need for instructional designers, graphic designers, or communication professionals. |
| 2 | Attachment L-12 | Is it permissible for vendors to create labor categories in addition to those provided in the RFP to more accurately reflect the nature of the work required? | No, the labor categories are structured to meet pre-identified PWS requirements. |
| 3 | Attachment L-3 | Task 3.1 - Program Support - states that the "Contractor is responsible for identifying additional program support services resulting in a proactive approach, mitigating project risks and ensuring the success of the USAF HP, EUL's, VBT, VAP, or any other privatization efforts and any Real Estate Transactions/Programs efforts." The evaluation criteria do not explicitly give credit for innovation or creative solutions outside of the activities specified in the draft RFP. What additional evaluation criteria are you considering to take into account to reflect the extent to which proposals offer innovative and creative technical approaches? | There are no other evaluation criteria that are being considered except those that are already described in the RFP. |
| 4 | Section M, Paragraph 1.2 | Is it allowable for teaming partners to be on more than one team? | No, if the contractor proposes as a Prime Contractor, Subcontractor, or Team Member on the acquisition, then they cannot participate on any other Post Closing Management-13 (PCM-13) proposal in response to the RFP. |
| 5 | Attachment L-12 | Three of the 17 labor categories identified in Attachment L-12 relate to Certified Energy Managers, yet there is very little in the RFP describing the role of these professionals. Please provide more detail as to the role of the CEMs. | Certified Energy Managers are needed to accurately manage the Air Force's Portfolio of Energy Value Based Transactions (VBT's) and to also review Energy VBT's that are prior to execution from a Portfolio Management perspective. The CEM must have knowledge of alternative energy industry nationally, and of the federal and different state/municipal requirements where these projects are located. |
| 6 | Attachment L-11 | Attachment L-11 identifies credentials for the Certified Energy Managers. Are credentials that demonstrate knowledge and skills comparable to or better than the ones indicated acceptable alternatives? | Minimum education, certification credentials as well as work experience are required. However, if the manager does not have the requisite education, more years of work experience would meet the minimum qualifications. Education vs. the alternative of additional experience is no better or worse than the other. |
| 7 | PWS, Section 3.1.1 | Please provide additional details as to specific activities to be conducted during the 90-day transition period, apart from transitioning the Document Management Repository data. (Section 3.1.1 of the PWS) | The Government will be involved in transition of all program activities between the incumbent and follow-on contractor. Program activities include, but are not limited to, the following: |
- Project information
- Roles and Responsibilities
- Introduction of Project Stakeholders
- Lockbox Account, if required
| 8 | PWS, Section 3.1.6 | In Section 3.1.6 of the PWS (Solution Implementation), will the activities described be expected to be performed by the contractor/contractor team alone, or will the contractor/contractor team be working in partnership with Air Force personnel? | The contractor will perform the work, and the deliverable will be reviewed by Air Force personnel. Solution implementation will be in partnership with the Air Force but the final deliverable will be the responsibility of the contractor. |
| 9 | PWS, Section 3.3.4 | Please elaborate on the type of BRAC monitoring required in Section 3.3.4 of the PWS. | At this time, the BRAC monitoring consists of monitoring an escrow account and disbursement of funds as the EPA completes environmental monitoring and provides proof of the monitoring. AF personnel review the proof prior to director approving the disbursement of funds. The monitoring is limited with this contract vehicle. |
| 10 | Section M, Paragraph 2.1.3(a), Corporate Experience | "Three HP projects from the prime must collectively cover all six (6) critical PWS task areas". Does this statement mistakenly require the prime to have specific HP experience and not allow for a subcontractor to bring the required specific HP experience to the team? The current evaluation criteria as stated appears to significantly limit the amount of eligible prime contractors, which in turn will greatly reduce competition. | The evaluation criterion has been revised to read: "Three HP or comparable residential property requirements from the Prime must collectively cover all six (6) critical PWS task areas." |
| 11 | Section M, Paragraph 2.1.3(a), Corporate Experience | "Three HP projects from the prime must collectively cover all six (6) critical PWS task areas". Does this statement prevent a prime contractor with highly relevant but not specific HP experience from competing for this solicitation? | The evaluation criterion has been revised to read: "Three HP or comparable residential property requirements from the Prime must collectively cover all six (6) critical PWS task areas." |
