Statement of Objectives (SOO) Page 1 22 Aug 08 Integrated Aircrew Ensemble (IAE)

STATEMENT OF OBJECTIVES (SOO)

FOR

INTEGRATED AIRCREW ENSEMBLE (IAE)

22 August 2008

1.0 BACKGROUND

1.1 Purpose – This SOO describes the objectives and requirements for the development, testing, and production of the Integrated Aircrew Ensemble (IAE).

1.2 Program Objectives

1.2.1 The objective of IAE program is to replace as much of the current aircrew flight ensemble (below the neck, minus boots) as possible with a fully integrated system, using as few layers as possible, which provides the following required core capabilities (defined in the IAE Performance Specification):

• Acceleration protection (G-tolerance and endurance)

• Altitude protection

• Bladder relief

• Chemical, Biological, Radiological (CBR) protection

• Cold water immersion protection

• Flotation

• Heat/flame protection

• Survival, Evasion, Resistance, and Escape (SERE) compatibility

• System integration (aircraft and Aircrew Life Support Equipment (ALSE))

• Thermal protection (hot/cold weather)

• Underwater egress

1.2.2 Current flight ensembles are piecemeal, multi-layered garments based on dated technologies and materials that are increasingly difficult to support. Some sub-components interfere with others, limiting aircrew capability and performance. In the past, aircrew protection was the predominant requirement, at the expense of performance and endurance. In addition, existing ensembles are designed for aircraft specific requirements and do not meet the capabilities of multiple platforms. The emergence of new threats, expansion of operating environments, and the requirement to accommodate a broader user population has widened the gap between available systems and needed capability.

1.2.3 The Air Force requires a new aircrew flight ensemble (protective gear and clothing worn during flight) that will maximize combat capability by enhancing aircrew performance and survivability throughout all aircraft envelopes and mission profiles. Aircrew performance and endurance will be of equal importance to aircrew protection, and these requirements will be incorporated in an integrated fashion.

Statement of Objectives (SOO) Page 2 22 Aug 08

1.2.4 The IAE will enhance aircrew ability to operate and survive in their environment, providing mission assurance and continuity of operations throughout the following phases:

1.2.4.1 Operational Environment – Systems necessary to support, protect, improve mobility and performance during flight operations.

1.2.4.2 Escape and Descent – Systems necessary for emergency egress (assisted and unassisted).

1.2.4.3 Survival and Recovery - Systems necessary for survival from time of engine start to landing or until rescue and recovery.

1.2.5 The IAE will facilitate aircrew performance by minimizing the effects of environmental stressors associated with flight operations. An aircrew member will have increased mobility and fewer distractions while performing the mission. The IAE will increase aircrew endurance by minimizing heat stress and fatigue and maximizing G-tolerance to meet current and future operational demands.

3.0 CONTRACTOR TASKS – The contractor should accomplish the following tasks during performance of this contract:

3.1 Ejection Seat System Development and Demonstration (SDD)

3.1.1 Translate requirements specified in the IAE Performance Specification into a stable, interoperable, producible, supportable, and cost-effective design that meets all Key Performance Parameter (KPP) and Key System Attribute (KSA) thresholds, and as many of the Other System Attribute (OSA) thresholds as practicable, within cost and schedule constraints. Additionally, the Government desires that offeror(s) address as many KPP, KSA and OSA objectives as possible. Offeror(s) shall explain how their design allows the flexibility to incorporate new technologies, when available, without a major redesign of the ensemble. Focus should be placed on meeting requirements for all ejection seat aircraft (i.e., fighter/attack, bombers, and high-performance trainers).

3.1.2 Program Management

3.1.2.1 Employ a sound management and program administration approach that fully integrates the CWBS, CSOW and IMS and includes an effective cost control and reporting system. Proactively monitor and maintain IMS for reporting at meetings and in response to Government inquiries. (CDRLs A001, A002, A003)

3.1.2.2 Support and participate in the Government’s Integrated Product Team (IPT) process and activities.

3.1.2.3 Proactively manage program risks (e.g. performance/technical, cost, schedule and manufacturing risks) using an integrated management approach of risk planning, risk assessment, risk handling and risk monitoring, as described in the IAE Risk Management Plan (RMP).

Track, monitor and maintain risk status for reporting at meetings and in response to Government inquiries. Report risk management status in the monthly status report. (CDRLs A003, A008)
