Clarifications IAE RFP & SOO ‐ 14 Oct 2008 Page 1

Clarifications to IAE RFP & SOO 14 Oct 2008

Please note an RFP Amendment will be issued for those items that require such a change.

Paragraph 9.4.1 requests "provide a cost summary for the SDD portion by major cost elements by CWBS and by Contractor Fiscal Year, using the format, essentially as shown below. The contractors' own format is encouraged as ….."

The breakdown provided outlines subcontractor direct and indirect rates. Much of the requested data is not releasable to the prime contractor. For example, subcontractors do not provide company proprietary direct labor rates, indirect rates and General & Administrative (G&A) to the prime contractor.

Can the offeror provide detail cost data requested for the Prime and summary cost data (exclusive of proprietary data) by CWBS for its subcontractors with all data in contractor format (as requested in paragraph 9.4.1) for the FPIF SDD effort?

If the Government desires to have insight on subcontractor's direct and indirect rates a DCAA audit could be coordinated for each subcontractor.

The government will coordinate with DCAA and the subcontractor to verify direct and indirect rates.

Section L, Paragraph 2.3.9 states that all cost or pricing information shall be addressed ONLY in the cost proposal. Section L, Paragraph 4.3 requires that Volume II -- Design Approach contain a Total Life Cycle Cost projection for IAE and that this cost will be considered in the best value decision. Our understanding is that total life cycle cost includes development costs (e.g., SDD and LRIP) as well as FRP costs. To include this information in Volume II would seem to be in conflict with Paragraph 2.3.9. Please clarify.

Change Section L, Paragraph 2.3.9 to: All direct contract cost or pricing information shall be addressed ONLY in the Cost/Price Proposal and Contract Documentation Volumes. (See Amendment -0003)

Note: Total Life Cycle cost projection should include SDD, LRIP, FRP, Operations and Sustainment, and disposal costs.

Section L, The government's response was that the evaluation will be based on the cost/price for the BEQ. The RFP includes no BEQ. Section I, 52.216-19 specifies only minimums and maximums. The pertinent CLINs specify that the "total item amount should be calculated at the maximum quantity." Will the government revise the CLINs to specify BEQs and provide BEQs in Section I or provide additional information to Question 2 regarding BEQs? Is the "maximum quantity" the "best estimated quantity"?

For costs estimation purposes use “maximum quantity” wherever the RFP states “best estimated quantity”.

Section L Paragraph 2.3.9 Cost or Pricing Information identifies that "all cost or pricing information shall be addressed ONLY in the Cost/Price Proposal and Contract Documentation Volumes". Section L paragraph 4.3 Total Life Cycle Cost indicates that the offeror(s) shall provide a Total Life Cycle Cost projection. This would involve providing cost or price data in the design approach volume.

a) Should the LCC model and projection be moved and presented as an attachment to Volume VII Cost/Price? Please clarify.

See answer above in reference to Para 2.3.9.

Section L

7.1.1 - please confirm that CSOW is needed for all CLIN items (including options) in Section B of the Model Contract.

Yes.

3.1.2 requests that "The Offeror shall provide completed pricing information in Section B of the model contract"; and 9.4.1 requests that cost information be provided by CWBS and Contractor Fiscal Year. Is the cost "by Contractor Fiscal Year" used for funding planning purpose? Would the government consider removing this requirement (i.e. cost by Contractor Fiscal Year) from the RFP and reserve it only for the successful offeror?

“Cost by Contractor Fiscal Year” will be evaluated during source selection to determine affordability. As such, all offerors must respond to the requirement.

Follow-up Questions to Clarifications to IAE RFP - SF33 The government's response indicated that all costs associated with utililzing the Government owned test facilities/equipment should be reflected in the cost proposal.

Which costs for utilizing the Government owned facilities will be charged to the contractor? Is only the rent "free"?

Provide all costs associated with the use of Government owned facilities. Assume the rent is not free.

FAR 52.219-14 specifies that the [small business] concern shall perform 50% of the cost of contract performance incurred for personnel or 50% of the cost of manufacturing. Are the limitations applicable to each CLIN individually, or to the aggregate total for each CLIN grouping, i.e. CLINs 0001- 0008, 1001-1004, 2001-2005, 3001-3003 and 4001-4004?

How will the limitations be evaluated and administered?

The limitations are applicable to the aggregate total for the contract. The limitations will be evaluated and administered by the cognizant DCMA ACO office.

Clarifications to IAE RFP, RFP & SOO and Performance Specification issued 19 Sept 2008 and 2 October 2008 make reference to RFP Amendment -0001 and -0002? Have these Amendments been released? If so, what is the date that they were released? If they have not been released, when does the Government anticipate to release them?

Amendment- 0001 posted 14 Oct 08. Amendment-0002 posted 15 Oct 08.

Clarifications to RFP dated 19 Sept 2008 Question 13 indicates that "all cost associated with utilizing Government owned test facilities/equipment should be reflected in the cost proposals" in response to a question regarding Section H paragraph H044.

a) Does the Government intend to leave H044 in the solicitation? If so, can the contractor request use of the Government owned facilities on a rent-free and non-interference basis? If the contractor can request the use on a rent-free basis can we not include the cost associated with using these facilities it the cost proposal?

Clause H044 will remain in the solicitation. Industry may propose use of Government owned test facilities/equipment; however, industry should include the costs of use in their proposals.

SOO

Paragraph 3.1.2.5 requires EVM reporting according to CDRLs A027 and A028. A027 has a monthly frequency and A028 has a quarterly frequency. We request that both CDRLs have a quarterly frequency. This frequency would be consistent with other financial reports such as A021 and A022. We also request this change to quarterly reporting for the B, C, and D equivalent of A027.

No, CDRL A027 is required monthly. There is no equivalent to CDRL A027 in Exhibits B, C, and D; EVM is required only for SDD.
