1 INTRODUCTION
1.1 Mission
This contract will provide services necessary to conduct AS testing and AS/excess motor/component disposal. The services may include trade studies, chemical and mechanical propellant testing, component testing, motor and component failure analyses, static fires, support equipment maintenance, other age related trend analyses, special studies, and support development efforts related to the RSLP motors AS and Disposal. These various engineering tasks will generally result in the collection and analysis of rocket motor aging test data, which will be compiled into final test reports for each test conducted. Tests are compiled into annual summary reports provided by the contractor that detail the status of the motors for storage and handling safety along with motor flight worthiness.
1.2 Background
RSLP was established through a Secretary of Defense memorandum to the Secretary of Air Force, dated 21 Aug 72, as the “single agency providing launch vehicle support for the three Services on a cost reimbursable basis...”. RSLP has current authorization under Program Management Directive (PMD) PMD 09-003(1)/PE# 65860F, dated 07 Dec 2009. Per PMD, the Milestone Decision Authority for RSLP is the Air Force Program Executive Officer for Space.
This acquisition is a continuation of the AS program conducted from the active Intercontinental Ballistic Missile (ICBM) fleet. In addition, RSLP has maintained an AS program on MMII and PK assets for nearly 20 years.
1.3 Scope
This PWS delineates the contractor tasks required to perform AS, motor disposal and related studies in support of the RSLP on MM and PK rocket motors and related components. These tasks provide motor and component life extension and identify aging trends in the motors which may be a significant indication of motor degradation and inclusion of disassembly and disposal of motors and some components. Required tasks to support AS and motor disposal of these assets include AS analysis, engineering and laboratory tests, motor preparation and static fire/support, support equipment maintenance, disposal, transportation, disassembly and disposition reporting.
2 APPLICABLE DOCUMENTS

3 REQUIREMENTS
3.1 General Requirements
The contractor shall provide AS for Safety of Storage (SoS) and Reliability of Flight (RoF) of former MM including the SR73 and PK rocket motors and components at contractor’s proposed facility/location. The contractor shall conduct motor and component tests and analyses that result in service life extension and identify aging trends that may affect performance. SoS testing and analysis validates the motors/components are safe to handle and store. RoF testing and analysis validates the motors/components perform to the original specifications. The contractor shall analyze test results and provide a recommendation for continued application/use of the assets considering any impact to data due to changing facilities. Specific requirements by motor/component are located in Annex 1.
3.1.1 Applicable Document Compliance
The contractor shall comply with the applicable documents listed in Section 2.0 in performing PWS tasks. The contractor shall use the compliance documents to determine how to accomplish the tasks. The contractor shall perform the PWS using the applicable compliance documents in section 2.0 provided by the Government.
3.1.2 Environmental Compliance
The contractor shall perform environmental compliance activities in accordance with federal, state, and local laws and regulations in order to comply with the requirements of this contract.
Environmental activities may include one or more of the following: handling of any hazardous materials used or generated in performance of this effort; environmental analysis to demonstrate compliance with applicable federal, state, or local regulations, laws, or other specifications in accordance with this PWS; and preparation/submittal of environmental documentation to proper organizations. These environmental activities will only be in support of tasks covered by this
PWS.
3.1.3 AS Related Disposal
The contractor shall disposition and dispose of residual material resulting from AS for assets tested/consumed at the contractor’s facility. This includes residual propellant from dissections/plugging operations, and motor/component static fire. AS related disposal shall be priced into each test. Motors subject to the Strategic Arms Reduction Treaty (START) shall be disposed per treaty requirements. The contractor shall ensure any recovered Class I Ozone Depleting Substances (ODS) - used as refrigerant or propellant - from the system be turned in to the Defense Logistics Agency (through DRMO) to replenish its stockpile of this banned substances.
3.2 Safety of Storage Testing – Core Effort
SoS testing includes all tests that prove the motors are safe to store and handle. The core effort will cover SoS testing for the contract to include SoS Engineering Support, SoS Annual
Summary Report, AS Storage, Igniter Dissection, TVA GG Dissection, Nozzle/RC Gas Generator Dissection, Motor Dissect/Plugging, Propellant Properties, and Propellant Hazards Testing. The basic core effort will be divided between the odd and even years for this five year period of performance for the contract.
3.2.1 Transition Plan
The contractor shall follow the transition plan submitted as part of the proposal and keep the Government fully informed of status throughout the transition period. The transition plan should identify how support and test equipment will be transitioned, how facility biasing issues will be corrected, and how Government data will be incorporated into future test reports. Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods. The transition plan shall detail how the contractor will test for bias and detail any risks to include mitigations for those risks.
3.2.2 Finalize Test Plans
Heritage test plans may have original manufacturer specific steps and processes that may need to change depending on the facility doing the testing to achieve results consistent with the Government’s heritage database. The contractor shall finalize all test plans with contractor specific requirements in the first year obtaining Government approval using the heritage test plans as guides. (CDRL A003)
3.2.3 Odd Year Core Effort – Basic (FY13), Option 2 (FY15), and Option 4 (FY17)
3.2.3.1 SoS Engineering Support/Program Management
The contractor shall manage the overall schedule and maintain adequate personnel in support of conducting SoS testing for the core effort detailed under 3.2 to include data. The contractor shall develop, maintain, and deliver to the Government an electronic monthly program schedule which details required activities, progress achieved, and required dates for Government Furnished Property (GFP) delivery. 3.2.3.2 Annual Summary Report
The contractor shall provide an annual report that summarizes all contract activities, testing, the transition plan, and recommendations on the Aging Surveillance program in support of SoS core effort. The annual summary reports should discuss any facility bias testing and the first one should detail the transition plan results. (CDRL A002)
3.2.3.3 AS Related Storage and Handling
The contractor shall store and handle provided assets required for AS and disposal to ensure availability and safety when motors and components are needed or as directed by the Government. Tasks required for this storage shall include proper environmental control and safe handling as defined IAW TOs listed in section 2.1. The contractor shall ensure any recovered Class I Ozone Depleting Substances (ODS) - used as refrigerant or propellant - from the system be turned in to the Defense Logistics Agency (through DRMO) to replenish its stockpile of this banned substances.
3.2.3.4 Igniter Dissection
The contractor shall dissect propellant loaded and unloaded Igniters. Tests and inspections shall be conducted IAW approved test plans and TOs listed in section 2.1. This effort includes Igniter dissection, analysis, test, storage and disposal. Motors tested: SR19-AJ-1 (FY15 & FY17 only), M57A1, SR118 and SR119, see Annex 2. (CDRL A001, CDRL A002)
3.2.3.5 GG Dissection
The contractor shall dissect RC, TVA, ENEC, and Nozzle GGs to obtain propellant chemical and mechanical properties. Tests and inspections shall be conducted IAW approved test plans and TOs listed in section 2.1. This effort includes GG dissection, storage, propellant testing and analysis. Motors tested: SR19-AJ-1 (FY15 & FY17 only), SR118, and SR119. (CDRL A001, CDRL A002)
3.2.3.6 Loaded Motor Propellant Material Properties Test & Analysis These tests are performed to determine effects of aging on motor and component propellant.
The contractor shall plan, prepare, execute and provide data analysis to identify any age related trends and provide a recommendation for continued application/use of the assets IAW the test plans and TOs listed in sec 2.1. The contractor shall prepare a final report for each test to include data resulting from the testing, and comparison to historical data. The contractor may assess the effects of changes in mechanical properties on structural margins of safety. Motors tested: M55A1, SR19-AJ-1 (FY15 & FY17 only), M57A1, SR119, and SR120 (CDRL A001,
3.2.3.7 Motor Dissection/Plugging
The contractor shall conduct motor dissection periodically to ensure samples for conducting propellant material properties test. Quantity and location of samples and test conditions shall be commensurate with approved Test Plans and TOs IAW section 2.1. The contractor shall support this planning and provide analysis of the propellant and bondline mechanical property data to support the trend analysis and useful life estimates. Motors tested: M55A1, SR19-AJ-1 (FY15 & FY17 only), and M57A1. (CDRL A001, CDRL A002)
3.2.3.8 Propellant Hazards Sensitivity Tests
The contractor shall conduct propellant hazards sensitivity tests on motor propellants. The contractor shall support test IAW test plans and TOs in sec 2.1 and provide analysis of the propellant to support the trend analysis and useful life estimates with comparison to historical data base. Motors tested: SR118, SR119, and SR120. (CDRL A001, CDRL A002)
3.2.4 Even Year Core Effort – Option 1 (FY14) , Option 3 (FY16), and the Option to Extend Services
3.2.4.1 SoS Engineering Support/Program Management
The contractor shall manage the overall schedule and maintain adequate personnel in support of conducting SoS testing for the basic effort detailed under 3.2 to include data. The contractor shall develop, maintain, and deliver to the Government an electronic monthly program schedule which details required activities, progress achieved, and required dates for Government Furnished Property (GFP) delivery. (CDRL A007, CDRL A009)
3.2.4.2 Annual Summary Report
The contractor shall provide an annual report that summarizes all contract activities, testing and recommendations on the Aging Surveillance program in support of SoS. (CDRL A002)
3.2.4.3 AS related Storage and Handling

3.2.4.5 Loaded Motor Propellant Material Properties Test & Analysis These tests are performed to determine effects of aging on motor and component propellant.

The contractor shall prepare a final report for each test to include data resulting from the testing, and comparison to historical data. 3.2.4.6 Motor Dissection/Plugging
The contractor shall conduct motor dissection to ensure samples for conducting propellant material properties test. Quantity and test conditions shall be commensurate with approved Test Plans and TOs IAW section 2.1. The contractor shall support this planning and provide analysis of the propellant and bondline mechanical property data to support the trend analysis and useful life estimates. Motors tested: M55A1, SR19-AJ-1, and M57A1. (CDRL A001, CDRL A002)
3.3 Reliability of Flight – Options for Additional Testing
RoF testing and analysis validates the motors/components perform to the original specifications in support of flight operations. Each RoF test listed below and in the Variable Services Pricing Table will be exercised as options based on work required and performed IAW the approved test plans. RoF testing listed in Annex 2 is subject to change.
3.3.1 RoF Engineering Support/Program Management
The contractor shall manage the overall schedule and maintain adequate personnel in support of conducting RoF testing for the any effort detailed under 3.2.3. to include data. The contractor shall develop, maintain, and deliver to the Government an electronic monthly program schedule which details required activities, progress achieved, and required dates for Government Furnished Property (GFP) delivery. If any RoF test is exercised, RoF Engineering Support for that motor is required as well. (CDRL A007, CDRL A009)
3.3.2 RoF Annual Summary Report
The contractor shall provide an annual report that summarizes all contract activities, testing and recommendations on the Aging Surveillance program under RoF. (CDRL A002)
3.3.3 Motor Static Fire Tests
The contractor shall provide support for static fire tests of MM rocket motors conducted at the Utah Test and Training Range (UTTR) or a contractor proposed facility; and conduct/support PK motor static fire tests at the contractor’s proposed facility IAW the test plans and TOs listed in sec 2.1. At UTTR, the contractor shall provide day-of-test support in the event of an anomaly to provide recommendations on a “go forward” plan as well as post-fire inspections and analysis including motor case insulation inspect/analysis, nozzle disassembly/inspection, and any post fire hardware that shows anomalies. At the contractor proposed facility, the contractor shall provide static fire capability including planning, preparation, execution and data analysis, including post-fire analysis and post-fire inspections to include fired nozzle testing. Ballistics analysis shall be conducted by the contractor when static fire is performed at the contractor facility. The contractor shall provide a report on the post-fire analysis and inspections. The contractor shall maintain the static fire capability, regardless of static fire schedule. Results of these tests and inspections shall be included in an annual report. The plan for which motors tested is listed in Annex 2, but is subject to change. (CDRL A001, CDRL A002)
3.3.4 Igniter Static Fire Tests
The contractor shall plan, prepare, and execute the static fire tests of Igniters, and data analysis.
Pre-test environments (temperature cycling/transport and handling) shall be imposed by the Government. The contractor shall perform all necessary planning to delineate pre-test inspections and instrumentation requirements. The contractor shall prepare a final report for each test including data resulting from pre-fire testing, post-fire inspections and comparison to historical data IAW with test plans and TOs listed in sec 2.1. The plan for which motors tested is listed in Annex 2, but is subject to change. (CDRL A001, CDRL A002)
3.3.5 DAS/ENEC/RC GG Static Fire Tests
The contractor shall plan, prepare, execute static fire test of Extendable Nozzle Exit Cone (ENEC) GG (SR119), Deployment Actuation System (DAS) GG (SR120), Roll Control (RC) GG (SR19) and analyze the data. Pre-test environments (temperature cycling/transportation and handling) will be imposed by the approved test plan IAW TOs listed in sec 2.1. The contractor shall prepare a final report for each test including to data resulting from pre-fire inspections, post-fire inspections, ballistics, and comparison to historical data. The plan for which motors tested is listed in Annex 2, but is subject to change. (CDRL A001, CDRL A002)
3.3.6 GG Static Fire Tests
The contractor shall plan, prepare, execute static fire test of Thrust Vector Actuated (TVA)/Liquid Injected Thrust Vector Control (LITVC) GG (SR19), Thrust Vector Actuator (TVA) GG (SR118, SR119, SR120), and analyze the data. Pre-test environments (temperature cycling/transportation and handling) will be imposed by the approved test plan. The contractor shall prepare a test plan detailing test conditions, pre-test inspections, and instrumentation IAW test plans and TOs listed in sec 2.1. The contractor shall prepare a final report for each test including data resulting from pre-fire inspections, post-fire inspections, ballistics, and comparison to historical data. The plan for which motors tested is listed in Annex 2, but is subject to change. (CDRL A001, CDRL A002)
3.3.7 Thrust Vector Actuator (TVA) Test
The contractor shall support the planning, preparation, execution, and data analysis of the testing of the TVA to identify aging trends IAW the test plans and TOs in sec 2.1. As part of the initial award, the contractor shall prepare a test plan detailing test conditions and instrumentation. The contractor shall prepare a final report for each test including data resulting from the testing, and comparison to historical data. The plan for which motors tested is listed in Annex 2, but is subject to change. (CDRL A001, CDRL A002)
3.3.8 Unfired Nozzle Test
Unfired nozzle inspection and test shall be performed to determine effects of aging and provide service life extension of MM and PK nozzles. The contractor shall support the planning, preparation, execution, and data analysis of the testing of unfired nozzles to identify aging trends IAW the approved test plans and TOs in sec 2.1. As part of the initial award, the contractor shall prepare a test plan detailing test conditions and instrumentation. The contractor shall prepare a final report for each test including data resulting from the testing, and comparison to historical data. 3.3.9 Nozzle Flexseal Test
Unfired nozzle inspection and test shall be performed to determine effects of aging and provide service life extension of MM and PK nozzles. The contractor shall support the planning, preparation, execution, and data analysis of the testing of flexseal to identify aging trends IAW the approved test plans and TOs in sec 2.1. As part of the initial award, the contractor shall prepare a test plan detailing test conditions and instrumentation. The contractor shall prepare a final report for each test including data resulting from the testing, and comparison to historical data. 3.3.10 Interstage Ordnance (IO) Testing
The contractor shall provide IO Functional Testing, including RSLP unique items and legacy hardware. A test report shall be issued to document the test results from functional tests as well as all the plots of the various environmental testing. Tests and inspections shall be in compliance with test plans and TOs listed in sec 2.1. The plan for which motors tested is listed in Annex 2, but is subject to change. (CDRL A001, CDRL A002)
3.3.11 Ordnance Initiation Set
The contractor shall evaluate the hardware used to initiate igniters, gas generators and separation ordnance. This hardware consists of the through bulk-head initiator (TBI), and the type I and III ordnance transmission assemblies (OTA). The contractor shall prepare a test plan detailing test conditions and instrumentation. The contractor shall prepare a final report for each test to include results of the testing, and comparison to the historical database IAW the test plans and the TOs listed in sec 2.1. The plan for which motors tested is listed in Annex 2, but is subject to change. (CDRL A001, CDRL A002)
3.3.12 Ordnance/Range Certification Test Requirements
The Government will provide Flight Termination Ordnance System (FTOS) test per Range Commanders Council (RCC) 319-07 using Government Range personnel and test facilities to the maximum extent possible. This effort can be accomplished via Special Study depending on the complexity required by the Government Range.
3.3.13 Technical Interchange Meetings
The contractor shall prepare and support Technical Interchange/Technical Direction meetings.
Actual meeting time shall last no more than two days at either contractor or Government facility.
Meetings shall require prepared materials, presenter(s), minimal technical support, and post meeting support for action item(s) collected by contractor at meeting through closeout/acceptance by both the Government. (CDRL A006)
3.4 Emergency Response Cleanup
The AF is required to comply with AFMAN 10-2502. In support of RSLP, the contractor or subcontractor shall have the ability to provide environmental and site remediation/recovery in the event of a hazardous mishap or be able to subcontract the work.
3.5 Excess Motor Disposal Option
The contractor shall be responsible for the disposal of motors/components and related assets as necessary to support RSLP requirements. The contractor shall be capable of disposing of Firing Units (FUs) including the radiation elements. The contractors shall transport, disassemble, and dispose of unusable motors per Government plan and TOs listed in sec 2.1, through proven and effective methods, including wash out, motor fire or detonation. The contractor shall use appropriate hazard warning labels in compliance with DFAR 252.223-7001. The contractor shall provide a final report of motor disposition. (CDRL A005)
3.6 Special Studies
The contractor shall conduct special studies/investigations related to motors/ components and disposal requirements and anomaly investigation, as directed by the Government. The contractor shall provide materials, travel requirements, engineering, technical, repair, and analysis support for system engineering and safety related issues of the motors, components and support equipment in support of Aging Surveillance and Storage. This includes activities such as failure investigations, anomaly investigations, and modification or development of tooling to support unique program requirements. The contractor shall also conduct other special requirements studies related to requirements in this PWS, such as AS and disposal testing, the SR73, and analyses related to transportation, maintenance, safety, processing, test, long term storage and use. Special studies/anomaly investigations could result in recommendations, prototypes, or solutions to an identified need. Separate CLINs will be established, one for CPFF Labor Hours and the second one for Other Direct Costs (ODCs) on a cost reimbursement, no fee basis to cover the each Special Study. ODCs include Materials, Subcontractors and related travel. These special studies shall be on either a Completion or Level of Effort (LOE) basis as defined by the Government. 3.7 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.
3.8 Subcontract Management
The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor shall manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Procuring Contracting Officer (PCO) or Contracting Officer Representative (COR). Notification is only required when the contractor changes subcontractors on any AS test from the VSPT, any Core effort testing, or after a Special Study has begun (i.e. changing subcontractors during a Special Study).

4.3 Government Inspection
The Government will evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan. Government methods of inspection other than those listed in the PWS (such as provided for by the Inspection of Services clause) may occur during the performance period of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions.
4.3.1 Contracting Officer’s Representative (COR)
CORs are representatives of the contracting officer and will participate in the administration of this contract. Subsequent to contract award, the contractor will be provided with a letter identifying CORs and setting forth their duties and authorities.
4.3.2 Administrative Records
All records, documents, and associated papers provided by the Government and generated during the period of this contract become Government property and will be returned upon contract completion. During the period of the contract, records, documents, and associated papers shall be available for review.
