Similarities/Differences to an IDIQ Contract Overview:

Safety of Storage (SoS) Reliability of Flight (RoF) Special Studies Total Evaluated Price (TEP)

SPACE AND MISSILE SYSTEMS CENTER

(Variable Work) RoF plus Disposal and Special Studies:

Options may be exercised at any time during the Period of Performance Options may be exercised during the 66 month Period of Performance...

But the performance period of the variable work may extend beyond the 66 months of effort.

Period of Performance (PoP) vs Performance Period PoP is the life of the contract, 60 months Performance Period is the length of time that a variable effort takes once exercised during the Period of Performance Building the Future of Military Space Similarities to an IDIQ

No contract Ceilings Each option exercised will be a Mod to the contract Engineering Support (Formerly Program Management) is broken up between RoF & SoS Speical Studies:

No more formal proposals, but contractor may provide letter giving best estimates of performance schedule, hours and ODCs Two choices: LOE vs Completion Effort Now, unilaterally exercised by the Government IAW FAR 2.101 TIMs (PMRs) are priced as a separate service on the VSPT ODCs (e.g. material, subcontractors, travel, etc) will be on a cost reimbursement, no fee basis Building the Future of Military Space Not the Same Old IDIQ

The core effort of the contract The Core effort is priced as CLINS 0001, 1001, 2001, 3001, and 4001;

Will include the transition plan price and CDRL A003 If a Core option is not exercised the option is dead Note, previous contracts combined Eng Spt for Safety of Storage and Reliability of Flight, this contract has them broken apart Sec L, appendix D, has the costs of the Core effort broken down for evaluation purposes only Building the Future of Military Space Core Effort - Safety of Storage (SoS)

Annex 2 of the PWS has the five year plan for RoF testing Disposal plan for FY13 is detailed in Annex 2 Government has 92 M55s, 104 M57s, and 2 SR73s marked for Demilitarization; that work will depend on funding and is for information only Exercised when there is a funding and a mission need

Building the Future of Military Space Reliability of Flight (RoF)

A “stand alone” proposal detailing:

Labor categories Labor hours Labor rates (for the price section only) Technical approach focusing on critical tasks and risks/mitigation Any metrics that might be used to ensure the product is timely and accurate Building the Future of Military Space Representative Special Study

From the Representative Special Study:

The contractor will calculate the weighted wrap rate from the representative study proposal The labor rates will be weighted into an average and then O/H, G&A, CoM will be added into the labor rate to come up with the weighted wrap rate (e.g. see Sec L, App. 3) Fee will be calculated by the contractor and then added to the weighted wrap rate to get the CPFF rate for the first Fiscal Year (FY) The contractor may or may not escalate the rates for the five years plus the option to extend services All of this needs to be detailed as part of the cost volume Building the Future of Military Space Weighted Wrap Rate

Three components:

SoS (Core Effort) will be prices listed in Section B, CLINs 0001, 1001, 2001, 3001 and 4001 RoF (Variable Effort) testing and Disposal will be priced as each price in the VSPT times the number of planned tests based on the five year plan located in Annex 2 of the PWS. Disposal will be priced by the lowest cost method proposed.

Special Studies will be the estimated number of hours (110,000, stated in Sec B) times the CPFF rate calculated by the contractor

Small Business Requirement will be 2% of the TEP; will now be rolled up into the Technical Factor Building the Future of Military Space Total Evaluated Price (TEP)

The Government and contractor may informally discuss the requirement for the Special Study verbally

The Government may then provide a detailed Performance Work Statement (PWS) to the contractor

The contractor may provide a letter stating the estimated Performance Period, estimated number of hours required, and the ODCs to complete the effort

The Government will unilaterally exercise the special study as either LOE or a Completion Effort depending on the situation Building the Future of Military Space Special Studies Post Contract Award
